About this file
This is a Sole Source (Including Brand Name) Justification document for a Department of Defense (DoD) Libraries Foreign Policy Journal Subscription. The 773rd Enterprise Sourcing Squadron is seeking to award a follow-on Firm Fixed Price contract to The Slate Group LLC (Doing Business as Foreign Policy) for their Foreign Policy Insider database. The procurement is justified as a sole source acquisition because Foreign Policy Insider is the exclusive provider of this specialized research and intelligence platform, which cannot be obtained from any other source.
The subscription provides DoD libraries with access to high-value content including research on geopolitical trends, data governance, resource competition, and global market insights. Market research confirmed Foreign Policy Insider as the only known source capable of meeting the DoD Library Consortium's requirements. A Sources Sought notice was posted on SAM.gov from 16 July 2025 to 30 July 2025, with only the incumbent responding. The procurement supports DoD libraries' mission to provide information resources and services to military personnel, supporting educational advancement, quality of life, and mission-critical needs across various military settings.
