About this file

This is a Justification for Single Source Awards document from the Department of Veterans Affairs Marion IL Medical Center for warehouse storage space. The justification requests continuation of storage unit rental space from TKM Group LLC for equipment and supplies storage due to ongoing construction projects and limited space at the medical center.

The facility requirements include approximately 60' x 150' space with a security wall, 24-hour access, large truck accessibility, and 240-volt forklift charging capability. The current stored equipment and supplies are valued at $3,231,721.50, and relocating to a different facility could risk damage. The document notes that a new on-campus warehouse is planned for completion by 2029, and NCO-15 has approved one more base contract plus 4 option years. TKM Group was selected as the sole source provider due to their existing storage of VA equipment, proximity to the Marion facility, and meeting all technical requirements, while other local facilities were unable to meet the specifications.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: VA-25-00016408

1. Contracting Activity: Department of Veterans Affairs, VISN 15, 657A5, Marion, IL Medical Center

VISN 15 Contracting Office 657-25-1-2053-0004 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Marion VAMC is requesting to continue their storage unit rental space for equipment and supplies. The rental space is needed due to construction projects and limited storage space at the medical center. NCO-15 spoke with PCAC and confirmed that they do have a new requirement for an on campus warehouse that was submitted 9/10/24 for a design. Construction could be complete by 2029. NCO15 has approved one more base plus 4 contract. If the warehouse is not ready, other arrangements will have to be made at that time.

2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This requirement will be solicited from a single source, TKM Group, because the medical center’s equipment and supplies are already being stored there. The total cost of stored equipment and supplies is $3,231,721.50 and moving the items could result in damage of Equipment and supplies. This storage facility is located just outside the Marion facility which makes it accessible all hours of the day. We have checked into other storage site and they do not have easy access for large trucks or 24-hour access. The other facilities do not have the ability to plug in our forklift to 240-volt charger for loading and unloading supplies and equipment Our current space is approximately 60 feet wide by 150 feet long with a solid security wall separating our area from the rest of the storage facility customers. This is important in the instance of a water break or shut down notice that requires delivery during off hours. If the service requested was awarded to a vendor other than TKM Group, it would result in additional services needed to relocate the equipment currently being stored under the expiring contract.

3. Description of market research conducted and results or statement why it was not conducted: : This requirement will be solicited from a single source, TKM Group, because the medical center’s equipment and supplies are already being stored there. 4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
