The water quality monitoring system is required to provide full compliance with VHA Directive 1061.

The monitoring system and services are required to comply with the Medical Center Water

The work includes but is not limited to: provide all equipment, fluids, tools, labor, delivery, start-up, and training support services for provision of a new pre-packaged cold water distribution water monitoring system to be located in room D04, mechanical room in Building #15 at the VA Medical

The unit shall be re-calibrated for any and all new equipment replacements or installations. The system shall be calibrated at least monthly.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Note: Pursuant to 38 U.S.C 8127(b), COs may use other than full and open competition when awarding to SDVOSB and VOSB firms for procurements under the SAT. However, Per VA PPM 2016- 05 (Revised August 2019) Implementation of the Veterans First Contracting Program, the focus should be on competing requirements among SDVOSBs and VOSBs to achieve a fair and reasonable price.

Barclay provides preventative maintenance, repairs, calibrations on their equipment to ensure their system is operational and is not risk of failure. Lastly, Barclay has always been responsive to addressing concerns of the system, responding to deviated results from the standard, and quick action to correct and mitigate out of spec water quality.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted in selecting a vendor that would have direct experience in dealing with water quality monitoring, maintenance, repair, and calibration to ensure acceptable operations of the pre-package water monitoring system. Barclay has provided the VAMC- Manchester in the past with this experience of water quality monitoring. There pricing was fair, and they were extremely responsive in the service they provided as well dealing with their administrative section. .

They are familiar with the location and can provide this service accurately and quickly, with the necessary labor, materials, and equipment to the site. In a emergency, we were valuing experience and responsiveness. Barclay provides both characteristics. Barclay is the only vendor who can service their Sentinel equipment as it is proprietary. The proprietary Sentinel unit currently installed at the Manchester VAMC on the incoming Manchester city water may only be serviced and troubleshot by Barclay Water Management trained employees. A sole source letter was added to the contract file.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
