Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID:36C256-26-AP-2092
1. Contracting Activity: Department of Veterans Affairs, NCO 16, Jackscon MS
Medical Center.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The station needs to add a construction period of service CPS to have engineering and architect support during the construction project. It was in the original SOW and award, but the funding was not available to award at the time. The contract has been closed when the design was accepted by the station.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
GEO Bancroft Engineering LLC did the initial design, and it would be a major increase in cost to have another firm do a redesign and provide CPS services for the Department of Veterans Affairs. To prevent cost duplication that would not bring any benefit to the organization an award to GEO Bancroft is recommended.
4. Description of market research conducted and results or statement why it was not conducted: Other SDVOSB Architectural firms estimated that it would be a significant increase in costs to review and adjust another firms plans to provide CPS.
The current SDVOSB is still valid and on file to it was determined to be in the best interest of the government to sole source this additional requirement to the original designer.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR
13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
