About this file

This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs VISN 15, 766-Consolidated Mail Outpatient Pharmacy (CMOP) in Ladson, SC. The document justifies a sole source award for emergency water removal services following a malfunctioning sprinkler system incident at the CMOP warehouse.

The contractor, Disaster Plus, was selected due to their ability to respond immediately with 6 trucks and technicians to address the flooding. The scope of work included deconstructing approximately 220 square feet of carpet tiles, making 2-foot floor cuts on adjoining walls, and salvaging supplies affected by approximately 70 linear feet of water damage. The work was completed in one day. Market research was limited to local vendors due to the emergency nature of the services required, with Disaster Plus selected based on their immediate availability and response capability. The justification was approved under FAR 13.106-1(b) by Contracting Officer Phillip Reuwer.
