About this file

This document is a Single Source Justification form for a Department of Veterans Affairs (VA) procurement under Simplified Acquisition Procedures. The procurement involves a CMOP-wide deployment of iMonnit Premiere Cloud for $31,008.75, which includes activation of cloud tenancy and shipment of Monnit cellular gateways compatible with approximately 240 existing sensors. The system will continuously monitor pharmaceutical-grade refrigerators and freezers across seven CMOP sites, protecting approximately $3.5 million in temperature-sensitive medication inventory.

The justification for single-source procurement is based on proprietary compatibility of existing Monnit sensors, which communicate via a proprietary 900 MHz protocol and can only be managed by Monnit gateways. Key benefits include restored reliable alerting, reduced operations and maintenance burden, standardized enterprise monitoring, and a fully air-gapped architecture. The VA determined that alternative solutions would require prohibitive costs, complexity, or security trade-offs, and that replacing the existing sensors would be duplicative and wasteful. The procurement is a Firm-Fixed-Price contract with an effective date of 11/15/2024 and will be executed by the VA's NCO15 Contracting, Pharmacy Benefits Management office.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C770-27-AP-0018______________________

1. Contracting Activity: Department of Veterans Affairs (VA), NCO15 Contracting, Pharmacy Benefits Management (PBM) / CMOP National Office

2237: 770-26-2-855-0001

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

• Scope: CMOP-wide deployment of iMonnit Premiere Cloud, activation of cloud tenancy, and shipment of Monnit cellular gateways compatible with existing sensors. Gateways will be self-installed and configured by CMOP staff. Monnit will provide necessary subscriptions and limited OEM support to enable enterprise-level cloud monitoring.

• Installed Base Reuse: ~240 existing Monnit sensors (est. current value $61,707) will be reused to avoid duplicate cost and waste.

• Operational Importance: The system continuously monitors pharmaceutical-grade refrigerators and freezers at each CMOP site, which contain approximately $0.5 million in prescription inventory per site—representing a total of ~$3.5 million in temperature-sensitive medications across all seven CMOPs.

Continuous environmental monitoring is essential to ensure medication integrity and compliance with VA and FDA storage standards.

• Outcomes: Restored and enhanced reliable alerting (SMS/voice/email) independent of VA network; reduced O&M burden (no server patching/lifecycle refresh); standardized enterprise monitoring across all CMOPs; fully air-gapped architecture.

• Estimated Value: $31,008.75

• Contract Type: Firm-Fixed-Price (FFP)

Note: This procurement does not include migration services, configuration, or setup. All migration, system configuration, and installation of the cellular gateways will be performed in-house by CMOP National Office personnel in coordination with local Facilities Management staff.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

• Proprietary Compatibility & Interoperability: Existing CMOP sensors communicate via Monnit’s proprietary 900 MHz protocol and are natively https://www.acquisition.gov/?q=/browse/far/13

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID# 36C770-27-AP-0018 managed only by iMonnit/Monnit gateways. Alternate gateways/platforms cannot register, authenticate, or manage these devices without reverse engineering or replacement—creating unacceptable technical risk and cost.

• Protection of Substantial Government Investment: Replacing ~240 working sensors (current value ~$61,707) would be duplicative and wasteful; keeping the installed base requires Monnit Cloud + Monnit gateways. FAR 6.302-1(a)(2)(ii) permits sole source to avoid substantial duplication of cost not expected to be recovered through competition.

• Avoidance of Schedule Risk and Service Disruption: Migration within the iMonnit platform enables direct transfer of lessons learned, configurations, user accounts, and notification rules from the on-prem Enterprise instance— minimizing downtime and revalidation. Competitive re-platforming would require re-engineering, regression testing, retraining, and re-qualification of alerting— causing unacceptable delays to mission operations (see FAR 6.302-1(a)(2)(iii)).

• Functional Necessity (Notification Reliability): Email-to-SMS discontinuations by major carriers have degraded notifications on the on-prem model; iMonnit Premiere Cloud with Monnit cellular gateways restores reliable SMS/voice/email alerting in an air-gapped posture without VA network dependencies—capability not equivalently available with non-Monnit alternatives that cannot manage the existing Monnit sensors.

4. Description of market research conducted and results or statement why it was not conducted:

CMOP evaluated alternatives including full sensor replacement, middleware development, or maintaining status quo. None met requirements without prohibitive cost, complexity, or security trade-offs. Only Monnit can support the existing hardware ecosystem and meet the VA’s requirement for a vendor-hosted, air-gapped, cloud-based system.

5. Contracting Officer's Certification: Purchase is approved in accordance with

FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
