About this file

This document is a Single Source Justification for Simplified Acquisition Procedures under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs, VISN 15 in support of the VA Saint Louis Health Care System John Cochran.

The justification is for the procurement of a 1.5T MRI 16 channel breast coil and associated tabletop that must integrate with the existing Siemens MAGNETOM Sola 1.5T MRI system. The estimated value of the proposed action is $74,240. The key reasons for the single source justification are the requirement for the breast coil to integrate with the existing Siemens system, the unique patented features of the coil, and the need to maintain standardization and interoperability with the current equipment. Market research was conducted, but no alternative contract vehicles were found that provided the required product. The contracting officer has certified the justification in accordance with FAR 13.106-1(b).

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C255-24-AP-3034

1. Contracting Activity: Department of Veterans Affairs, NCO 15 located at 3450 S. 4TH St, Leavenworth, KS. ,66048 in support of VISN 15 VA Saint Louis Health Care System John Cochran at 915 North Grand Blvd St. Louis, MO 63106.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The VAMC has a brand name or equal requirement for a 1.5T MRI 16 channel breast coil and associated tabletop. Breast coil system must integrate with existing Siemens MAGNETOM Sola 1.5T MRI system. Must support parallel imaging and ability to perform spectroscopy and diffusion weighted imaging. Minimum of one day of coil diagnostic imaging training and one day of coil interventional training.

The estimated value of the proposed action is $74,240.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Restricting competition to only Siemens supplies allows for standardization and interoperability with existing instrumentation. As such, the use of descriptions in the acquisition, limiting the acquisition to this manufacturer or authorized distributors, are requirements;

thereby, precluding consideration of a product manufactured by another company.

The breast coil system must integrate with existing Siemens MAGNETOM Sola 1.5T MRI system. The coil also features patented Variable Coil Geometry with independently adjustable left and right elements to optimize the signal-to-noise ratio for each patient. Acquisitions of products other than the items specified in this order would require additional user and maintenance training for staff plus purchase of alternate equipment.

4. Description of market research conducted and results or statement why it was not conducted:

Researched: VA Supply Chain Master Catalog, NAC HTME, GSA Advantage &, GSA eLibrary. Did not find any contract vehicles that provided the requested product.
