About this file

This is a Single Source Justification document for a simplified acquisition award by the Department of Veterans Affairs, VISN 10, Network Contract Office 10.

The procurement concerns an AHU E-1-1 Air Study service, estimated at approximately $14,000.00, which will deliver a final report containing actual CFM (cubic feet per minute) values for various areas served by AHU E-1-1. The work requires overriding the HVAC controls systems by a Certified Andover contractor to obtain these readings. The justification for single-source award rests on the fact that the HVAC system is an Andover system (owned by Schneider Electric, which acquired the legacy company Andover through SodexoRoth) that mandates use of Schneider Electric for all Andover-related services per a territory agreement and Channel Policy Manual. Market research using NAICS 238220 and SDVOSB queries identified multiple capable contractors; however, all maintain their own territory agreements with Schneider Electric that prevent them from performing this work. The Contracting Officer, Brian S. Kish, Branch Chief, certified approval on September 24, 2026, in accordance with FAR 13.106-1(b). The Acquisition Plan Action ID is 36C250-26-AP-4785, with an effective date of December 30, 2025.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for MPT up to SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID:36C250-26-AP-4785

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Network Contract

Office 10 (NCO 10, PR-IFCAP (2237): 541-26-4-5796-2733.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This service procurement, AHU E-1-1 Air Study, Will provide a final report with actual CFM values for the various areas served by AHU E-1-1. This will require the overriding of the HVAC controls systems by the Andover Certified contractor to acquire these readings. The estimated amount for this effort is approximately $14,000.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The HVAC system is an Andover system that requires a Certified Andover contractor to properly service the system. There is territory agreement with Schneider Electric, who owns the legacy company Andover (acquired by SodexoRoth). This territory agreement mandates that the VA utilize Schneider Electric for Andover related services. See attached Schneider Electric Channel Policy Manual, page 5 – Policy: Authorization by Location and the email correspondence , sated 9.9.2026, with the territory sales manager at Schneider Electric.

4. Description of market research conducted and results or statement why it was not conducted: Market research (Small Business Search query of NAICS 238220 and SDVOSB) show that there are many contractors that are capable of performing this work, but are unable to do so since they all have their own territory agreements in place with Schneider Electric.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR

13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
