Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:__ 36C250-24-AP-3404____

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Louis Stokes Cleveland VA Medical

Center Medicine Service Pulmonary Section. Purchase Request 541-24-3-9711-0026.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a new requirement for the pulmonary department. The Platinum Elite DX Body Plethysmography System enables the trained technician to quantify a patient’s pulmonary function status through the use of various maneuvers. Cleveland VAMC recently acquired two of these machines for the service.

This one is to be used in the newly renovated GI suite.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: It is required to utilize MGC as they are the only company available that produces the Platinum Elite DX Body Plethysmograph. All PFT technicians and Pulmonary MDs are familiar with this equipment and interpretation software. To use any other manufacture would require complete overhaul of all machines and training on a completely new system. Although other vendor may supply, it is required to utilize MGC specified system. Vendor must be authorized to provide.

4. Description of market research conducted and results or statement why it was not conducted:

No other systems were found to be equivalent to the system mentioned. RFQ posted to eBUY.

Google search conducted in effort to locate similar system with zero results returned.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

This is deemed only one reasonable source. This is covering the portion which is brand name of this acquisition.
