About this file
This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs (VA) VISN2 Medical Centers.
The VA VISN2 Medical Centers located in New York and New Jersey require the addition of software programs from Audiocare (MUMPS AudioFAX, Inc.) for the Pharmacy Modules - Rx Ready, TM-Refill and Audio Refill, at an estimated cost of $225,668.17. Audiocare is determined to be the only responsible source as their products are currently integrated with the VA's VistA and CPRS databases, and no other software will be compatible. The contracting officer has certified this justification in accordance with FAR 13.106-1(b). The VA intends to procure this sole source requirement under FAR Parts 12 and 16.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 2 Revision: 00 Acquisition ID#:
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C242-24-AP-4379
1. Contracting Activity: Department of Veterans Affairs, VISN 2, VISN Medical Centers: Albany, Bath
Canandaigua, Buffalo, Batavia, Syracuse, Lyons (East Orange), Montrose (Wappinger Falls), New York (Brooklyn), Northport and Bronx. 2237: 479-25-1-3030-0002.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VA
VISN2 Medical Centers located in Albany, Bath, Canandaigua, Buffalo, Batavia, Syracuse, Lyons (East Orange), Montrose (Wappinger Falls), New York (Brooklyn), Northport and Bronx require the addition of software programs from Audiocare (MUMPS AudioFAX, Inc.) for the Pharmacy Modules - Rx Ready, TM-Refill and Audio Refill. Estimated cost is $225,668.17.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: VA VISN2 is currently using products/programs from Audiocare’s suite of fully-automated scheduling solutions that include telephone, text messaging, email and the web.
The VISN would like to expand its capabilities and customer service to include Audiocare’s Pharmacy Modules - Rx Ready, TM-Refill and Audio Refill.
AudioCARE already has experience working with the VHA VistA/CPRS ecosystem and can seamlessly integrate its technology with our current computerized medical patient records system. AudioCARE is the only tool that is HIPAA compliant, able to send prescriptions to community pharmacies, and has bidirectional integrations with the electronic health record (i.e. can send an order to community pharmacies and update non-VA medications).
Audiocare is the only responsible source for a follow on of services to the existing hardware and software due to the highly specialized nature of the product and the use of proprietary technology.
No other software will be compatible with the Audiocare products currently being used at VISN2.
AudioCARE is the only source that can sell or support the current AudioCARE system or its software modules.
4. Description of market research conducted and results or statement why it was not conducted:
Following a Sources Sought Notice posted to Contract Opportunities on 10/03/2024, and an analysis of the market landscape, several companies have emerged that provide products and services comparable to those offered by AudioCARE Systems. However, it is noteworthy that these companies do not exhibit seamless integration with the current Veterans Affairs’ VistA and CPRS databases. Further examination indicates that the companies do not establish an interface with the current products of AudioCARE Systems which are currently used in the VISN.
