About this file
This is a Justification for Single Source Award document submitted by the Department of Veterans Affairs, Network Contracting Office 23, for a procurement exceeding the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT).
The Minneapolis VA Health Care System and VA Central Iowa Health Care System seek to procure CareFusion Solutions LLC IV Prep gravimetric IV preparation compounding equipment, software subscriptions, and Mettler Toledo balance installations to expand and standardize sterile compounding processes. The acquisition includes CareFusion IV Prep Gravimetric Packs (containing digital medicine scale, barcode scanner, display screen, and software), CareFusion CATO subscription licenses, and MT scale installation with 5-year OEM coverage. The justification asserts that CareFusion Pyxis IV Prep is the sole source because it possesses unique proprietary characteristics that integrate exclusively with the medical centers' existing CareFusion Pyxis infrastructure—including Pyxis ES cabinets, Pyxis CIISafe, Alaris infusion pumps, and Pyxis Analytics—through closed, manufacturer-controlled software, data standards, device drivers, and communication protocols that competing systems cannot support. Transitioning to alternative systems would require an estimated 1 to 1.5-year replacement project and $1.4M–$2.6M investment across both facilities. Market research was conducted through prior VISN 23 deployments, OEM documentation, SAM.gov reviews, GSA Advantage, SBA Small Business Search, and Federal Supply Schedules, with no alternative vendors identified. An intent to sole source was published on Contract Opportunities on 7/8/2026 with no responses received. The Contracting Officer certified the justification on 2026.09.10.

Amount:
MVAHCS and VACIHCS require the purchase of CareFusion Solutions LLC IV Prep gravimetric IV preparation compounding equipment, software subscriptions, and Mettler Toledo (MT) balance installations for the expansion and standardization of sterile compounding processes. This acquisition includes CareFusion IV Prep Gravimetric Packs, CareFusion CATO subscription licenses, and MT scale installation with 5-year OEM coverage. The CareFusion IV Prep Gravimetric Pack includes the following items: digital medicine scale, barcode scanner, display screen, and software.
These systems provide gravimetric verification, sterile compounding workflow automation, dose accuracy checks, and safety documentation critical to sterile preparation compliance.
Estimated value: $
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The CareFusion Pyxis IV Prep system possesses unique, proprietary characteristics that make it the only system compatible with the MVAHCS and VACIHCS existing IV medication preparation infrastructure. The medical centers currently rely on an integrated suite of CareFusion Pyxis technologies—including Pyxis ES cabinets, Pyxis CIISafe, Alaris infusion pumps, and Pyxis Analytics—that operate within a closed, manufacturer-controlled ecosystem. The IV Prep system is engineered to interface directly with this installed infrastructure using CareFusion -exclusive software, data standards, device drivers, and communication protocols that are not supported by competing systems.
Alternative IV workflow systems cannot be used because they are not compatible with the medical centers existing CareFusion hardware, databases, or clinical communication pathways. Competing systems cannot integrate with CareFusion Pyxis ES medication dispensing machines, do not connect to CareFusion’s proprietary safety-verification software, and cannot exchange gravimetric verification data with the CareFusion equipment already in operation. Transitioning away from CareFusion IV Prep would require an
