STATEMENT OF WORK

Transportation of Military Working Dogs (MWD)

1. SCOPE

The scope of this Blanket Purchase Agreement (BPA) is for the transportation of Military Working Dogs (MWDs) procured by the Department of Defense (DoD) and the Transportation Security Administration (TSA) from different countries stated in Attachment X – Pickup Locations (will be provided upon BPA award) to Joint Base San Antonio, Texas, United States.

2. DESCRIPTION OF REQUIREMENTS

This Statement of Work outlines the requirements and procedures for vendors transporting Military Working Dogs (MWD’s) to JBSA Lackland AFB, TX. The purpose of this document is to provide specific guidance to vendors, and document the government’s and the vendor’s responsibilities in the transportation process.

The vendor must have access to veterinary services, which is capable of administering emergency care for the dogs if needed during the duration of the transportation process. Any fees incurred that are associated with emergency care, is not reimbursable by the US Government.

3. PERIOD OF PERFORMANCE

The period of performance is five years beginning on the date of BPA award. BPA Calls must be awarded within the BPA’s period of performance. The period of performance of BPA Calls may extend beyond the BPA’s period of performance, but cannot exceed 12 months from the BPA’s expiration date.

This is a multiple award BPA. The Government reserves the right to reopen competition at any time during the term of the BPA based on its assessment of the marketplace. All BPAs awarded as an on-ramp will have the same expiration date as the earliest awarded BPA, regardless of the new BPA’s effective start date.

3. BPA CALL PROCEDURES

This BPA is decentralized and is open for ordering by either a DoD or TSA warranted Contracting Officer, and any of the individuals authorized to place orders under this agreement on behalf of the government and the 341 TRS. In most cases, the following procedures will be followed during the transportation of MWDs. Requests for transportation are generally placed 30 to 45 days in advance and will be specified in each call.

1. The DoD or TSA ordering officer will issue a notification to the contractor on the details of the upcoming requirement (date, locations, crate requirements, etc.). If the requirement is for a contractor provided kennel, the ordering officer will provide additional details for coordination.

1. The contractor shall submit quotes using the quotation sheets provided in the RFQ

1. The contractor will be notified once the ordering officer determines the exact number of dogs to be transported and the exact locations for pick up and drop-off.

1. The ordering officer will issue a BPA call for the transaction.

1. After safe delivery to the final destination, the contractor shall submit invoice and will be paid via their preferred payment method (Electronic Funds Transfer or Government-wide Purchase Card).

4. TRANSPORTATION PROCEDURES

The contractor shall adhere to Title 9: CODE OF FEDERAL REGULATIONS while handling and transporting MWDs. Contractors shall not transport dogs from any destination unless specifically stated in the “BPA Call” (an order) that is placed against the Master BPA by an authorized Contracting Officer or an Authorized Caller.

4.1. Crates. The contractor shall acquire the crates for transportation of dogs. If the BPA Call is for a government furnished crates, the contractor will receive the crates 14-30 days prior to shipment date.

The contractor shall secure these crates until the dogs need to be transported. Before crates are used to ship MWDs the crates must be checked for any discrepancies, that would result in harm to the MWD or in escape of the MWD. If any discrepancies are found corrective actions must be taken. If any crates are not usable by the vendor, they must inform the purchasing agent, and send pictures of the crates not usable. The standard crates sized used are:

(i) for female and small to medium size male dogs, 500P, dimension 101 x 67 x 75 cm

(ii) for large male dogs, 600P, dimension 115 x 60 x 80 cm

4.2. Shipment Forms.

4.2.1. Import/Export Customs Declaration, (AE 302-1), Custom Clearance Forms, are requested by the Purchasing Agent through a US Government Base in Germany. Currently, the 341 TRS is utilizing Mainz Kastel Air Force Base, Traffic Management Office (TMO). However, the purchasing agent may utilize other bases in the area of Germany such as, Ramstein Air Force Base. The contractor shall pick up the forms as specified by the purchasing agent. In the event that additional clearance forms are needed, the contractor shall be responsible for picking these up as well. Once the transportation of dogs is complete, the contractor shall return any unused Custom Clearance Forms for accountability.

4.2.2. A veterinary Trilingual Health Certificate (DD Form 2621, June 1992) must accompany the MWD when it is shipped across state lines or international borders. The contractor shall pick up the DD Form 2621 at the MWD’s designated site. The forms are provided by the veterinarian staff as the acclimation/exercise memos for record statement. In accordance with 9 CFR section 3, the ambient temperatures cannot be higher than 85 degrees F or lower than 45 degrees F. Health certificates are valid for 10 days from issue date from the US Army Veterinarian or private Veterinarian.

4.3. MWD Pick-Up. Upon the government’s completion of evaluating and procuring military working dogs, the purchasing agent will notify the vendor when and where the dogs must be picked up. The contractor shall pick the dogs up at approximately 2200 hours. The typical number of dogs transported at one time is approximately 40 dogs.

The designated MWD vendor sites, where dogs are picked up for shipment are located in Budel, NL, Meijel NL and Velen DE at this time, with other designated sites possible in both the Netherlands and Germany in the near future.

4.4. Loading Crates. The Purchasing Agent will leave a label for each dog to include the dog’s name, control number, MWD’s vendor’s name and the program each dog is purchased for with the MWD vendor. The shipper in turn, will attach this label to the front of the crate when the dog is picked up from the MWD’s site.

All dogs shall be transported in a large, or extra-large airline approved (standards may vary per airline) shipping crate. The shipping crate will be transferred with the dog, when the dog ships. Load crates to allow for maximum ventilation and never place baggage on top of or around crate. Never place the crate on top of other baggage. Never stack crates more than two high. Do not load MWD’s in crates which have been standing in the sun for any amount of time. Make sure there is an adequate supply of fresh water for the MWDs. Do not lock shipping crate; however, make sure the crates cannot be opened inadvertently. If requested to secure the kennel crate for travel on military or civilian airlines, use plastic “zip ties” on the four corners of the gate to the crate. MWD’s must not be transported with any material, substance (e.g. dry ice, kongs) or device in a manner that may reasonably be expected to harm the MWD’s or cause inhumane conditions to the MWD’s. Additionally, any mode of MWD conveyance shall not have previously contained any material or substance or device that may reasonably harm the MWD or cause inhumane conditions to the MWD’s.

Unless otherwise stated in the BPA Call or discussed by the purchasing agent, the contractor shall deliver the dogs to Frankfurt Airport where the dogs will be flown to the United States.

5. TRANSPORTING BY COMMERICIAL AIR AND VEHICLES

5.1. Land Transportation. MWD’s must be transported in a dog trailer, an enclosed vehicle or a large van that is climate controlled/air conditioned/heated. During surface transportation auxiliary ventilation such as fans, blowers or air conditioners must be used in any animal cargo space containing live dogs. The air temperature in any holding area must not be allowed to fall below 45 degrees Fahrenheit or exceed 85 degrees Fahrenheit at any time. The MWD’s crate must be secured within the vehicle. MWD’s must be transported in a vari-kennel. Vari kennels must be placed on a stable platform (with non-skid surface) to prevent tipping or sliding of vari kennels. If an MWD dies during transportation while in the vendor’s care, and that death is due to vendor’s negligence or other findings per necropsy done by US Army Veterinarian or Veterinarian authorized by 341st TRS, the vendor is responsible for reimbursing the US Government for cost of MWD and any transportation costs incurred.

5.2. Air Transportation The MWD’s must be shipped on a non-stop flight to Houston, TX or another airport on a non-stop flight within 300 miles of JBSA Lackland AFB, TX that will allow the MWD’s to clear customs. This is required to minimize transportation time and risks to MWD’s health and welfare. During air transportation, dogs must be held in cargo areas that are heated or cooled as necessary to maintain an ambient temperature and humidity that ensures the health and well- being of the dogs. The air temperature in any holding area should not be allowed to fall below 45 degrees Fahrenheit or exceed 85 degrees Fahrenheit at any time. The MWD’s must be offered potable water within 4 hours, but not less than 2 hours prior to flight time. The cargo areas must be pressurized when the primary conveyance used for air transportation is not on the ground, unless flying under 8,000 feet. Dogs must have adequate air for breathing when being transported. When transporting MWDs in shipping crates during warm/hot weather, use air-conditioned cargo areas and/or vehicles. When transporting MWD’s in cool/cold weather, use heated cargo areas and/or vehicles.

Once the MWDs are cleared through customs, the contractor shall transport the dogs to JBSA Lackland, TX or Medina Kennels within 5 hours of clearing United States Customs. The MWD’s shall not be left unattended once MWD’s are cleared for transportation from arriving airport at any time.
