Statement of Work Cue Lure Solid Dispensers
1.0 Scope
APHIS contract for 5 years for Cue Lure solid dispensers (CL) – plug style, in support of the fruit fly detection program.
First order 50,000 lures
1.1 Contract Delivery Order Instructions:
USDA/APHIS/PPQ will begin issuing Delivery Orders shortly after award of the basic contract. The Delivery Order contains the actual funding for the supplies ordered.
They will be numbered with an 126395YYFNNNN . Upon delivery/performance and acceptance of the products/or services for any Delivery Order, the vendor will be responsible for submitting the invoice for payment against the Delivery Order Contract number, referencing the individual Delivery Order number in the IPP system at https://www.ipp.gov.
The Contractor shall submit an original invoice (or electronic invoice, if authorized,) to the address designated in the contract to receive invoices (https://www.ipp.gov).
1.2 Specifications for Liquid Cue Lure (4-[p-Acetoxyphenyl]-2-butanone)
First Article testing: Prior to incorporation into dispensers, APHIS will conduct a chemical analysis of each lot of liquid Cue Lure concentrate. APHIS requests 100 ml samples of preproduction liquid Cue Lure to confirm purity. The 100 ml sample must represent each lot/batch produced. These samples may be used to assure product specifications and purity are met. The analysis will confirm refractive index and purity and acceptability of the compound to be used in the formulation of the dispenser. Various methods to determine purity may be used. Lots of liquid Cue Lure must meet the following specifications:
i. Must be a white liquid at room temperature, with a mild, pleasant, fruity odor characteristic of the compound.
i. All lots must be uniform in composition.
ii. Must have a refractive index not more than 1.5090, nor less than 1.5060, at 25° Celsius.
iii. 95% pure by gas chromatographic analysis.
1.3 Specifications for Solid Cue Lure Dispensers
APHIS seeks a solid Cue Lure dispenser in plug form occupying a maximum space of 2 cm x 2 cm presentation with a 3-gram loading rate.
This solid cue lure plug must be a unique color from other products. The program would prefer blue/green. This color must be the same throughout the life of the contract.
1.4 Chemical/Physical Characteristics - Each Cue Lure solid dispenser must:
https://www.ipp.gov/
1. Consist of a solid matrix that facilitates handling and is capable of absorbing, immobilizing and sequestering Cue Lure liquid concentrate, so that it will be emitted at a controlled rate of release only after volatilization. "Facilitates handling” shall mean that each dispenser, when handled individually, shall be non-sticky and non-friable (i.e., not stick to the hand or crumble) when a deliberate effort is made by hand (i.e., unaided by mechanical devices) to compress and deform it.
2. Continue to meet the test of handling after being filled with Cue Lure concentrate and be resistant to damage and moisture when handled during normal field trapping operations.
3. Be manufactured from and composed of nontoxic materials that remain nontoxic after filling with liquid Cue Lure concentrate. "Nontoxic" shall mean not causing any medically definable disease and/or adverse reaction to humans after 8 hours of continuous exposure to hands protected with latex gloves or an equivalent skin protection device.
4. Sequester, and retain liquid Cue Lure without leaking or weeping. This shall mean that properly stored dispenser immediately following removal from its previously sealed individual packaging, shall be free of droplets of Cue Lure or any other liquid exudates on dispenser surface, when visually inspected without the aid of optical magnification equipment.
5. Be non-adhesive. This means that at ambient temperatures of 40°C or less, a dispenser shall not adhere to and remain stuck to (i.e., not removable from):
a. The hand when gripped by individual wearing latex gloves.
b. The inside of a standard Jackson trap in a way that significantly impedes its installation or replacement with a new dispenser.
6. Be non-friable. This means that during or following a use period of 12 weeks or less in a standard Jackson trap, the dispenser shall not crumble or otherwise decompose in a way that significantly impedes its removal and replacement with a new dispenser.
7. The size of the dispensers shall not exceed 27.5 mm in height, 20 mm diameter at the smallest end, and 35 mm diameter at the widest end.
8. These recommendations present criteria that can be used to determine whether new lots of Cue Lure solid dispensers (i.e., plugs) can be used to effectively capture Cue Lure-responding males for a period of up to 12 weeks. These specifications ensure that lures accepted for field use contain enough active ingredient to efficiently attract flies over the duration of the rebaiting cycle (criterion #1) and that lures are formulated in a way that restricts dissipation to last for the duration of the rebaiting cycle (criterion #2).
a. Initial total content of Cue Lure equal to or greater than 3.0 +/- 0.3 grams (n=5 average).
b. Initial mass percent of Cue Lure equal to or greater than 67%. Calculated as follows:
% 𝑚𝑚𝑚𝑚𝑚𝑚𝑚𝑚 𝐶𝐶𝐶𝐶 =
𝑚𝑚𝑎𝑎𝑎𝑎. 𝑖𝑖𝑖𝑖𝑖𝑖𝑖𝑖𝑖𝑖𝑚𝑚𝑖𝑖 𝑚𝑚𝑚𝑚𝑚𝑚𝑚𝑚 𝐶𝐶𝐶𝐶
𝑚𝑚𝑎𝑎𝑎𝑎. 𝑖𝑖𝑡𝑡𝑖𝑖𝑚𝑚𝑖𝑖 𝑚𝑚𝑚𝑚𝑚𝑚𝑚𝑚 (𝑝𝑝𝑖𝑖𝑝𝑝𝑎𝑎𝑚𝑚) ∗ 100%
9. Exhibit satisfactory shelf life by remaining in compliance with the specifications for at least two years, if stored at 15 - 25°C/65 – 77°F (excluding shipping).
1.4 Serviceable Product Life
The government expects the dispenser to maintain its useful life conforming to contract specifications for 2 full years from the date of acceptance. Samples for inspection may be drawn from any portion of delivered product. Analysis may be conducted by the Government or an independent laboratory at APHIS’s choosing. The Contracting Officer (CO) will provide written notification only upon disapproval of any product. The Contracting Officer (CO) will provide written notification only upon disapproval of any product.
The Contractor may be subject to the following if the product fails to meet all contract specifications for the 2-year term from the date of acceptance:
1. Re-sampling and testing of existing APHIS inventory from the same batch/lot numbers as the failed product.
2. Replacement of the product with new Cue Lure solid dispensers without additional cost to APHIS. Acceptance is subject to inspection and acceptance testing by APHIS, written approval of the CO, and 2-year product guarantee from the date of acceptance of the replacement product.
3. Equitable compensation to the Government equal to the value of the Cue Lure dispenser remaining in the APHIS inventory from the same batch/lot number delivered by the Contractor that failed the product quality tests.
2.0 Packaging
• Packaging must be impregnable to other chemicals to protect the semiochemicals.
• Packaging must prohibit the leaching of semiochemicals to ensure extended storages in extreme conditions (90°F plus)

3.0 Sampling and testing – Quality Assurance Surveillance Program
As part of the USDA APHIS Quality Assurance Surveillance Program (QASP), the government may test each batch of solid dispensers procured through this contract. For purposes of sampling, each group of dispensers filled with liquid Cue Lure from the same lot, and on the same calendar day during a single, continuous (i.e., uninterrupted) production run is defined as a batch and the coded designation of a batch as the batch number.
After acceptance of the contract and after first article testing (IAW 52.209-4 - First Article Approval -- Government Testing. (Sep 1989), annual contract verification testing may consist of chemical analysis to verify content, size, and composition of solid dispensers, or bioassays to verify attractancy to target fruit flies. APHIS’s bioassays are used to confirm correct formulation by measuring efficacy of the lures against liquid Cue Lure. Generally, this is accomplished through a loading of a cotton dental wick with liquid Cue Lure as a control against the fresh and aged Cue Lure plugs. The plugs are expected to capture at least 50% of fresh wick in a specific time period. APHIS is unable to provide the specifics of testing procedures in this requirements document since they may change with availability of new instrumentation or techniques. However, APHIS will work with vendors to ensure the details of tests and expected results are understood at the vendor’s request.
3.1 Sample Submission
Samples when requested must be shipped to:
USDA APHIS PPQ
mailto:tina.gresham@usda.gov
Attn: Gabriel Lopez Moore Air Base, Building 6407 22675 N. Moorefield Rd.

i. APHIS may at any time request 100 ml samples of preproduction liquid CL to confirm purity.
The 100 ml sample must represent each lot/batch produced. These samples may be used to assure product specifications and purity are met .
ii. The FAR Clause 52.209-4 - First Article Approval -- Government Testing also applies to this requirement. See Pages 27 - 28
3.2 Toxicant strip (purchased separately)
APHIS intends to use a separate DDVP strip in conjunction with the solid Cue Lure product. This means there will be a difference in pesticides used between the liquid and the solid. It is important to understand APHIS will not be modifying the standard of Liquid Cue Lure mixed with dibrome. Will ideally be in the rage of 0.15-0.30 grams of DDVP.
