This solicitation for commercial Supplies was written in accordance with Federal Acquisition Regulations (FAR) Part 12 Commercial Acquisitions, FAR Part 13 Simplified Acquisition Procedures (SAP) IAW 13.5, under the format in Subpart 12.3 as supplemented with additional information included in this notice. The solicitation number is 12639523Q0235 and is issued as a request for quote (RFQ), In order to have a complete package, as a minimum, the return package of 43 Pages) must contain the following items.

1.0 STATEMENT OF WORK
Circle trunk trap – Spotted Lanternfly To procure a circle trunk trap capable of capturing the spotted lanternfly, Lycorma delicatula.
1.2 Package Marking/Labeling:
The product must be identified, both on the trap package and the shipping containers with the following
i. Manufacturer
ii. Quantities of the part(s) contained
iii. Batch/lot number
iv. Date of manufacture
v. Government procurement number/contract number
1.3 Packaging:
Packaging is an important part of the delivery of the products. The following must be adhered to:
vi. The product must be packaged and stacked on the pallet or shipping container to a height of no more than 65 inches
vii. Each shipping container must contain equal counts of each product part.
For example, a box containing 5 traps, 5 collection cups, etc…
viii. Each box will contain no greater than 5 complete trap sets
ix. Individual product parts should be clearly labeled and distinguishable when unloading from containers.
2.0 Trap Specifications
2.1 General Description:
b. The circle trunk trap is a generic trap that is used in conjunction with lure dispensers to attract pecan weevils or other insects. The goal of this requested trap is to modify the existing circle trunk trap so that it is capable of capturing Spotted Lanternfly.
c. Length of effectiveness:
i. The trap should be weather-resistant, withstand sun and able to be re-used for several trapping seasons.
2.2 Description of trap physical properties:
d. Trap
i. The trap is made of flexible screen (See Screen_Flat_drw.PDF) and can be wrapped around the trunk of a tree in a cone or funnel like shape. The screen forms a modified funnel that leads to a collection cup at the top of the funnel. This screen is supported by two struts on opposite sides of the screen (See 18 in support_drw.PDF and 11in support_drw.PDF).
e. Collection and funnel modification:
i. Insects will be collected in a plastic bag that securely attaches to the funnel using a cable tie. A reusable cable tie to be included with each trap is preferred. The bag must affix securely to the cup of the trap and allow for insects caught in the trap to be deposited and stored. Traditionally with the circle trunk trap this is accomplished by a mesh funnel with an opening that is sized to prevent the insect from escaping. In the case of SLF the opening should be 1.75 inches (see Funnel.PDF). The cup will be further modified by the addition of a “tongue” to prevent the bag from collapsing and obstructing the opening (See Scoop_Flat_drw.PDF). The tongue must be produced from Lexan or acetate sheeting that is at least
0.020 inch thick and free of any protective film. This material must be strong enough to hold the bag open when it becomes filled with insects.
When attached, the tongue must be able to sit at the “top” of the trap as shown in the photo below to prevent closure of the bag. The end of the cup needs a minimum 0.25-inch flange, so the collection bag does not slide off (see arrow in photo below). See Cup_asm.PDF for complete assembly.
ii. The glue used in the assembly must be strong enough to last for the service life of the trap. Plastic and glues shall not break down when exposed to sun light, heat or other elements. Traditional hot glues are not sufficient to maintain the bond between the screen at the neck of the trap and the funnel. An epoxy-type glue is preferred to achieve the strongest bond.
f. Trap Hanger
i. Acceptable versions of trap:
1. Must be capable of surrounding a 5-inch to 10-inch diameter at breast height. The trap can be affixed by T50 3/8” or ½” staples.
2.3 Quality Assurance (QA) – After Award and Before Delivery
g. USDA-APHIS reserves the right to conduct QA testing of the product materials procured through the contract. First article testing will be required prior to first delivery. Five samples will be sent to the address below. Testing may include, but is not limited to, durability of the trap and water exclusion of the assembled trap. As an example, if a product is widely failing to meet three years of field durability because the plastic is becoming brittle in 1 year. APHIS may seek compensation for a latent defect of the product.

i. If agency staff determines the traps to be defective upon unpacking or initial installation, the entire lot will be replaced at the expense of the manufacturer or as mutually agreed.
j. The traps must also capture targeted pests within the collection bag. The optimal trap will not allow pests to be captured on other parts of the trap before they are trapped in the collection cup. If agency staff determines that the traps do not operate properly, contractor will replace the entire lot at their expense or as mutually agreed.
k. The traps must meet or exceed the criteria set forth in Section 2.0 trap specifications to be determined by agency staff upon delivery or initial installation.
3.0 Contract Administration

3.3 Contract Delivery Order Instructions:
USDA/APHIS/MRPBS will begin issuing Delivery Orders shortly after award of the basic contract. The Delivery Order contains the actual funding for the supplies ordered.
They will be numbered with an 126395YYFNNNN . Upon delivery/performance and acceptance of the products/or services for any Delivery Order, the vendor will be responsible for submitting the invoice for payment against the Delivery Order Contract number, referencing the individual Delivery Order number in the IPP system at https://www.ipp.gov.
The Contractor shall submit an original invoice (or electronic invoice, if authorized,) to the address designated in the contract to receive invoices (https://www.ipp.gov).
3.4 Invoice Processing and Payment.
Payment is Net 15dys ARO in accordance with OMB Dated 06/07/2012 Accelerating Payments to Small Businesses for Goods and Services

The IPP is a government-wide secure web-based invoice processing service offered free of charge to government agencies and their suppliers by the U.S. Department of Treasury’s Financial Management Service (FMS).
Upon contract award, you will receive a notification of your one-time enrollment requirement in an automatic invoice payment notification system available through IPP. This one-time enrollment in IPP means that you will receive a series of e-mails from Treasury services.
Contractors must submit invoices and attach all supporting documentation as required within 5 business days of completion of services provided. Supporting documentation include, for example; maintenance inspection checklist, timecard for labor, travel receipts etc. USDA- APHIS-PPQ will review the supporting documents before approving invoices in IPP, if supporting documentation is not provided the invoice will be rejected. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
