About this file

This notice provides information for a planned online document portal to support the defueled ex-Enterprise (CVN 65) dismantlement and disposal project. Interested vendors must first complete security requirements to access controlled technical information, including Unclassified Naval Nuclear Propulsion Information, by providing organizational and personnel information for verification. They must also sign non-disclosure agreements. Once authorized, vendors can access the document library on the Navy's PrimeNet system using Microsoft cloud accounts. The library will contain technical specifications for scoping proposals due in 2025 for dismantling and disposing of the ex-Enterprise. Vendors may provide feedback to refine the available data. The Navy intends to hold an industry day to review the draft contract before issuing a formal RFP. Interested parties can contact provided Navy personnel for additional information or questions.

Requirements for Accessing Controlled Technical Information in the ex-ENTERPRISE (CVN 65) Disposal Project Document Library The majority of the technical information needed to plan and accomplish ex-ENTERPRISE disposal is Unclassified Naval Nuclear Propulsion Information (U-NNPI) or other forms of Controlled Unclassified Information (CUI), requiring protection and dissemination controls. Due to the need for these controls, vendors seeking to access the document library must complete the following steps to gain approval to view the technical information in the document library:

1. Provide an overview of your company, to include services that may be applicable to ex-ENTERPRISE disposal, corporate structure, locations of headquarters and major satellite offices, and links to public corporate website(s). Further, provide written certification that your firm is based in the United States and organized under U.S. laws. Firms organized under U.S. laws with foreign ownership, control, or influence (FOCI) must clearly identify the extent of foreign citizen involvement in relation to the exENTERPRISE disposal project, and that the firm formally agrees to prevent foreign nationals access to U-NNPI.

2. Provide a list of persons by name that will participate in the ex-ENTERPRISE disposal project and require access to U-NNPI (and other forms of CUI) and certify that these personnel are U.S. Citizens, with the method of validating U.S. citizenship clearly identified by the certifier. Individuals with dual citizenship must be clearly identified, with the understanding that such individuals may not be permitted access to ex-ENTERPRISE or U-NNPI without first notifying NAVSEA. Note, the Navy is not requesting vendors provide personally identifiable information (PII) or other privacy protected information about these personnel.

Note: The certifications described above must be signed on corporate letterhead by a company officer (e.g., company president, business unit vice president, or equivalent if privately owned) or facility security officer if the firm possesses a facility security clearance granted by the Defense Counterintelligence and Security Agency (DCSA) or other authorized Government agency.

3. Complete a security agreement [Form NN-677 found in Enclosure (1) of NN-801] for protection of U-NNPI, signed by a company officer (or equivalent if privately owned), or facility security officer if the firm possesses a DSCA facility security clearance.

Note: Vendors will be provided a copy of NN-801 to assist in understanding the obligations and requirements to safeguard U-NNPI. Note that sections related to certifying a network to process U-NNPI is not applicable to the document library and is provided for information only.

4. As part of completing the Form NN-677 above, vendors are required to attach a signed copy of DD-Form 2345 (Military Critical Technical Data Agreement), which is routed and approved by the Defense Logistics Agency (DLA) Joint Certification Program (JCP); proof of current/active registration through the DLA JCP is also acceptable in lieu of the signed DD-Form 2345. Instructions for completing the DD-Form 2345 can be found at: https://www.dla.mil/Logistics-Operations/Services/JCP/
