PERFORMANCE WORK STATEMENT (PWS) FOR

PURCHASE & INSTALLATION OF

SECURITY CAGE AT B10577, RM B105

November 29, 2023

30th COMPTROLLER SQUADRON

VANDENBERG SFB, CA

1.0 BACKGROUND

1.1 30th Comptroller Squadron (CPTS) requires establishment of a controlled area to conduct disbursing operations in B10577. Rm. B105 has been identified as a suitable location for this operation. To meet fund safeguarding regulations, we must install a security cage.

2.0 OBJECTIVES

2.1 The primary purpose of this purchase is to install a security cage in Bldg. 10577 Rm. B105.

3.0 DECRIPTION OF SERVICES

3.1 The Contractor shall provide all labor, tools, materials, transportation, supervision and applicable equipment to install the security cage at Bldg. 10577 Rm. B105.

3.2 The Contractor shall coordinate access to applicable buildings with the 30th CPTS Points of Contact (POC) and the Facility Manager(s) (FACMAN) of each building the Contractor will require access to.

3.3 Bldg. 10577 Rm. B105 requires one 5-sided enclosure, (four walls, one cover) 5'-4" x 5'-6" with (1) 3' x 7' hinge door with standard keyed cylinder lock. Cage shall be no more than 7 feet high with ceiling. Cage shall be constructed of minimum 2” square, heavy grade metal tubing, welded at all intersections, with 10 gage, 2” welded mesh on all sides (door included). All mesh shall be attached with tamper proof hardware. Cage shall be painted with standard gray finish.

Contractor shall provide a minimum of 10 keys for cage hardware operation. Cage shall be bolted in place using minimum 1/2" diameter anchor bolts at 24” on center typical with minimum 3” embedment in concrete slab. Cage shall be installed in B10577, Room B105, in location as determined by customer.

3.4. If the Contractor damages Air Force (AF) property, the Contractor is responsible for repairing any damage to the original condition as much as possible.

3.5 The Contractor is responsible for offloading required materials from delivery truck at facility loading dock, cleaning up debris, shipping materials and work materials so that the security cage is left in ready-to-use condition. Loading dock is at standard height and is capable of supporting access by a 52’ tractor trailer rig. Area of installation shall be vacuumed by contractor upon completion of work.

4.0 HOURS OF OPERATION

4.1 The Contractor is responsible for conducting business between the hours of 7:30 AM Pacific Standard Time (PST) to 4:30 PM PST, Monday through Friday, except on recognized Federal holidays or when the Government facility is closed due to local or national emergencies, administrative changes, or similar Government directed facility closings. For other than firm fixed price contracts, the Contractor will not be reimbursed when the Government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.

4.2 Recognized Federal Holidays: The Contractor is not required to perform services on recognized Federal holidays unless otherwise provided specific written authorization by the Contracting Officer (CO) to work special hours.

5.0 SECURITY REQUIREMENTS

5.1 At all times while on Vandenberg SFB premises, Contractor shall comply with Vandenberg SFB security requirements imposed by the Installation Commander. The Contractor shall obtain all necessary passes, badges, or other items required for access to perform contract services at Vandenberg SFB, CA.

5.2 The Contractor shall be responsible for accountability of all such media issued to Contractor personnel and these media shall be surrendered to the 30th Security Forces Squadron (30 SFS) Pass and Registration Section upon completion of termination of the contract or upon termination of an individual’s employment with the Contractor.

5.3 The Contractor shall comply with all Vandenberg SFB policies regarding entry to the installation, rules of the road, contingency operations compliance, and photography prohibitions.

Contractor employees are authorized entry to the installation only for the purpose of work under this contract and are not authorized in other facilities or areas without prior Government authorization. Due to safety/security requirements, Contractor personnel shall be required to fluently speak, understand, read, and write English.

5.4 Main Base Access: Current security access restrictions at the Santa Maria Gate (Main Base Entry Gate) require all Contract vehicles (which are the size of a standard bread delivery truck or larger) to enter only through the Lompoc Gate (located at the intersection of Santa Lucia Road and Pine Canyon Road). There is a vehicle check pull-off area at the Lompoc Gate and the Contractor will be required to submit to a vehicle search prior to gaining entry to the base.

Contractor should plan and allow for delays as a result of in-place security procedures.

5.5 Base Access Letter: To request base access, the Contractor shall send a letter to the Contracting Officer. The letter must be on company letterhead and shall include: Contractor’s company address and telephone number, the contract number, names of the Contractor personnel requiring access to Vandenberg SFB, their social security numbers, and duty hours. After approval, this letter will be maintained on file with Security Forces at the Visitor’s Control Center, Building 17596. Entry requirements are subject to change without notice due to installation and world situations.
