Scope of Work – 140L0622Q0039 Meadowood Fence Repair and Replacement updated 6/30/2022
The Bureau of Land Management needs a contractor to remove and replace approximately 2,800 linear feet of rough oak fence at its facility in Lorton, VA. The contractor will need to remove the existing fence, dispose of it, and replace it with a like fence. See attached Attachment 2 – Maps and Drawings.
The work will be conducted at a working horse barn and the safety of the horses is essential. In addition to the below construction requirements, the contractor will need to perform a daily sweep with a magnet to make sure all the nails and screws used and removed are pick up prior to leaving for the day.
The work will be conducted while the horses are in their stalls for the day; however, the contractor must leave the fence at the end of the day fully functioning and tied into the existing fence to hold the horses when they are turned out at night.
The construction must meet the following specifications:
• Fence shall be 54 to 60 inches above ground level.
• The bottom rail shall not be less than 8-inches from the ground but no higher than 12 inches of clearance.
• Open space between rails no greater than 12 inches.
• Rails shall be 1x6 rough oak boards.
• Fasten rails to the inside (horse side) of the posts. Fasteners shall be smooth without jagged parts that can cut the horse or catch a halter. No nails or screws shall protrude from the rails.
• Pressure-treated half-round fence posts, no smaller than 3x6 in diameter, are recommended; corner posts shall be no less than 6-inch full round posts; gate posts shall be no less than 8-inch full round posts.
• Driven posts are recommended over hand-set posts or those set in predrilled holes; driven posts are more secure due to the displaced soil being highly compacted around the post, resisting post movement.
• A pressure-treated wood post recommended for all horse fence posts. Additional preservative must be properly applied to cuts in the post to be fully effective.
• Line posts shall be set at a depth of 36 inches for structural stability. Corner and gateposts are required to handle greater loads and are about 25 percent larger in diameter and shall be set to 48 inches.
• Posts and rails shall be painted with a black latex fence paint, in a manner thoroughly coating the wood from the environmental elements.
