Part 3: Construction Cost Magnitude:
Between $20,000,000 and $50,000,000 and an expected construction duration of 7 months
Part 4: Design Period Services:
I. Objectives of the design are:
1. Design and specification for constructing new tele-data infrastructure to meet or exceed VA requirements associated with the EHRM program, and removal of outdated infrastructure which will no longer be needed as a result of the upgraded systems.
2. Holistic optimization of design and construction: In design, organize the several locations, systems, subsystems, and associated work into logical zones and or phases necessary to optimize project delivery.
3. Completing each program and project before established deadlines.
4. Enable the continuous and effective function of administrative and clinical departments, and associated services affected by this work, without disruption throughout each phase.
5. Meet or exceed all Code, technical, and programmatic requirements adopted, established, revised, and or published by VA.
II. Functions of the Affected Area(s) Include:
1. IT Rooms and closets are dispersed throughout the campus and listed buildings.
Assume to involve all administrative, clinical, and associated services, as well as DoD (Navy) -specific, but associated functions. This will be true for all new or replacement/consolidation rooms resulting from this design.
III. Design services will generally include, but are not limited to:
1. Architectural: Including general layout, as well as wall, floor, ceiling systems, and finishes, as well as optimizing layout. Include design and specification of temporary enclosures for interior work areas, ensuring that temporary assemblies match UL smoke or fire ratings of ceiling and or wall systems planned for door removal, new penetrations, or selective demolition.
Note: Interior finishes are generally expected to match those of current and adjacent systems.
2. Structural: No structural changes are contemplated, however, coring through walls and decks for raceways must be assessed by the Structural Engineer.
3. Civil: Establishment of existing location and type of building-to-building infrastructure, and planning fiberoptic replacement – including interconnection to the East Campus (a concurrent project similar to this). Locating and delineating an area for construction temporary facilities (mobile offices, storage trailers, perimeter fencing, source(s) of power, etc.).
4. Mechanical: Temperature control, ventilation, and system/space monitoring with BACnet.
5. Plumbing: No plumbing changes are contemplated, however, where rerouting is required for compliance, include in this work.
6. Fire Protection: Sprinkler, and Fire Alarm modifications where required.
7. Electrical: Critical power, and architectural lighting. Receptacles for each.
8. Special Systems: Physical security, and tele-data systems associated with tele-data transmission and storage.
A. Physical Security design and specification is required to be performed throughout by a specialist meeting the certification requirements shown in the VA Physical Security Design Manual. Submit credentials with the preliminary submittals required at Kick- Off.
9. All design and specification work is required to be performed by licensed design professionals whose primary subject matter expertise (licensure, and academic and professional experience) is the discipline of each respective part of the design.
10. Collaboratively work with VA staff, including but not limited to clinical department(s) effected by the work, Contracting, Engineering, IT, Environmental Management Services, Logistics, Facility Leadership, and others, to define and develop plans and specifications for each part of the work, and in phases as necessary to enable progression of construction with minimal disruption of operations.
11. The AE Principal in-Charge shall provide a meeting leader/moderator to maintain order and flow to expedite the Integrated Project Delivery process of stakeholder inclusion and design planning efficiency. If the AE firm has a proven process, VA is eager to hear about it. Otherwise, AE shall retain a specialist to guide them.
12. AE photography of each work location is essential to documenting conditions as they progress, and for reference by team members when not on site. Privacy laws, and VA policy forbid taking photographs which include any patient, visitor, or staff member.
Name each electronic document and file for the building, room, subject, and date taken.
IV. Include in the design:
1. This is a fully functional medical campus and the design must include a biddable strategy to minimize disruption of services to each effected service, as well as the surrounding areas - including the floors above and below. This consideration will be especially true for sleeping areas and mental health service areas.
2. Include on the plans a narrative and phasing strategy to describe this requirement, which optimizes future contractor speed of delivery.
3. Incorporate into the design, government furnished specialty equipment and modular furnishings where they occur.
4. Wayfinding: VA will provide manufacturer data for the specification and fulfillment of signage layout. Signage and wayfinding outside the construction limits is not in the contract.
5. Review VA-provided asbestos survey/data report and alert VA to areas of work which may contain asbestos. Include findings in Basis of Design Report. Planning abatement and design of the abatement is not in the AE scope of work.
6. Review VA Statement of Conditions, and Facility Condition Assessment for the areas of work, list deficiencies noted, provide a copy of the list developed to VA in Basis of Design Report. Where listed deficiencies occur within the planned areas of work, and associate with the design disciplines of this SOW, incorporate remedies to listed items in the design.
7. The AE shall provide progressively detailed cost estimates as the design progresses.
8. Access to existing record documents (as-builts), when available, will be provided by VA, however they are known to not fully represent the existing condition, and the A/E must field-verify accuracy, inform the COR of discrepancies, and include corrections in the deliverables.
9. List three deductive alternate bid items equaling a combined total of approximately 25% of the project construction budget, which when removed do not diminish the intent and objectives of this project.
A. Given the size, scope, and complexity of this project, where achieving 25% is impossible or impractical, present alternatives which are achievable. This is essential to progressing into construction when base bids exceed the budget.
B. This AE contract, based on FAR and VAAR regulations, requires the AE to design within funding limits, and redesign the work when exceeded. The AE will ensure that the projected cost of the work is responsibly managed.
10. In addition to inclusion in Specifications, specify on the plans all special testing and acceptance criteria for the work.
11. Space outcomes shall include: Optimization of functional use of the space, its equipment, and staff within it.
12. Comply with the requirements of the current editions of all Codes, Industry Standards, and VA requirements and guidance provided within the Technical Information Library (See 01 41 00 Regulatory Requirements).
13. Plan for/to a fully functional building automation system (native BACnet).
14. Map and plan current data drops and power outlets for each data room, closet, and point of use. The subsequent project will need to provide conduits within which new Cat6A cable will run to replacement receptacles at or adjacent to all current receptacles to enable connection and testing prior to deactivation and removal of the current Cat3-5 series cables.
V. Coordinating with VA-retained Commissioning Agent:
1. VA does not currently intend to retain the services of an independent CxA.
2. VA is in discussions with USACE to provide day-to-day project management services.
VI. Design Progress Meetings:
COVID-19 Caveat: Travel and in-person meetings shall not occur when federal or state authorities, or the executive judgment of the AE firm, determine the risk unreasonable. For this reason, the frequency of site visits and in-person meetings has been reduced here significantly from the norm. If the AE believes that more visits than shown here are necessary to meet the time, quality, and compliance requirements, then include them separately in the proposal. In no case can the completion date be exceeded.
1. Virtual meetings, when planned, shall be scheduled by VA using MS Teams.
2. The Architect / Engineer’s project manager shall provide bi-weekly design progress meetings with VA, attended in person once per month, and otherwise by teleconference, for the entire design period of performance. Allow for each design discipline lead (i.e.
MEP/Structural/Fire Protection Engineers) be available by phone during each meeting should the AE PM need to consult with them regarding questions or observations. Local team members are encouraged to attend in person.
3. In addition to on-site and virtual design progress meetings with the AE PM, each design discipline (i.e. MEP/Structural/Fire Protection Engineers; as appropriate for the review) shall attend one in-person page-turn Design Review meeting for each phase. Local team members are encouraged to attend in person. This can significantly decrease VA review time. Review meetings can be scheduled in lieu of progress meetings where the phase duration is short, adjacent on the calendar, or advantageous to the project.
4. Include preparation of meeting agenda’s to be issued one business day in advance of each meeting.
5. Include preparation and dissemination of minutes of the meeting within one business day after each meeting. Transmit the minutes in Word format, allowing attendees 24 hours to reply with corrections or exceptions.
6. Design meeting minutes shall include: List of attendees, issues or concerns discussed, days remaining per the baseline delivery schedule for each phase or milestone as well as per the contract, and a detailed look-ahead of planned activities until the next meeting.
VII. Deliverables and Design Milestones:
1. Kick-off Meeting:
A. The Architect / Engineer project manager shall attend an on-site design kick-off meeting to discuss project details and expectations. Allow for each design discipline lead (MEP/Structural/Fire Protection Engineers) to be available by phone during each meeting should the AE PM need to consult with them regarding questions or observations. Local team members are encouraged to attend in person.
B. Provide an agenda and subsequent minutes of the meeting, as with all subsequent meetings.
2. Provide a fully-loaded cost schedule. All sub-consultants must be assigned and accountable for activities. Break out all costs by phase. Do not front-load the submission (e.g. shift design effort to Schematic Design).
3. Submit the credentials of the Physical Security Design Specialist per VA Physical Security Design Manual.
4. Prepare and submit for review and acceptance a proposed baseline schedule reflecting each phase of the work, each critical activity, and each essential task required to optimally meet the objectives of the project. It is expected that this timeline will be shorter than that presented in the Period of Performance, which is why the Design Development phases are conglomerated here (to enable optimization). Upon acceptance, this will become the Baseline Schedule from which subsequent progress updates are developed and reported, and how progress payment applications are objectively reviewed.
5. List of all architect/engineer sub-consultants, including: The discipline they were retained to support or fulfill, company name, office address, office telephone, and primary point of contact (name with telephone number and email address) for each discipline.
6. For facility access and badging, submission of personnel data required for background checks well in advance of need is imperative.
7. Design Quality Control Plan, including:
A. In an effort to reduce construction change orders due to design errors, conflicts, collisions, and omissions, the A/E shall develop, execute, and demonstrate that the project plans and specifications have gone through a rigorous review and coordination effort prior to each submission.
B. DO NOT rely on VA or its partners and consultants to perform AE quality assurance.
As with any submission review, the AE retains sole responsibility for complete and compliant work. Acceptance of a submission by VA does not relieve the AE of responsibility for correcting missed compliance issues.
C. Provide an outline of the actions that your firm will take during the design process.
Describe the quality control and quality assurance methodology. Note that internal quality efforts are expected and appreciated, but engaging peer reviewers has proven to be exceedingly more effective. Should the AE elect to take this path, separately listing the consulting peer reviewers’ fees in the AE Fee Proposal will enable compensation for compliant results.
D. Submit a detailed QA/QC Plan describing each step that will be taken during the development of the various phases of design. Each step should have an appropriate space where a senior member of the firm can initial and date when the action has been completed.
E. List all licensed professional reviewers by name, title, and discipline along with their contact information.
F. 100% Submittal: Submit the completed QA/QC Plan along with the latest marked-up documents (plans, specifications, etc.) necessary to ensure that a thorough review and coordination have been completed
G. Use of discipline-applicable Design Review Checklists available at https://www.cfm.va.gov/til/aeDesSubReq.asp
8. Temporary Facilities: Are not contemplated for VA in this project. However, the construction documents will benefit from a basic assessment of where the construction contractor will establish their temporary office and storage areas (location, space, power sources, etc.).
9. 25% Design Development Phase shall consist of:
A. The A/E shall deliver design submittal documents that follow the iterative phase breakdown for design work in PG-18-15.
B. All design and specification documents shall exclusively assign current and proper Masterformat® division and specification numbers, using current VA Master Specification Templates wherever provided in the VA Technical Information Library.

L. Collect and chart all VA review comments, listing a response to each, and incorporate corrections into the design and specifications when called for (or provide justification for not doing so based on Code, VA policy or guidance, or other empirical basis - with specific references), and resubmit the deliverable for review and acceptance.
M. Deliver with the 25% submission, drawing sets mapping current data drops and power outlets for each data room, closet, and end user device/point of use to enable identification of additional data drop and power outlet locations throughout each building. Update the drawings using VA-provided notes or sketches.
10. 50%, 75%, and 95% Design Development shall consist of:
Note: Given the timeline, acreage, inventory of buildings, and other factors, the AE must plan this work to enable the progressive elaboration of this series of phase deliverables expediently. Example: Starting with main telephone and computer rooms, and moving out into and throughout the hospital, and then out into the rest of the campus, should enable completion of the most complex and voluminous work parallel with the rest of the work, if not sooner. This may mean development and review of submissions of whole parts of the project at differing stages of design. VA is eager to hear how the AE plans to approach this work optimally.
A. The A/E shall deliver design submittal documents that follow the iterative phase breakdown for design work in PG-18-15.
B. VA is required to contract for an Independent Life Safety Review, therefore the AE shall have developed the design to sufficiently allow a third-party review 30 days prior to 95% DD commencement, and incorporate all review comments into the 95% submission.
C. Using information collected in prior phases, progressively complete the Design Development Phase drawings, specifications, and other listed deliverables.
D. AE shall develop a project-specific submittal log which lists all submission requirements included in the documents, citing them by Specification, paragraph, and line number.
E. Incorporate into the design and specifications all prior VA review comments, and update the running VA review comments tracker. Were prior comments cannot be incorporated into the work, list justification for not doing so based on Code, VA policy or guidance, or other empirical basis - with references, and (re)submit the deliverable for review and acceptance.
F. Do not include construction site observations for demolition, however, include a site survey after demolition is complete, and update the construction plans for any remaining selective demolition required, but not previously included in the plans.
G. Develop the construction cost estimate arranged by current and proper MasterFormat® division and specification number, including material, labor, and equipment costs, quantities, and units of measure, based on actual quantity survey of this phase of the design, and recommend adjustments to meet the budget.
Square footage values alone are not acceptable.
H. This AE contract, based on FAR and VAAR regulations, requires the AE to design within funding limits, and redesign the work when exceeded. The AE will ensure that the projected cost of the work is responsibly managed.
I. Present the intended logic regarding construction methodology to minimize construction impacts such as utility shutdowns, noise, and similar issues.
J. If needed, assist the VA COR with completion of the Project Risk Assessment, Interim Life Safety Measures, Infection Control Risk Assessment.
K. Complete the mechanical, plumbing, fire protection, and electrical one-line diagrams.
L. Architectural finish palette will match existing/adjacent materials. New rooms, where they may occur, shall include selections made by the VA staff interior designer.
M. Develop a Basis of Design Narrative, including (min.): Phasing narrative, deductive alternates, energy calculations, lighting calculations, dust control narrative, and where provided by VA include equipment data sheets.
N. Provide two printed and bound full size drawing sets, three half-size drawing sets, two printed and bound Project Manual to-date, and one CD-ROM media collection of documents as both PDF and native file format (AutoCAD/Excel/Word) for VA review.
11. 100% Construction Documents shall consist of:
A. Final drawings and specifications - complete, resolving all open review comments, and then identified and marked as Issued for Bid and Construction, with each drawing sealed by the Architect or Engineer of-Record, and the licensed principal Architect or Engineer lead responsible for each sheet.
B. Final Basis of Design Narrative.

E. Provide two printed and bound full-size drawing set, six half-size drawing sets, two printed Project Manuals, and two CD-ROM media collections of all project record documents and deliverables as both PDF and in unrestricted native file format (AutoCAD/Excel/Word) for VA review.
12. Pre-Bid Services shall consist of:
A. The AE is NOT to attend the construction pre-bid conference, and shall not enter into any form of direct communication with prospective contractors or subcontractors prior to award. The RFI and amendment process controlling dissemination of information must be allowed to work. Failures result in protests.
B. All communication during pre-bid is through the VA Contracting Officer, and never directly with any prospective contractor or supplier.
C. VA will solicit RFI’s as part of the construction solicitation plan. Review and respond to all RFI’s within three days, including narrative and graphic explanation(s).
D. Where determined necessary by VA, prepare and issue to the Contracting Officer required Addenda, Bulletins, or other design and specification corrections or revisions to ensure clarity in communicating the expectations of the contract(s).
Corrections to deficient deliverables are not compensable.
a. This may include additional site visits to verify existing conditions and update the plans and specifications as required.
b. Revision and reprinting of construction documents as necessary to result in a complete, compliant, and readily-interpretable set of resources.
Part 5: Construction Period Services:
The A/E shall provide the following construction period services:
COVID-19 Caveat: Duration, interval, frequency, and quantity of site visits shall be developed by the AE to be included in the proposal, as typical. Logically, if public health conditions warrant suspension of construction work, so too will AE support of same.
Designing the several parts of this project should allow re-tasking resources to other parts of the work which are away from clinical spaces, or minimally-populated buildings.
1. Provide a separate price for construction period services. These services are expected to be performed in the fiscal year shown in Part 2 of this document, with the construction duration expected to be a function of the design (volume and complexity of work), generally predicted to be plus or minus 10% of the duration shown in Part 2 of this document, from bid to closeout, less contract actions resulting in suspending or terminating work. Clearly, the A/E work product has a direct impact on construction period duration as well.
2. Construction Phase:
A. Attend one construction kick-off conference on site. The AE Project Manager, and key representatives of each significant discipline (IT, electrical, mechanical) is required to attend.
B. Review and respond to Requests for Information. The A/E shall maintain an RFI log, and issue it at each construction coordination meeting. Review and respond to Requests for Information to VA only, including, where warranted, issuance of design or specification corrections, while also creating an opinion of probable cost for the required change(s).
C. Review product data, shop drawing, and product sample submittals. The A/E shall maintain a submittal log, and issue it at each construction coordination meeting. Include one review for each submittal, and a second review for only 50% of all expected submissions. To better enable this, the AE shall either accept or reject submittals, elaborating the exceptions taken with the review in the rejection will ensure they are all addressed by the GC prior to resubmission. Additionally, it is rare that GC’s follow up on items listed within “as noted” responses. All submittals and reviews shall be in electronic format, except for product samples themselves, which the contractor shall deliver to VA prior to scheduled progress meetings.
D. Upon the completion of each submittal, update the A/E submittal log and transmit to the COR by email. Submittal review will not exceed 5 calendar days from transmission by the GC to transmission to VA for review and forwarding back to the GC. Utilize government furnished submittal exchange if activated.
E. Construction Coordination Meetings: The A/E Project Manager shall attend on-site construction coordination meetings planned to occur weekly. These meetings are expected to require more time than typical projects due to the size, scope, and complexity of this effort.
F. Construction Site Visits: The A/E Project Manager shall conduct construction observations, generally coordinated with weekly progress meetings, in addition to, punch list, and one punch list follow up. Where prudent, the A/E S/MEP/FP Engineers associated with current work activities shall attend on-site construction progress meetings followed by site observations and reporting. Additional meetings, site visits, or office work associated with deficient (AE) deliverables shall be provided to VA without additional compensation.
G. Construction progress meetings shall be coordinated with the COR in advance to prevent travel planning when there is no (new) construction activity to observe. Waived off, or cancelled meetings shall be banked for later needs. Progress meetings shall occur throughout the entire construction period of performance. Include reviewing the Contractor-provided minutes of the meeting, and issue comments no later than one business day after the meeting minutes are issued. In addition, the A/E shall provide and maintain their own RFI and shop drawing log with status of those items submitted.
3. Commissioning:
A. Refer to Part 4, Item V – Coordination with VA-Retained CxA.
4. Contractor Startup:
A. Attend the demonstration of operation for facility systems.
B. Attend the contractor-coordinated factory startup and certification of each new or significantly modified HVAC system.
