About this file

This is a Salient Characteristics document for federal contract opportunity W81K00-26-Q-A277 for an EMS Mobile Application to support Army Paramedics, EMTs, 68Ws, and Army PHEMS Programs.

The application provider must deliver a comprehensive mobile solution with three primary functional areas. Under Content Management, the provider must maintain and update multiple medical protocols and guidelines, independently manage databases containing equipment manufacturer guidelines and hospital destination information across customer locations, and provide protocol authoring support for both command-wide and base-specific guidelines. The Mobile Application component requires iOS and Android applications available through official app stores with offline functionality and intelligent search capabilities. The applications must function on any device running current versions of iOS or Android and deliver pre-approved clinical answers regardless of query phrasing, rather than probabilistically generated responses. All content must be customized to individual medic profiles including medical guidelines, scope of practice (Paramedic, EMT, 68W, 18D), geographic location, equipment inventory, medication availability, and patient-specific information such as weight and age. The intelligent search functionality must resolve conflicting guidelines based on user-determined prioritization and include customer support via app chat and email. The Analytics component requires usage insights at multiple geographic levels (global and base-specific), segmented by user type and content category to identify training focus areas, and must identify gaps in medical condition coverage to guide new content generation.
