About this file
This document is a Salient Characteristics attachment for a federal contract opportunity issued by the 336 Training Support Squadron at Fairchild AFB, WA, with solicitation number FA462026QA228, dated February 2026.
The 336 Training Support Squadron requires 150 underarm life preservers (NSN: 4220-01-705-8648), specifically LPU-10/P MKII or equivalent models, for use during SERE water survival training for aircrew personnel. These life preservers are critical to the pilot training pipeline, as they enable students to practice emergency bailout procedures in pool and open ocean water scenarios. The equipment must deploy under the arms to avoid interference with parachute risers, mount to an adjustable torso harness with a single chest-buckle assembly and adjustable shoulder straps in one-size-fits-all configuration, and require manual activation only without automatic or water-sensing triggers. Each life preserver must have dual cells with independent inflation capability, individual oral inflation tubes for each cell, a mechanism to connect the two cells in front of the user while inflated, and must provide a minimum of 80 pounds of buoyancy. The life preservers must be repackable and suitable for multiple uses to withstand weekly operational training cycles. Additionally, the contractor should provide a back stock of replacement parts for periodic maintenance and repair, as these single-use emergency assets experience significant wear and damage from continuous training use.

SALIENT CHARACTERISTICS
FOR
LPU-10/P MKII or Equivalent Underarm Life Preserver

Attachment 1 - Salient Characteristics
Salient Characteristics For
LPU-10/P MKII or Equivalent Underarm Life Preserver
Fairchild AFB, WA
1. BACKGROUND: Underarm life preservers are required during SERE water survival training for all aircrew that have the ability to perform emergency parachute bailout procedures. Without these life preservers, water survival training will not be able to be performed. SERE water survival instruction syllabus S-V85-A states LPU-10/P life preserver or asset that simulates both physical and operational characteristics of the student’s assigned or projected weapon system AFE. These life preservers are utilized to keep students afloat when submerged in pool or open ocean water scenarios to train on emergency bail out procedures. They have to mirror operational assets, so they are trained on utilization of all aspects of the equipment (oral inflation tubes, Velcro attachment points, harness adjustment etc.)
2. OBJECTIVES: The objective is to obtain a suitable stock of life preservers to be utilized during water survival training, as well as a back stock of replacement parts for periodic maintenance and repair of assets. Life preservers used during water survival training are often damaged due to the high use of emergency assets designed for one time use being utilized on a weekly basis. The objective is to graduate aircrew students for the USAF. Without these life preservers, aircrew students are unable to complete required pilot training pipeline water survival course and will halt aircrew from progressing into the operational force.
3. REQUIREMENTS: The contractor needs to provide a life preserver with the following characteristics:
- Deploys under the arms to avoid interference with parachute risers during emergency aircraft bailout
- Mounts to an adjustable torso harness secured by a single chest-buckle assembly with a one size fits all size. Must have adjustable shoulder straps.
- Requires manual activation only (no automatic or water-sensing activation)
- Each cell must include its own oral inflation capability
- Cells must inflate independently
- Must be repackable and suitable for multiple uses
- Must provide a minimum of 80 pounds of buoyancy
- Must have a way to connect the two cells in front of the user while inflated
