About this file
This is a Statement of Need for the procurement of garage doors for Building 5077, a critical staging and storage facility.
Building 5077 currently lacks exterior bay doors, exposing valuable inventory to environmental degradation and operational loss. The open structure has enabled severe wildlife intrusion—including rodents, birds, and other fauna—creating biohazard conditions from accumulated animal waste and debris that pose occupational health, safety, and sanitation risks to personnel. The immediate operational requirement is to install industrial-grade garage doors equipped with electrical mechanisms to secure the facility, protect assets from weather damage, eliminate wildlife infestation, and ensure a safe working environment.
The salient characteristic specifies two (2) Cornell Iron Works Model ESD 10 Interior Coil Weathered Service Garage Doors, each measuring 20 feet by 20 feet, with 22 gauge galvanized steel curtain, standard gray factory finish, extruded mill finish aluminum bottom bar, lintel brush seal, single guide weathering, bottom bar astragal, motor operation, photo eyes, and 20 psf wind load rating. The vendor is required to install dedicated 120 Volt 20 Amp circuits to each motor with disconnects at each motor and hard-wired connections. The vendor must also install conduit for control switches and motion sensors on each door and pull wire for controls. Site photographs show a large metal industrial building with two open bay doors currently without closure mechanisms.

Statement of Need – Garage Doors
Building 5077 serves as a critical staging and storage facility for daily operational materials and contractor assets. The facility was originally constructed without exterior bay doors, which directly exposes valuable inventory to environmental elements, resulting in material degradation and continuous operational loss.
Furthermore, the open structure has facilitated severe wildlife intrusion—including rodents, birds, and other local fauna—creating a persistent biohazard. The accumulation of animal waste and debris presents significant occupational health, safety, and sanitation risks to assigned personnel, making it impossible to maintain a secure and clean working environment. To mitigate these hazards, there is an immediate operational requirement to install industrial-grade garage doors equipped with electrical mechanisms. This installation will secure the facility, protect critical assets from weather damage, eliminate wildlife infestation, and ensure a safe environment for personnel.
