About this file

The document is a Requirement Description with Salient Characteristics for a Rohde and Schwarz Handheld Mobile Spectrum Analyzer. The file details specific technical requirements for a spectrum analyzer with core capabilities including comprehensive spectrum monitoring from 8 kHz to 8 GHz, 40 MHz real-time bandwidth, and superior sensitivity with a dynamic range up to 40 dB. Advanced capabilities include spectrum management and enforcement through SFAF record imports, KML file generation for geolocation mapping, and targeted data acquisition.

Hardware and software needs are precisely outlined, requiring an integrated directional antenna system with preamp, GPS, and compass, and offering modular antenna options. The software must be tightly coupled with the hardware, developed specifically to enhance security and performance by minimizing external dependencies. This specification supports the Department of the Air Force Pacific Air Forces' solicitation (FA524025QM155), which is a 100% Small Business Set-Aside for a spectrum analyzer, with a response date of 07 August 2025.

REQUIREMENT DESCRIPTION WITH SALIENT CHARACTERISTICS

In detail, please describe those physical, functional, performance, or material element qualities of an item that are essential to ensure that the intended use of the item can be satisfactorily realized.

Text1: Rohde and Schwarz Handheld Mobile Spectrum Analyzer
Text2: Spectrum Analyzer- is a device that analyzes the frequency components of a signal, displaying the strength (amplitude) of each frequency component. It essentially breaks down a signal into its individual frequency parts and shows how much power each frequency component carries.

Core Capabilities needed:

Key Features required Comprehensive spectrum monitoring from 8 kHz to 8 GHz is required.

This ensures coverage for a vast range of critical RF applications.

40 MHz real-time bandwidth: Essential for capturing short signals.

Transient and bursty transmissions must be analyzed.

Superior Sensitivity & Dynamic Range: Guaranteed detection of 1.5 μs emissions with 100% POI and up to 40 dB. Superior performance requires guaranteed sensitivity and dynamic range. Reliably captures weak signals while preventing system overload.

Advanced Capabilities:

Spectrum Management & Enforcement: Import SFAF records to receive alerts when spectrum usage violates pre-defined plans, enabling proactive monitoring and enforcement.

KML File Generation for Geolocation Mapping.

Enables visual analysis of RF activity and identifies interference sources.

Targeted Data Acquisition (Frequency/Time Segment Selection).

Optimizes storage and focuses analysis on specific areas of interest.

Hardware needs:

Integrated directional antenna system required (preamp, GPS, compass).

Simplifies directional signal analysis and field deployment. Modular & Versatile Antenna Options: Choose from four directional antenna modules and an active omni-directional antenna to tailor the system for specific monitoring tasks.

Software needs:

Tightly Coupled Hardware and Software: Developed specifically for the accompanying hardware, potentially enhancing security and performance by minimizing external dependencies.

Purpose-Built for Public Safety and Security: Designed for government authorities, armed forces, and similar organizations with inherent security considerations.

Comprehensive Radio monitoring Capabilities: Offers a suite of modules for various tasks including search and observation, spectrum usage calculation, RF spectrum recording, and remote control.

Integrated Mapping: Includes global OSM vector maps for location-based operations.

Modular Design: Software consists of distinct modules allowing for customization and scalability.

Vendor Support: Includes help desk resources for troubleshooting, assistance, and potentially software updates/patches.

Portable and Field-Ready Design (≤ 3.5 kg with battery).

Facilitates convenient transport and use in various environments.

Applications:

This system is well-suited for professionals involved in:

Spectrum Regulation & Enforcement Signals Intelligence (SIGINT) Wireless Network Deployment & Troubleshooting RF Engineering, Research & Development
