About this file

This document contains the Salient Characteristics for a Cisco Call Manager (CM) to be installed at Ellsworth AFB, South Dakota. The primary objectives are to connect the secure vIPer phones across the base to a compatible CM that can properly route secure calls both on and off the installation. The CM must support a minimum of 200 vIPer telephones and integrate with the current Avaya private branch exchange (PBX) telephone switch. Key requirements include redundant CM devices, Trusted Platform Module 2.0 for security, four power supplies per CM, 10 GbE network interfaces, 600 GB SAS hard drives, and licenses for IP phones, Survivable Remote Site Telephony, Unity Connection, and Emergency Responder. A professional installation by a contractor experienced with CMs and vIPer phones is requested.

The related federal contract opportunity is a Sources Sought announcement to determine market availability for providing and installing the Cisco Call Manager per the Salient Characteristics and a Statement of Work. Responses are due by 4:30 PM MDT on 14 August 2024 and should include company information, capabilities, and experience with Cisco Call Manager and vIPer phones. This is not a solicitation and no award will be made from this Sources Sought notice.

Salient Characteristics:

28 CS Call Manager for vIPer secure phone support

BACKGROUND: Currently the Avaya Call Manager (CM) switch that supports the vIPer secure phones on installation do not route secure calls properly for off installation calling due to a compatibility issue.

OBJECTIVES: Connect the secure vIPer phones across base to a compatible CM. New CM must interact specifically with vIPer secure telephones in order to restore secure voice services both on and off installation. Must support a minimum 200 vIPer telephones.

Salient Characteristics:

Item: CM must support a minimum of 200 vIPer telephones. The CM will require two (2) actual CM devices: a primary and an alternate. This will fulfill the requirement for a redundant configuration.

Calling features must include extension of voice features for the Secura vIPer telephone using IP based networking. CM must integrate with the current Avaya private branch exchange (PBX) telephone switch which is the heart of the Ellsworth telephone network.

CM must come with the Trusted Platform Module (TPM) at least version 2.0 which will provide computer security through hardware-based encryption keys to prevent unauthorized access and data breaches. This module will need to meet common criteria industry standards for EAL4+, FIPS 140-2 and TCG certification. CM must include four power supplies for redundancy purposes, two for each CM.

Additionally, both the primary and alternate CM devices must have two Network Interface Cards that operate at a minimum 10 gigabit Ethernet. Hard drive space for both the primary and alternate CMs must be at a minimum 600 gigabytes (GB), have a rotational operating speed of 10K RPM and feature Serial Attached SCSI (SAS) interface. In addition, a factory-loaded virtualization software license is not authorized. Power cords will be 125AC 13A NEMA5-15 plug configuration.

Call Manager setup must include two routers that the CMs will connect to -- these routers will have at least 8 gigabyte of memory and at least 16 gigabytes of Solid-State Drive storage. Also, each router must have two 8 port Multiflex Trunk Voice/Clear-channel Data T1/E1 Modules. These modules make the connection to the PBX switch and do the data to voice translation.

The CMs will have the following License for system operations:

NUPL-P: Primary on premises licensing for IP Phones.

SRST-E: Survivable Remote Site Telephony is used for sites where there is no CUCM or if a CUCM node goes down the Survivable Remote Site Telephony allows a router to allow theccp phones to register during that event.

PRO: Coincides with the NUPL-P licenses and indicates that these licenses are at the professional level.

UCXN: Unity Connection is used for accessing voice messages.

ER: Emergency Responder is used to assure that Unified Communications Manager will send emergency calls to the appropriate Public Safety Answering Point (PSAP) for the caller’s location so that the PSAP can identify the caller’s location and return the call if necessary. In addition, the system automatically tracks and updates equipment moves and changes.

Finally, to install this device is outside the realm of the 28th Communications Squadron and as such it is requested to have a professional install by a contractor who had experience with not only the CMs devices to be installed but also familiarization with the Secura vIPer telephones and sufficient knowledge of how a CM interface with an Avaya PBX. Also, request vendor provides two Cisco Certified Network Professions (CCNP) to complete the installation. Request vendor be experienced with this type of installation on a United States Air Force installation.
