About this file

This is a Performance Work Statement (PWS) for portable shower facilities to support exercise operations at the Cowtown Site in Saipan, Commonwealth of the Northern Mariana Islands.

The contractor must provide self-sustained and self-contained shower services for up to 65 personnel from June 7 to July 10, with all equipment fully operational by 0800 hours on June 7. The scope includes a minimum of 10 shower stalls for male personnel and 3 shower stalls for female personnel, capable of supporting twice-daily showers. Since the austere site has no existing infrastructure, the contractor is responsible for providing continuous freshwater supply (minimum 1,000 gallons per day with tanks maintained at 200 gallons minimum), on-site power generation with generators and fuel, and complete plumbing systems. All shower units must be installed level with the ground and securely fastened, with hot and cold water supply lines, drain systems, venting, and lighting. Grey water management is critical, requiring storage tanks (not exceeding three-quarters capacity) and regular vacuum truck removal for lawful off-site disposal at CNMI-approved facilities, with zero discharge permitted onto the ground. The contractor must maintain secondary containment for generators and fuel, provide daily cleaning and tank servicing, conduct quality control inspections with documented records, and maintain 24/7 on-call emergency repair capabilities with two-hour response time. All work must comply with applicable codes including UFC, NEPA, NEC, and NSPC. The contractor shall designate primary and alternate points of contact available 24/7, ensure all personnel wear appropriate PPE, conduct operations according to OSHA standards, and immediately report all accidents and incidents to the Government POC.
