Prescription Safety Glasses Direct Purchase Program Statement of Work (SOW)
1. BACKGROUND:
The Federal Energy Regulatory Commission (FERC) provides inspections for various electric and fuel generation, processing, and transmission locations; areas inspected include but are not limited to hydroelectric dams, power plants, power substations, oil and natural gas pipelines, and Liquified natural gas import and export facilities. The FERC employees who perform inspections must wear safety glasses in hazardous areas.
2. SCOPE:
The Government must provide prescription safety glasses that comply with Occupational Safety and Health Administration (OSHA) regulations and American National Standards Institute (ANSI) standards to employees required to wear safety glasses for official duties. Glasses must be provided directly to employees through an online ordering system. This system should include a variety of glasses frames for men and women, lenses in single vision and bi-focal, the option for transition lenses, and timely delivery (15 calendar days from purchase/order date). Additionally, the system should include the capability to set annual allowances or allotments and allow employees to pay for any cost over their allowance or allotment.
3. REQUIREMENTS:
A company must be able to provide all of the following services:
• Ability to manufacture their prescription safety glasses or provide a large inventory of the same.
• Ability to conduct repair services on prescription safety glasses.
• Provide quality customer service through their custom website, where each employee has access to the catalog and resources.
• Directly provide excellent quality control of all outgoing orders to ensure mission readiness of all items when received.
• Fulfill orders and deliver a finished product within 15 calendar days of the purchase or order date.
• Provide a wide selection of prescription safety glasses frames.
• Provide lenses in single and bi-focal vision.
• Provide the option for transition lenses.
3.1 Direct Purchase:
There are approximately 45 employees in the following locations: Atlanta, Chicago, Houston, New York, San Francisco, Portland, and Washington, DC, who will use the direct purchase service with bi-annual renewals or when their prescription changes. The purchasing system must allow the Contracting Officer's Representative (COR) to review expenditures at least monthly, add or remove employees, and adjust allowances or allotments. Based on the contractors’ capabilities and FERC needs, the COR will determine if an allowance, allotment, or a combination of allowance and allotment-type programs will be used.
3.2 Ordering Procedures:
The Contractor shall develop and maintain a custom ordering process, i.e., a website. The contractor's custom ordering process shall have independent access for each eligible FERC employee. The contractor’s custom ordering process shall include the ability to create each qualifying FERC employee who is set to receive prescription safety glasses on their online account with a login and password. The qualifying FERC employee shall only be allowed to order prescription safety glasses that meet the requirements of OSHA regulations and the ANSI Z87 standard for impact resistance, and all frames must include side shields. Any features the contractor’s custom ordering system or website can do that aren’t covered in this contract can be presented to the FERC COR to determine use.
3.3 Prescription Acceptance
The contractor must be able to accept external vision prescriptions and support eligible employees in submitting the required prescription information. The contractor will not accept prescriptions older than two (2) years from the order date.
3.4 Delivery, Damaged, and Exchanges:
Delivery is required to be made to any United States address, which the employee will provide at the time of the order. The contractor is responsible for delivery and return freight costs. The contractor must give no-cost returns and exchanges for any items that arrive damaged or with manufacturing defects.
