The contract structure includes a base year (CLIN 0001) running from July 15, 2026 to July 14, 2027, with three optional one-year extension periods (CLINs 0002-0004) exercisable at the Government's sole discretion through July 14, 2030. Each CLIN includes both the Reprints Desk Article Galaxy Subscription and a Deposit Account. Quotations must be submitted electronically to Shirley Diaz at shirley.c.diaz2.civ@us.navy.mil on or before Tuesday, July 14, 2026 at 2:00 PM EST. Offerors must provide point of contact information, CAGE code, and UEI number, with quotes and attachments formatted in Microsoft Office or Adobe Acrobat. Active System for Award Management (SAM) registration is required prior to award. The Government's preferred payment method is credit card; otherwise, Electronic Payment through Wide Area Workflow (WAWF) will be used. Applicable FAR and DFARS provisions addressing commercial items, cybersecurity, telecommunications, and export controls are incorporated into this procurement.
