About this file
This is a Request for Quotation (RFQ) issued by the General Services Administration (GSA), Federal Acquisition Services, Vehicle Acquisition Directorate for one 40-Ton Sliding Axle Trailer. The solicitation number is RFQ 47QMCA26Q0101, issued on August 20, 2026, with a quotation deadline of August 31, 2026. The trailer is to be delivered to Naval Expeditionary Logistics Support Group, 7641 Mercury Road, Building 825, Tinker Air Force Base, Oklahoma 73145-6550. This acquisition is a 100% small business set-aside under NAICS code 336212 (Truck Trailer Manufacturing), requiring quoters to be certified small businesses with valid and active System for Award Management (SAM) registrations to be eligible for award.
The Government will award a single firm-fixed-price order to the responsible quoter with the highest technically rated quote at a fair and reasonable price. Technical evaluation uses two equally weighted factors: Technical Approach and Past Performance. Price is evaluated separately and is not traded against technical merit; award goes to the highest-ranked technical proposal if the price is fair and reasonable. Quoters must submit three volumes: Volume 1 (Technical, limited to 20 pages) describing how the product meets purchase description requirements with preliminary drawings, layout views, exterior views, estimated curb weight and GVWR, and quality assurance procedures; Volume 2 (Past Performance, limited to 10 pages) providing 3-5 recent and relevant projects with contract values and points of contact; and Volume 3 (Price and Delivery) with completed SF-18 form, pricing schedule, and GSA Source of Supply Letter. All submissions must be electronic and sent via email to Contracting Officer Mark F. Brown at mark.f.brown@gsa.gov by the deadline. Vendors not serving as original manufacturers must complete the GSA Source of Supply Letter documenting authorization to distribute the products.

1. Basis for Award
The Government will award a contract to the responsible quoter with the Highest Technically Rated quote and a Fair and Reasonable Price.
● The Government will rank technical proposals from highest to lowest.
● Price is not scored and will not be traded against technical merit.
● Award goes to the top-ranked technical quote, provided their quoted price is fair and reasonable.
2. Technical Evaluation Factors We will evaluate and rank technical proposals using two equally important factors:
● Factor 1: Technical Approach
● Factor 2: Past Performance
3. Price Evaluation The Government will evaluate price separately from the technical ranking. The Government will review the highest-ranked technical proposal's price for fairness and reasonableness. If the highest technically rated quote is fair and reasonable, they will be awarded the MVDO. If the rated technical quote is not priced fair and reasonable, the Government will move to the second-highest ranked proposal and repeat until an award is made.
*Note to quoters - the Government will NOT consider tradeoffs between cost or price and non-cost or non-price factors, and that the highest technically rated proposal will be selected for award IF it offers a fair and reasonable price.
Quotes will be evaluated using the following non-price evaluation factors which are all equal in importance:
Technical Past Performance
GSA RFQ47QMCA26Q0101 Page 8 of 14

If your company can provide above and beyond the requirements listed in the purchase description, please list that information as a value added. The Government will evaluate any information listed as value added to determine if there’s a benefit to the Government and assess the technical evaluation accordingly.
Past performance: Information provided should be recent (limited to the past five years). Information should be relevant (similar to the project in this RFQ). There should be a dollar value for each contract performed to allow the assessment of the project magnitude. There should be a point of contact for each government or commercial contract being referenced with a phone number and email address to allow the Government the opportunity to gather or confirm performance information.
Price: List the unit price with a total price for the quoted item and include the estimated delivery time and delivery method (for example, stacked or not stacked for trailer deliveries).
Vendors are encouraged to provide information (excluding cost or pricing data) to assist the Government in determining that their quoted price is fair and reasonable.
For example, previous prices paid for materials on previous successful projects.
(End of Clause)
