About this file
This is a Request for Information (RFI) market research information sheet for stevedoring and related terminal services at three Texas ports. The U.S. Transportation Command (USTRANSCOM) is seeking information from potential contractors regarding their capability to provide stevedoring and related terminal services handling import and export of designated U.S. Government cargo through the Ports of Beaumont, Corpus Christi, and Port Arthur, Texas. Responses must be submitted by 1400 Central Time on May 18, 2026. The government points of contact are Becky Molloy (Contracting Officer), Katherine Alexander, Connor Breyer, and Melissa Romagno (Contract Specialists) at USTRANSCOM/TCAQ-R, Scott AFB, Illinois.
Respondents must provide company information including legal company name, physical address, CAGE/NCAGE code, DUNS number, SAM registration status, and designated company representative contact details. The RFI requests indication of whether the company will attend a pre-solicitation conference and requests email addresses for required personnel. Companies must identify their business size and status, including options for small business, veteran-owned small business, service-disabled veteran-owned small business, small disadvantaged business, woman-owned small business, large business, or foreign-owned corporation. For small businesses, the RFI acknowledges FAR clause 52.219-14 limitations on subcontracting, requiring small business prime contractors to perform at least 50 percent of contract work in-house unless work is required to be performed outside the United States by local contractors. NAICS code 488320 is referenced as applicable to this procurement.
