About this file
This is a Request for Information (RFI) issued by the Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base for market research regarding LaunchPad 2.0, a centralized digital platform designed to serve the acquisition community. The Government is seeking information from industry partners capable of supporting platform development, scalability, integration of diverse software applications, and secure collaboration environments. LaunchPad currently functions as an engineering-focused enterprise solution supporting IL5 and IL6 security levels, but the strategic vision involves expanding it into a comprehensive, enterprise-wide platform serving 80,000 users across finance, logistics, contracting, program management, and other functional areas within the acquisition community.
Interested organizations must submit responses by 11 a.m. Eastern Time on April 7, 2026, to veronica.williams.20@us.af.mil. Responses should include: a request to attend an optional industry day event in or near Dayton, Ohio (limited to three representatives per organization), and a single-spaced, 12-point Times New Roman paper with one-inch margins addressing five sections: corporate capabilities related to platform development and scalability (maximum 2 pages), experience delivering innovative solutions and operational efficiencies (1 page), staffing capability and methodology for similar-sized efforts (1 page), experience developing executive management dashboards and enterprise service delivery metrics (1 page), and any limitations or concerns requiring government attention (1 page). All submissions must be unclassified. This RFI is for market research purposes only and does not constitute a commitment to issue a future solicitation, obligate payment, or guarantee addition to a bidders list.

REQUEST FOR INFORMATION (RFI)
Introduction The purpose of this RFI is to assist the Government in conducting market research focused on identifying Industry Partners (IPs) who can support a centralized and accessible platform (currently known as LaunchPad) for a variety of software tools to promote engineering, program management and collaboration tasks. The Government is seeking information about what solutions currently exist in the marketplace and is interested in learning about what information Industry Partners would need to scope a logical deployment plan.
This information will be used for market research only. The Government is not obligated to release a future solicitation. This RFI does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this RFI or information provided as a result of this request. Any information submitted by respondents as a result of this notice is strictly voluntary.
Background Originally conceived as a temporary environment, LaunchPad has evolved to become the designated enterprise solution for the acquisition community by its nature of being a foundational digital environment that provides centralized access to a suite of critical tools. Its current identity is heavily anchored in the engineering domain, offering a robust collection of applications and resources essential for analysis, design, and collaboration. It functions as a single, unified gateway for all users, ensuring that everyone has a consistent entry point to the same core set of capabilities. This engineering-heavy focus has established LaunchPad as the go-to platform for the engineering community, successfully breaking down barriers to accessing necessary software and fostering a common digital workspace for this crucial user group. It is the solid, functional base upon which a broader, more inclusive platform is intended to be built.
The strategic vision for LaunchPad is to evolve from its current engineering-centric state into a comprehensive, enterprise-wide platform that serves every functional area within the acquisition community. The primary goal is to expand its utility so that professionals in finance, logistics, contracting, program management, and other non-engineering fields can also consider it their essential digital hub for access to software. Currently the platform supports IL5 and IL6 and this level of capability must be maintained as the platform expands. This expansion involves more than just adding new tools; it means building the robust infrastructure needed to support an 80,000-user enterprise, hosting commercial software, and architecting the environment to eventually support role-based views where the user experience is tailored to specific job functions. The future LaunchPad will be a place where collaboration is seamless because the platform houses all the necessary data and applications for the entire acquisition lifecycle. Ultimately, LaunchPad is headed towards becoming the single source of truth and the indispensable digital ecosystem for the entire organization, breaking down functional silos and driving cross-team efficiency.
Industry Day The Government may host an Industry Day event in the near future. The purpose of this industry day is to shape the requirements based upon industry feedback as well as to provide details to the current requirement. There would be an opportunity for prospective industry partners to submit questions in advance as well as during the Industry Day presentation. The Government would present information regarding its current strategy and business drivers for a potentially forthcoming acquisition. After the presentation, the Government would collect questions and caucus for approximately 30 minutes to discuss the answers. The presentation would then resume, and the Government would provide additional information to address questions.
NOTE: This industry would take place in or near Dayton, Ohio and would limit participation to up to three representatives per visiting organization. Organizational attendance is strictly voluntary, and firms would not be compensated for their attendance nor their participation.
