REQUEST FOR INFORMATION/SOURCES SOUGHT

FEMA Temporary Support Facilities

The Federal Emergency Management Agency (FEMA) has developed this Request for Information (RFI) to solicit market research information from industry.

FEMA’s mission is helping people before, during, and after disasters. One of FEMA’s responsibilities is to ensure the effectiveness of emergency response personnel in responding to emergencies and disasters.

THIS IS A REQUEST FOR INFORMATION ONLY. This notice is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or indication the Government will contract for the services detailed in the draft performance work statement (PWS) attached to this RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the results of the review. If a Solicitation is issued, it will be announced on the Federal Business Opportunities, website https://sam.gov/ at a later date, and all interested parties must respond to that solicitation announcement separately from any response to this RFI.

This RFI does not restrict the Government's acquisition approach on a future Solicitation.

NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED IN RESPONSE TO THIS PRE-SYNOPSIS AND NO CONTRACT SHALL BE AWARDED AS A RESULT OF THIS RFI.

No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow up information requests.

The purpose of this RFI is to receive responses to the list of questions provided by FEMA. A draft PWS is attached to this notice for reference.

The scope of this Performance Work Statement (PWS) is to provide Temporary Support Facilities services inclusive of Temporary Support Facilities housing solutions, mobilizations, site preparation, installation, management and operations, and demobilizations as set forth herein and in task orders. The Contractor shall provide all necessary labor, supervision, equipment, tools, materials, fuel, supplies, and transportation necessary to provide the services described in the draft PWS.

The notional NAICS code is 561210 (Facilities Support Services). The Small Business Size Standard for this action is $41.5 million.

The Government desires that respondents provide relevant data and detailed narratives in response to the following questions and issues related to the draft PWS requirements, subcontracts, joint ventures, and partnership agreements. The Government recommends you first review the draft PWS to provide clear and precise responses to the questions below.

1. Will your company potentially have to sublease hard-sided sheltering units? If so, explain why.

a. If subleasing hard-sided sheltering units is necessary to meet FEMA requirements for hard-sided units, explain the process and time required to complete your company’s internal contracting activities.

b. What actions could be taken to reduce the time required?

2. Hard-sided sheltering units often require specialized tractors to pull the units to the different locations. Would your company have direct access to specialized tractors required to haul the units? If not, what would your company do to mitigate the unavailability?

3. If a formal solicitation is issued, the solicitation may require vendors to simultaneously provide multiple structure types, in various quantities, and at multiple locations. Is your company capable of providing 51 percent of the work organically for any of the possible requirements as described in the draft PWS?

4. If awarded a contract for facilities support services in response to a FEMA solicitation, does your company have enough direct owned assets to support: 1) A minimum of two 300-person hard sided locations; and/or 2) Six (6) 2500-person soft sided sheltering locations?

a. In 100 words or less, describe your wrap-around services and infrastructure procedures for both the hard-sided and soft-sided sheltering locations?

5. Has your company solely built and operated a responder lodging site to include hard-sided and soft-sided configurations with all wrap around services? If so, describe the magnitude in quantity of beds for the effort. If not, explain how your company would obtain the subject matter expertise required?

6. Blocking, setting, leveling, and plumbing of the hard-sided sheltering units requires specialized equipment. Do you own or have access to the machinery required to properly place the units? If yes, describe the assets that will be used to place the units.

7. Identify any subcontracts, joint ventures, or partnering arrangements used to support mobilization and management of temporary facilities. (No page limit)

a. The number of parties involved

b. The scope in which the subcontract, JV, or agreement will operate (geography, product, technology)

c. What and how much each party will contribute to the subcontract, JV, or agreement

d. The structure of the subcontract, JV, or agreement itself

e. Initial contributions and ownership split of each party under a JV or agreement

f. How the subcontract, JV, or agreement is controlled and managed

g. How the subcontract, JV, or agreement will be staffed

h. State the duration or periods of performance for any existing subcontract, JV, or agreement

8. In 100 words or less, describe the past experience of any subcontractors, joint ventures, or partnering agreements listed above that have supported mobilization and management of temporary facilities?

9. In 100 words or less, describe the capability of any subcontractors, joint ventures, or partnering agreements listed above to make available hard-sided housing solutions.

10. Identify the maximum quantity of hard-sided housing solutions available to any subcontractor, joint ventures, or partnering agreements.

Questions from respondents to this RFI will not receive responses nor will respondents receive a notification of the results of this request for information. Again, this document is merely for market research and planning purposes only and does not constitute a commitment, implied, or otherwise; that a procurement action will be issued. The Government will not pay or reimburse respondents for information solicited or produced by respondents. In the event a solicitation is developed, it will be assigned a formal RFP number and the announcement will be published at SAM.gov.

Vendor comments may be incorporated and used to develop the final PWS as well as the solicitation.

Responders to this RFI will not automatically receive a notification of any potential solicitation. Therefore, interested parties should be vigilant in monitoring SAM.gov announcements and must respond to the official solicitation announcement when it is posted at SAM.gov.

Submissions must be submitted electronically as a Microsoft Word or an Adobe Portable Document Format (PDF); no other document format or type will be accepted. It is important to note that there is a system wide size limitation on e-mail attachments of 5MB per e-mail message. It is highly recommended that respondents check the total size of the response before sending and if necessary, submit responses in sequential e-mails.

All responses to the RFI shall be submitted by email to Sherwin Turner, Contracting Officer, at sherwin.turner@fema.dhs.gov and Maurice D. Randolph , Contract Specialist, at maurice.randolph@fema.dhs.gov no later than Friday, January 21, 2022, at 5:00 PM Eastern Standard Time.
