Retreat Statement of Work Summary
This is a Statement of Work (SOW) for the Strong Bond retreat hosted by the Air Force Chaplain Corps at Nellis Air Force Base for authorized married Active-Duty couples stationed at Joint Base Andrews, Maryland. The retreat is scheduled for August 14-16, 2026, and requires lodging within 50 minutes of Nellis Air Force Base accommodating up to 90 attendees (60 adults and 30 children). The contractor must provide 30 double-occupancy rooms and one conference room available during specified times on Friday (4:00 pm to 8:00 pm), Saturday (9:00 am to 12:00 pm), and Sunday (7:30 am to 12:00 pm). The conference room may serve dual purposes as a dining facility if the lodging facility permits such flexibility, and the lodging facility's policy on bringing outside audio/visual equipment must be disclosed to the Government.
The contractor shall provide four meals in buffet style for all 90 attendees: Friday dinner (4:30 pm to 7:30 pm), Saturday breakfast and lunch (7:30 am to 9:00 am and 12:00 pm to 1:30 pm respectively), Saturday dinner by the pool/lake (5:30 pm to 6:30 pm), and Sunday brunch (7:30 am to 9:30 am). All retreat packages must explicitly exclude alcohol and clarify that any included "drinks" are non-alcoholic. The contractor should also provide two group activities for 90 people (such as kayaking, scenic hikes, escape rooms, ropes courses, laser tag, or scavenger hunts) with transportation provided if activities are not within walking distance of the hotel. The hotel must be within walking distance of restaurants. The Government will confirm final participant numbers five calendar days before the event, and the contractor's price is firm fixed and will not adjust downward if fewer attendees than the original 90 are confirmed, though any supplementary add-ons requested within five days of the event will incur additional charges.

A Firm Fixed Price is a price that does not adjust based on actual costs. However, because of the nature of the bookings required to plan a retreat, the price will not adjust downward if there are fewer attendees than originally stated in the Retreat Scope of Work. In the event the Call Order awardee (contractor) receives word five days prior to the event that a few rooms/attendees will be added, then the Government’s initial quoted price will not adjust for the original need outlined in the Retreat SOW, however, the Government will be responsible for the increase in the price pertaining only to those supplementary add-ons.
