Requirements Document Summary: Low-Jitter Time Distribution Switches
This is a Requirements Document issued by the National Institute of Standards and Technology (NIST) Communication Technology Laboratory for the acquisition of precision timing and quantum instrumentation control equipment. The project aims to enable programmable control systems that interoperate with White Rabbit Precision Time Protocol (WR-PTP) infrastructure to achieve absolute time synchronization to sub-nanosecond precision between NIST Gaithersburg laboratories, the University of Maryland JQI, and other DC-QNet partners.
The contractor must deliver three distinct line items with a lead time of up to 12 weeks, all due within 12 weeks after receipt of order (ARO): (1) two White Rabbit Z16 low-jitter switches (WR-Z16-LJ-01 hardware version 5.0 or greater) supporting WR-PTP, PTP, and NTP protocols with sub-100 picosecond peak-to-peak time error capability; (2) one Quantum Instrumentation Control Kit (QICK) based on AMD Zynq UltraScale+ RFSoC ZCU216 FPGA with sub-10 picosecond jitter capability and digital-to-analog converter outputs up to 10 GHz; and (3) one permanent High-Accuracy Timing IP (HATI) Core license activated on one port of one WR-Z16 for QICK integration. All equipment must be new, factory-sealed with original manufacturer packaging and documentation. Delivery is FOB Destination to NIST Gaithersburg (100 Bureau Drive, Building 301, MS8970), with the contractor responsible for packing, shipping, and any transport damage. The contractor must confirm shipment details with NIST prior to delivery due to limited site access. Payment is 100% upon installation, acceptance, successful testing, and proper invoice submission using Net 30-day terms, with no partial shipments or invoices accepted unless pre-approved by the Contracting Officer. The contractor must provide installation, training for up to five NIST users, and a minimum five-year warranty commencing upon government acceptance.

We are requesting two low-jitter time distribution switches for remote synchronization across remote sites, and a programmable quantum instrumentation control system that can interoperate with our current high-precision time distribution infrastructure. The control system provides programmable reconfigurability for data acquisition, experimentation with low-latency machine learning algorithms, and instrumentation control.
Purpose/Objective: The objective of the acquisition is to enable programmable control system that can interoperate with our current White Rabbit Precision Time Protocol (WR-PTP) to enable absolute time synchronization to sub-nanosecond precision between sites at NIST Gaithersburg laboratories, the University of Maryland JQI, and other DC-QNet partners.
II. SCOPE
The Contractor shall deliver (1) a quantity of two White Rabbit Z16 (WR-Z16) low-jitter (LJ) switches, (2) a quantity of one Quantum Instrumentation Control Kit (QICK), and (3) a quantity of one High-Accuracy Timing IP (HATI) Core license activated on one port of one WR-Z16. All equipment purchases are inclusive of FOB Destination delivery, installation, warranty and training, and option line items.
III. MINIMUM REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
