About this file
This Requirements Document is for the United States Coast Guard's solicitation to acquire Skipper DL2 Doppler Speed Log systems for National Security Cutters. The procurement includes three (3) complete Skipper DLA Doppler Speed Log Dual Axis Systems (Part Number: SY-DL2SBSA) and two (2) Skipper DLA Doppler Speed Log Dual Axis Systems Retrofit Kits (Part Number: SY-DL2SW-SA). The objective is to replace the existing SRD-500/SRD-500A Doppler Speed Log systems on National Security Cutters (Hulls 1-8) with the new Skipper DL2 system.
The solicitation is a total Small Business set-aside with a Firm Fixed Price contract mechanism. Key details include a response deadline of 25 June 2025 at 1:00 PM EST, delivery required by 30 September 2025, and performance period from Date of Award through 30 September 2025. The contract will be awarded to the lowest-price technically acceptable quote, with the procurement administered by the US Coast Guard Surface Forces Logistics Center in Baltimore, MD. The associated NAICS code is 334511 with a size standard of 1,350 employees, and the Product Service Code is 6605 for Navigational Instruments.

UNITED STATES COAST GUARD
REQUIREMENTS DOCUMENT
1.0 PROJECT TITLE: C2PL-25-003 WMSL-418 DOPPLER SPEED LOG
RECAPITALIZATION
WMSL-418 recap is a(n) CG-761 effort to WMSL DSL Recapitalization is to procure all parts necessary to deploy a standardized, commercially available, replacement for the unsupportable Doppler Speed Log currently in use by the National Security Cutters.
2.0 BACKGROUND:
The Doppler Speed Log systems (DSL) is currently an ongoing recapitalization effort to replace Sperry SRD-500 on 8 WMSL Coast Guard cutters. The DSL Technology
Recapitalization Project is part of a strategy to replace currently installed DSL with newer, supportable components/systems on cutters that require a DSL for speed input.
C5ISC awarded a contract to Furuno USA, to acquire the DS-60 tri-axis Doppler Speed
Log system, as a single system replacement for all cutters. Through testing, the DS-60 was found to have a communication issue with NAVSSI. National Security Cutter (NSC)
Program (CG-9321) selected the Jotron Skipper DL2 as a solution and installed it on
CGC Stone and keeping the DeepWater Depth Sounder (DWDS). This solution is successfully communicating with NAVSSI making it an ideal proxy for the DS-60. In
June 2024 C5ISC-C2PL-NAV approved the Skipper DL2 as a solution for the legacy
NSC vessels.
3.0 SCOPE:
The scope of this recapitalization will be to replace the SRD-500/SRD-500A Doppler
Speed Log (DSL) systems on National Security Cutters (Hulls 1-8) with the Skipper DL2
DSL system that meets parameters outlined in the operational, functional and system requirements.
4.0 REQUIREMENTS:
The Skipper DL2 Doppler Speed Log dual axis presents the critical parameters on a touch screen and can be interfaced with bridge systems and repeaters. The DL2 can also present distance traveled, depth and water temperature.
Doppler technology is commonly considered the gold standard of speed measurement as it measures remotely, (away from the effects caused by the vessel itself) and once installed, it operates even with considerable organic growth on the transducer.
The Coast Guard is looking to acquire hardware kits. These kits will be shipped to SFLC in Baltimore, MD. The justification is detailed below:
4.1 Buy 01 of SY-DL2SB-SA to have on standby for the two Cutters that currently have the Skipper DL2 DSL units installed. Any discrepancies or reduction in mission capabilities will be recorded in the Coast Guards Electronic Asset log.
4.2 Buy 02 of SY-DL2SW-SA to have on standby (retrofit kit) in case the old DSL units (SRD-500/500A) on the other 08 Cutters fails as its required by the upcoming
TCTO. If the DSL fails, the TCTO dictates the new units be installed, via emergency dockside availability, as speed through water would cause issues with the fire control system and the primary navigation system on those cutters.
4.3 Buy 02 of SY-DL2SB-SA to install for the first two cutters going to drydock in
FY26. Although these are not specialty items, they are large, require large scale logistics to order and ship, and the current lead time would make it near impossible to procure in enough time and would impact the upcoming WMSL drydock scheduled installs.
This item kit description listed below in Table 1.
