REQUIREMENTS DESCRIPTION FOR

FOR

Cisco Network Hardware and Software

General: The Indian Health Service (IHS) is responsible for providing federal health services to American Indians and Alaska Natives. In support of the agency mission, IHS uses secure Information Technology (IT) to enhance access to care, improve health care quality, reduce medical errors and modernize administrative functions consistent with the Department of Health and Human Services (HHS) enterprise IT initiatives.

Scope: The scope of this acquisition is to acquire new Cisco network equipment.

• Network switches and switch software.

• Network wireless controller and controller software.

• Fiber optic transceivers.

IHS does not require services to install the new network hardware and software.

Background: The IHS Office of Information Technology (OIT) managed data centers in Albuquerque NM and Rockville MD support the agency mission by hosting administrative and Health IT applications used to support day-to-day operations. An assessment of the current network infrastructure in the data centers identified the need to replace some of the devices as they are over 5 year old and subsequently more prone to failure. There is a business need to acquire new network devices to mitigate the risk of failures and provide higher performance capabilities.

Objectives: The agency objectives are to replace the older network devices in the data centers. The new network devices must integrate and coexist within the overall IHS IT network and not introduce the risk of compatibility or integration issues.

Period of Performance (PoP): The Period of Performance is dependent upon the Original Equipment Manufacture (OEM) delivery schedule. Based on the equipment lead times published on the Cisco web site, the delivery schedule is expected to be within four months after the contract award date. Offerors shall include an estimated delivery schedule in their response to this solicitation. There are no option periods.

Requirement Description

The attached Bill of material spreadsheet provides a list of items required to meet Government requirements.

Delivery: The equipment shall be delivered to IHS locations specified in the Bill of Materials. To coordinate delivery, the vendor shall assign a project manager to work with the IHS Project Officer to schedule equipment deliveries. The vendor’s project manager shall provide monthly updates on equipment delivery dates to the IHS Project Officer.

Security: To provide the hardware and software IHS plans to acquire through this acquisition, the vendor’s personnel are NOT expected to require routine (1) physical access to an IHS-controlled facility; (2) logical access to an IHS controlled information system; (3) access to sensitive HIS data or information whether in an IHS controlled information system or in hard copy; or (4) any combination of circumstances (1) through (3).
