About this file

This requirements document specifies network equipment needed by the Indian Health Service. The scope is to acquire new Cisco network switches, routers, fiber optic transceivers, and associated software through a firm fixed price contract. The equipment will replace devices over five years old in IHS data centers to mitigate risk of failure and enable higher performance. No services are required for installation. The period of performance is up to 12 months from award based on the manufacturer's delivery schedule. A bill of materials lists the required Cisco products by part number. Equipment must be delivered to specified IHS locations, with the vendor coordinating logistics through a designated project manager and biweekly status meetings with the IHS contracting officer. Software licenses will be electronically delivered. The vendor will not require access to IHS facilities, systems, data or information to fulfill this contract. No government furnished equipment is anticipated.

REQUIREMENTS DESCRIPTION FOR

FOR

Cisco Network Hardware and Software

General: The Indian Health Service (IHS) is responsible for providing federal health services to American Indians and Alaska Natives. In support of the agency mission, IHS uses secure Information Technology (IT) to improve health care quality, enhance access to care, reduce medical errors and modernize administrative functions consistent with the Department of Health and Human Services (HHS) enterprise IT initiatives.

Scope: The scope of this acquisition is to acquire new Cisco network equipment.

Network switches and switch software.

Network routers and router software.

Fiber optic transceivers.

The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to provide the required network hardware and software. IHS does not require services to install the new network hardware and software.

Background: The IHS Office of Information Technology (OIT) managed data centers in Albuquerque NM and Rockville MD support the agency mission by hosting the Health IT applications and administrative applications used to support day-to-day operations. An assessment of the current network infrastructure in the data centers identified the need to replace some of the devices as they are over 5 year old and subsequently more prone to failure. There is a business need to acquire new network devices to mitigate the risk of failures and provide higher performance capabilities.

Objectives: The agency objectives are to replace the older network devices in the data centers. The new network devices must integrate and coexist within the overall IHS IT network and not introduce the risk of compatibility or integration issues.

Period of Performance (PoP): The Period of Performance is dependent upon the Original Equipment Manufacture’s (OEM) delivery schedule. The delivery schedule is expected to be within 12 months after the contract award date. Offerors shall include an estimated delivery schedule in their response to this solicitation. There are no option periods.

Requirement Description

The attached Bill of Materials spreadsheet provides a list of items required to meet Government requirements. It includes the vendor part numbers for Cisco network routers, switches and fiber optic transceivers.

Delivery: The equipment shall be delivered to IHS locations specified in the Bill of Materials. To coordinate delivery, the vendor shall assign a project manager to work with the IHS Project Officer to schedule equipment deliveries. The vendor’s project manager shall schedule biweekly meetings with the IHS Project Officer to provide updates on equipment delivery dates.

Software licenses and subscriptions acquired through this acquisition shall be electronically delivered via email or assigned to the IHS Smart virtual account IHS-HQ- OIT on the Cisco portal. After contract award, the contractor shall contact the IHS Project Officer to verify the email address and Cisco.com user-id for E-Deliveries.

Security: To provide the hardware and software IHS plans to acquire through this acquisition, vendor personnel are NOT expected to require routine (1) physical access to an IHS-controlled facility; (2) logical access to an IHS controlled information system;

(3) access to sensitive HIS data or information whether in an IHS controlled information system or in hard copy; or (4) any combination of circumstances (1) through (3).

Government Furnished Equipment: To provide the hardware and software IHS plans to acquire through this acquisition, it is expected no Government Furnished Equipment is required.
