About this file

This document is Attachment 1 of a Sources Sought notice (80AFRC26SS010) outlining required capabilities for a full-scale reroofing revitalization project at NASA/AFRC located at Edwards Air Force Base (EAFB), California 93523.

NASA/AFRC seeks contractors with demonstrated experience executing multi-building reroofing and roofing infrastructure revitalization on operational facilities. The scope includes complete roof system replacements; repair, renovation, and upgrade of roofing components across multiple facilities; installation and upgrading of guardrails and fall-protection systems; improvements to roof access and safety features; and removal and replacement of existing storm drainage systems. Roofing systems may include standing seam metal roofs and weldable thermoplastic membranes. The project will be executed as a design-build effort requiring comprehensive design and planning prior to construction, with some roofs located at significant heights requiring specialized crane operations and rigging expertise. Respondents must provide at least three contract examples involving roofing construction, reroofing, and building envelope rehabilitation projects on industrial, aviation, or mission-critical facilities such as aircraft hangars. At least one example must demonstrate the firm as Prime Contractor performing no less than 51% of physical work, with self-performance percentages indicated for each example. Submissions must include basic contract information (type, number, scope, dollar value, customer contact, performance period); facility characteristics (number and type of buildings, square footage, facility use, operational constraints); and a detailed technical capability narrative addressing reroofing execution on occupied facilities, complete roof system replacement, roof safety system installation, storm drainage system replacement, and quality control procedures.

ATTACHMENT 1 – REQUIRED CAPABILITIES

NASA/AFRC is seeking firms with demonstrated experience and capability to execute a full-scale reroofing revitalization effort. The scope includes, but is not limited to, complete roof system replacements; repair, renovation, and upgrade of roofing components; across multiple facilities; installation and upgrading of guardrails and fall-protection systems;

improvements to roof access and safety features; and the removal and replacement of existing storm drainage systems. Roofing systems may include standing seam metal roofs and/or weldable thermoplastic membranes, requiring contractors to demonstrate experience with these materials and associated installation techniques. Some roofs are located at significant heights, requiring specialized crane operations and rigging expertise to safely transport and position materials on elevated roof structures. This project will be executed as a design-build effort, requiring a comprehensive design and planning phase prior to construction. Potential bidders must demonstrate proven expertise in design-build delivery, including integrated project management and coordination of design and construction activities. AFRC is located at Edwards Air Force Base (EAFB), California 93523.

NASA/AFRC will not review general capability statements. Submissions must provide all requested information and explicitly address each capability requirement identified below, demonstrating the Respondent’s ability to perform the full scope of work described herein.

Interested firms possessing the capabilities necessary to meet this requirement shall submit a capability statement demonstrating the ability to perform all aspects of a multi-building reroofing and roofing infrastructure revitalization effort at an operational facility.

Contract Experience Requirements

Respondents shall provide at least three (3) examples of relevant contract experience involving roofing construction, reroofing, and building envelope rehabilitation projects.

Experience must include work performed on industrial, aviation, or mission-critical facilities, such as aircraft hangars or comparable large-span structures.

At least one (1) contract example must reflect work performed by the Respondent as the Prime Contractor, performing no less than 51% of the physical (non-managerial) work.

For each contract example, the Respondent shall indicate what percentage of the total requirement was self-performed.

A. Basic Contract Information

Contract type/Contract Number Scope and task overview Total dollar value

Customer contact email Period of performance

B. Facility Characteristics

Number and type of buildings reroofed Total square footage or acreage addressed Facility use (e.g., aircraft hangars, industrial facilities, administrative buildings) Identification of any mission-critical or operational constraints

C. Technical Capability and Experience Narrative

The response must include sufficient detail for NASA/AFRC to fully understand the scope, magnitude, and technical complexity of the work performed. In addition to the information above, Respondents shall clearly indicate and describe experience in the following areas:

Planning and execution of reroofing projects on occupied or operational facilities, including coordination with multiple stakeholders, phased construction approaches, and schedule control to minimize mission disruption.

Replacement and rehabilitation of complete roof systems, including insulation, membranes, decking, flashing, penetrations, and associated building envelope components across multiple facilities.

Installation and upgrading of roof safety systems, including guardrails, fall-protection systems, ladders, hatches, and improved roof access features in compliance with OSHA and applicable federal safety standards.

Removal and replacement of storm drainage systems, including roof drains, scuppers, downspouts, and associated conveyance infrastructure, with demonstrated experience mitigating water intrusion and drainage deficiencies.

Quality control and quality assurance procedures for roofing and building envelope systems, including inspections, testing, manufacturer coordination, warranty compliance, and corrective action processes.
