About this file
This is a U.S. Coast Guard justification document for restricting competition on a sole source acquisition under FAR 12.102(a), FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.
The Aviation Logistics Center (ALC) and Medium Range Recovery (MRR) Product Line intends to purchase an Inertia Assembly (nomenclature: INERTIA ASSY) on a sole source basis from Sikorsky Aircraft Corporation, located at 6900 Main St., Stratford, CT 06614-1378 (UEI: UTJWTSLMFNG4). The requirement specifies a National Stock Number (NSN) of 1560-01-316-3580, Part Number 70550-22173-041, with a quantity of 14 units and 0 optional units. The item is required for the MH-60T aircraft and is used for replacement during routine maintenance due to failures, corrosion, and/or damage.
The justification for sole source acquisition is based on Sikorsky's status as the Original Equipment Manufacturer (OEM) and owner of all technical data, specifications, and drawings required for manufacturing. The Government does not possess rights to the technical data or specifications, and the item is the only one approved by the USCG's Aircraft Configuration Control Board for use on the MH-60T helicopter. Additionally, USCG Aviation Engineering has assigned the item an Acquisition Method Code (AMC) of 3, which requires direct acquisition from the actual manufacturer. The contracting officer's fair and reasonable price determination methods include market research, comparison of proposed price with previous purchases, comparison with similar items in related industries, and comparison to IGCE.
