QUESTION/ANSWERS FOR 19NG6023R0001 SOLICITATION

Question 1: Total Employees as per Section B.2 is 800 (90+60+650), whereas the total number of employees as per Section J - Exhibit A is 584 (41+543). Could you please let us know the correct number of employees, spouses, and dependent children?

Answer:

Under section B.2, the number of employees is an estimate of the coverage we may need/anticipate for this new effort during the execution of the contract once awarded. These numbers provide a more accurate pricing structure for potential requirement increases from today’s numbers and serves as a “Not-to-Exceed” amount for the Government to place Orders against. These numbers allow flexibility for potential/anticipated growth of personnel electing to take the coverage.

The number of employees listed in the different categories shown in Section J is the current actual number of employees, spouses and dependent children that are being covered. This is provided for the vendors benefit to show the anticipated coverage that will be required at contract award and provide data points for vendors to calculate their rate structures for the proposal.

Question 2: The Retention Table under section B.3.2 has the categories specified as "Employee", "Employee's Spouse", "Employee's Dependent Child" which is different from the rate categories "Self", "Self Plus One", "Family" mentioned in the price tables from B.2.3 to B.2.7 Please confirm that the rate categories in the retention table should read as "Self", "Self Plus One", "Family".

Answer: the solicitation is being updated to provide consistency for the designated personnel categories as shown under Section B.2 (Pricing) and Section B.3 (Retention Rates). The solicitation is hereby modified to change the personnel categories shown in the Section B.3.2 to match the titles listed in B.2 as follows:

Question 3: When is this plan likely to commence?

Answer: The Government anticipates award to be made by February 15, 2024, but this date is subject to change depending on the results of this competitive effort. Vendors should use this date as an estimate when calculating their rates in their proposals.
