I will be putting a quote together for the Boiler project and need to know who the base uses as a controls contractor. Can you help me with that?
NCS and Sound Energy do the majority of the controls work on JBLM.
Section 13.A. is blank on Form 1442. What is the date and time submitted quote is required by?
Proposals are due by 10:30 AM PDT on 30 March 2021.
Section 11. States 180 calendar days to complete, but the Delivery Date on page 3 says 120 days per CLIN. Please verify the length of time allowed for job completion.
The period of performance is 180 days from notice to proceed. The delivery date on page 3 shall be changed to reflect 180 days.
8.6.1 indicates to provide an onsite SSHO, being this is a two‐building project please confirm only one SSHO will be required between the two buildings and if work is being performed on both sites the SSHO will be allowed to cover both sites.
Correct, a single SSHO may cover both project sites. SSHO must be readily available to perform inspections and address any issues that arise and do so in a timely manner. I will put a statement about this in section 8.6.1.
1.4.1.1, Clean and flush the system. The SOW does not mention to clean the screens on the existing y strainers at each piece of equipment. Please advise if this is required or not
6395: SOW section 1.4.2.7 “Clean all heating coil strainers (entire building/both loops) after system startup by manufacturer representative but prior to chemical addition and final inspection.” The existing strainers in the boiler loop do not need to be cleaned after the clean‐n‐flush because they are being replaced with new strainers. The building strainers are to be cleaned as called out in the section of the
SOW.
9134: SOW section 1.4.4.7 “Clean all heating system strainers after system startup by manufacturer representative but prior to chemical addition and final inspection (strainers: boiler loop, pump strainers, air separator, etc.).” The existing strainers in the boiler loop do not need to be cleaned after the clean‐n‐ flush because they are being replaced with new strainers. The building loop does not have strainers.
8.7.1 CQC is required to be always onsite, will one CQC be allowed to be shared between the two job sites since they follow under the same contract?
Yes. A single CQC may cover both project sites. CQC must be readily available to perform inspections and address any issues that arise and do so in a timely manner. I will put a statement about this in section
8.7.1.
8.7.2 Requires graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 5 years construction experience on construction similar to this contract or a construction person with a minimum of 10 years in related work. Will a USACE construction Quality management course for contractor’s graduate be accepted as one of the qualifications for the CQC?
A person that has graduated from the USACE CQM‐C course, has a valid certificate, and a minimum of 1 year of related experience may be the CQC. I will put a statement about this in section 8.7.2.
Bldg. 6395, Are the heating coil strainers easily accessible for cleaning?
The majority of the building strainers are located in the drop ceiling. These can be accessed using a ladder. Some strainers are exposed such as the strainers located near the unit heaters. We did not look in the drop ceiling during the site walk due to the difficulty getting people into the CDC during normal work hours. This is why the strainers shall be cleaned on a weekend per the SOW.
Both of these Buildings require Boilers with a LON Controller from Manufacturer. Here is the list of Points from the 6395 Points List. We need to know what points on the list below will be coming from the Boiler over LON.—ASAP

Unfortunately, that is not a question I can accurately answer. I cannot specify that you purchase and install a particular boiler. I can only dictate characteristics and provide an example that meets those guidelines. In this case I gave you an example of a Thermal Solutions boiler.
However, you could find a different manufacturer that makes a boiler that meets all of the same specifications. Since I don’t know for sure at this time what boiler you would install, I cannot say with any degree of certainty what points would come from said boiler. If I were you, I would look at what the industry standard is for this type of boiler and go from there. I know there is some gray area when estimating. But I cannot dictate a specific boiler.
