PERFORMANCE WORK STATEMENT
Helicopter Pilot General
Mountain Flying Training Services
Critical Incident Response Group
V 1.0 (2/15/2021)
1 Background
The mission of the Federal Bureau of Investigation’s (FBI) Tactical Helicopter Unit (THU) involves supporting the following types of operations: counter terrorism, hostage rescues, prevention/negation of the use of weapons of mass destruction, high risk arrest and search warrant services, and other critical incidents or sensitive events as designated by higher authority. THU’s tactical helicopter pilots are expected to support these operations during varying environmental conditions and complex operational environments utilizing a fleet of rotary-wing aircraft. Included in the fleet are the Bell 429 “Global
Ranger” type helicopter, manufactured by Bell Textron Incorporated, and the UH-60M “Black Hawk” type helicopter, manufactured by Sikorsky Aircraft Corporation. In order to effectively carry out the unique and often times dangerous mission of the THU, it is critical to ensure the proper training of all its tactical helicopter pilots.
The THU routinely and simultaneously operates at high altitude and within unforgiving, complex terrain, usually referred to as the mountainous environment. In support of effectively and safely operating within that mountainous environment, the THU is seeking mountain flying training services. The mountain flying skills required shall be basic in nature and shall focus on the building blocks to safe mountain flying operations. Training that purely focuses on the basic skills sets of mountain flying is required for THU’s newest and veteran tactical helicopter pilots. For the THU, mountain flying operations include the following skill sets: 1) piloting at helicopter relatively high altitudes with complex mechanical and orographic wind conditions, 2) piloting within confined and canalizing terrain, 3) piloting at high density altitudes with reduced performance, and 4) conducting helicopter infiltration and exfiltration of personnel from mountainous environments, to include from terrain that is confining or with prohibitive access. In order to build and refresh these basic skill sets for THU’s tactical helicopter pilots, the THU specifically requires the following types of training services: 1) Initial Mountain Flying Training, 2) Refresher
Mountain Flying with Night Vision Goggles (NVG) Training, and 3) Long-line and Vertical Reference
Training.
2 Overall Objective
The overall objective of the THU with regards to this performance work statement (PWS) is to procure basic helicopter mountainous training services from a proven and world-renowned commercial aviation training provider. Once this objective is met, the THU will be able to accomplish its overall mission of providing effective and safe aviation support to the law enforcement operations described in section one.
3 Contract Scope
Contract scope includes all training and evaluation services required in order to meet the THU’s performance requirements delineated section four. Contract success is defined as the participating THU pilots obtaining the required training per the associated listed performance requirements.
4 Performance Requirements
The following reflects the Government’s objectives in procuring the associated services, the outcomes that, when produced/delivered/performed by the Contractor, will indicate the Government’s achievement of its objectives, and the standards to which the Contractor will subscribe in producing/delivering/performing the applicable outcome.
4.1 Initial Mountain Flying Training
4.1.1 Objective
The objective of Initial Mountain Flying Training is that THU student pilots participating in the training obtain a thorough introduction to essential mountain flying skills and techniques.
4.1.2 Outcome
The desired outcome of Initial Mountain Flying Training is that THU student pilots participating in the training obtain the essential mountain flying skills and techniques necessary to effectively and safely operate THU helicopters in a mountainous environment in support of THU’s assigned law enforcement missions.
4.1.3 Standards
For Initial Mountain Flying Training, the Contractor shall provide the THU student pilot ground and flight instruction in order to build the essential skills and techniques needed to perform flight operations in the mountainous environment effectively and safely. The Contractor shall meet the following specific requirements when providing Initial Mountain Flying Training for THU student pilots: 1) provide twelve (12) hours of formal ground school; 2) provide twelve (12) hours of daytime flight training in a mountainous environment; 3) in support of flight training, provide one (1)
Instructor Pilot (IP) for up to two (2) THU student pilots; and 4) with the exceptions of unforeseen aircraft availability issues and weather delays, the duration shall not exceed seven (7) days for each course of instruction per two (2) THU student pilots. Upon completion of Initial Mountain Flying
Training, the Contractor shall submit a certification of completion to the FBI’s designated representative. THU student pilots must meet all training standards as outlined in the Contractor’s training syllabus in order to receive a certificate of completion.
4.2 Refresher Mountain Flying with Night Vision Goggle Training
4.2.1 Objective
The objective of Refresher Mountain Flying with NVG Training is that THU student pilots participating in the training obtain a thorough refresher of essential mountain flying skills and techniques and the application of those skills and techniques in a night environment.
4.2.2 Outcome
The desired outcome of Refresher Mountain Flying with NVG Training is that THU student pilots participating in the training obtain a refresher of the essential mountain flying skills and techniques necessary to effectively and safely operate THU helicopters in a mountainous environment at night in support of THU’s assigned law enforcement missions.
4.2.3 Standards
For Refresher Mountain Flying with NVG Training, the Contractor shall provide the THU student pilot ground and flight instruction in order to review the essential skills and techniques needed to perform flight operations in a combined nighttime and mountainous environment effectively and safely. The Contractor shall meet the following specific requirements when providing Refresher
Mountain Flying with NVG Training for THU student pilots: 1) provide eight (8) hours of formal ground school; 2) provide seven (7) hours of daytime flight training in a mountainous environment;
3) provide two (2) hours of NVG training in a mountainous environment; 4) in support of flight training, provide one (1) Instructor Pilot (IP) for up to two (2) THU student pilots; and 5) with the exceptions of unforeseen aircraft availability issues and weather delays, the duration shall not exceed six (6) days for each course of instruction per two (2) THU student pilots. Upon completion of
Refresher Mountain Flying with NVG Training, the Contractor shall submit a certification of completion to the FBI’s designated representative. THU student pilots must meet all training standards as outlined in the Contractor’s training syllabus in order to receive a certificate of completion.
4.3 Long-Line and Vertical Reference Training
4.3.1 Objective
The objective of Long-Line and Vertical Reference Training is that THU student pilots participating in the training obtain a thorough introduction to essential long-line and vertical reference skills and techniques that can be employed in both mountainous and confining operating environments.
4.3.2 Outcome
The desired outcome of Long-Line and Vertical Reference Training is that THU student pilots participating in the training obtain a thorough introduction to essential long-line and vertical reference skills and techniques necessary to effectively and safely operate THU helicopters in both mountainous and confining environments in support of THU’s assigned law enforcement missions.
4.3.3 Standards
For Long-Line and Vertical Reference Training, the Contractor shall provide the THU student pilot ground and flight instruction in order to build the essential skills and techniques needed to perform long-line and vertical reference flight operations in both mountainous and confined environments effectively and safely. The Contractor shall meet the following specific requirements when providing
Long-Line and Vertical Reference Training for THU student pilots: 1) provide one-half (1/2) days of formal ground school; 2) provide five (5) hours of daytime flight training; 3) in support of flight training, provide one (1) Instructor Pilot (IP) for up to two (2) THU student pilots; and 4) with the exceptions of unforeseen aircraft availability issues and weather delays, the duration shall not exceed three (3) days for each course of instruction per two (2) THU student pilots. Upon completion of
Long-Line and Vertical Reference Training, the Contractor shall submit a certification of completion to the FBI’s designated representative. THU student pilots must meet all training standards as outlined in the Contractor’s training syllabus in order to receive a certificate of completion.
4.4 Other Performance Requirements
The following performance requirements are complimentary to the above listed performance requirements and are considered essential for meeting the training needs of the THU.
4.4.1 The Contractor shall have a formal training agreement, relationship, or the like with the manufacture of
Bell type helicopters, Bell Textron Incorporated. Due to the THU operating Bell type helicopters and the inherent risk associated with operating these lighter type helicopters within the mountainous environment, the THU considers this formal relationship between the Contractor and Bell Textron
Incorporated essential to meeting the listed performance requirements.
4.4.2 The Contractor shall own, operate and utilize either the Bell 407 or Bell 429 type helicopter in support of the listed performance requirements. The THU previously operated the Bell 407 and now operates the
Bell 429. THU pilots are most familiar with these two types of helicopters and training in either of these helicopter types will only enhance the training value received. Furthermore, the requirement of the
Contractor to own and operator its own training aircraft that support the listed performance requirements is essential to streamlined scheduling of training. The downsides of coordinating, scheduling and verifying airworthiness of leased aircraft is considered a burden and non-convenience to the Government, regardless if the Contractor fulfills those duties on behalf of the Government.
4.4.3 The Contractor shall provide a training facility which encompasses all operations that support the listed performance requirements. This includes classrooms for formal ground school, hangars and parking areas for training aircraft, pre-flight and post-flight briefing spaces, and student break-room facilities.
4.4.4 The Contractor shall not provide training in conjunction with any real-world scenario, to include rescue operations, high-power tension line work, logging operations, or the like. The overall intent of the listed performance requirements is that the THU student receives basic, foundational mountain flying skills in a controlled environment without the burden and complexity of actual helicopter support operations.
4.4.5 The Contractor shall provide training in a mountainous environment at altitudes above 6,000 feet mean-sea level (MSL). Transient flight time between the Contractor’s facility, per paragraph 4.4.3, and the mountainous training area shall not exceed 30 minutes. For this PWS, a mountainous environment is defined as an area of changing terrain profile where the changes of terrain elevation exceed 3,000 feet within a distance of ten (10) nautical miles and exceeds 6,000 feet MSL. Furthermore, the Contractor’s mountainous training areas shall have varying complexities and challenges of terrain, to include cirques, confined areas, hilltops, ridges, and saddles, all at varying altitudes.
4.4.6 The Contractor shall be certified by an appropriate national-level governmental body that has jurisdiction over the area in which the Contractor operates. Specifically, the Contractor shall be certified to provide flight instruction, operate a training facility and maintain the aircraft it operates in support of its training operations. Examples of appropriate certification authorities include the European Aviation Safety
Agency (EASA), the United States Federal Aviation Administration (FAA), and Transport Canada Civil
Aviation (TCCA).
4.4.7 The Contractor shall develop and maintain a formalized syllabus with supporting courseware that facilitates accomplishment of the listed performance requirements. Contractor provided syllabus and courseware shall be provided to each THU student pilot upon reporting for training.
4.4.8 The Contractor shall provide formal ground school and flight instructors that are certified to provide flight instruction. Contractor provided flight instructors shall be certified by appropriate authority, as defined in paragraph 4.4.6, to provide flight training. Furthermore, Contractor provided flight instructors that support the listed performance requirements shall each have a minimum of the following experience: 1)
3,000 flights hours in rotorcraft, 2) 1,000 flight hours of flight instruction in rotorcraft, and 3) five (5) years of operating in a mountainous environment with rotorcraft, either in a training or operational capacity (e.g. mountain rescue operations, long-line operations, heli-ski operations, etc.). Contractor provided flight instructors shall have no substantiated flight training related mishaps or regulatory violations due to the flight instructor’s negligence or recklessness within the last five (5) years. The
Government reserves the right to modify the requirements listed in this paragraph based on the THU’s assessment of the Contractor’s overall ability to meet the remaining listed performance requirements.
4.4.9 The Contractor shall be well established, with a proven track record of providing high-quality ground instruction and flight training. The Contractor shall have provided commercially available mountain and long-line/vertical reference flight training for a minimum period of ten (10) continuous years up to the date of contract award. Furthermore, the Contractor shall have no substantiated regulatory violations assessed directly against its flight training operations or associated facilities due to the Contractor’s negligence or recklessness within the last five (5) years. The Government reserves the right to modify the requirements listed in this paragraph based on the THU’s assessment of the Contractor’s overall ability to meet the remaining listed performance requirements.
4.4.10 The Contractor shall have the capacity to provide instruction for up to two (2) THU student pilots for
Initial/Refresher Mountain Flying Training and Long-Line/Vertical Reference Training per month over a continuous six (6) month period and for a total of 12 THU student pilots over a one (1) year period.
The Contractor shall have the capacity to schedule and complete both types of listed Mountain Flying
Trainings with the Long-Line/Vertical Reference Training over the same continuous period that the THU student is at the Contractor’s training facility.
5 General Requirements
This section describes the general requirements for this effort. Each sub-section provides details and relevant circumstances that the of Contractor shall consider in formulating its approach to supporting the
Government’s achievement of each objective.
5.1 Period of Performance
The Government intends the basic contract to have a period-of-performance consisting of a five (5) year ordering period, beginning at the date of award and continuing for five (5) consecutive years. The Government intends to retain the ability to exercise or not exercise options for each year of the ordering period.
5.2 Hours of Work
Training is to be conducted during normal business hours. Training of FBI students is not to be conducted between the hours of midnight and 6:00 a.m., including flight, pre, and post-flight briefings. Flight instruction limitations shall comply with applicable FAA regulations. To maintain continuity between training sessions, the Contractor is requested to minimize the switching of instructors between sessions.
5.3 Contractor Course Materials
Within two (2) weeks of awarding the contract, the Contractor shall forward a copy of the Contractor’s syllabus and courseware for each listed training requirement to the Contracting Officer’s Representative
(COR) and the Contracting Officer (CO). The Contractor shall provide a copy to be used for verification purposes only, and it shall not be copied nor provided to any third-party without the expressed written authorization of the Contractor.
5.4 Course Scheduling
5.4 Course Scheduling
Courses shall be scheduled by direct contact between the COR, or a designated THU scheduling point of contact, and the Contractor. Scheduling shall be accomplished after issuance of a funded task order by the
CO in accordance with the ordering clause of the Federal Acquisition Regulation 52.216-18 – Ordering.
In the event agreement cannot be reached on scheduling of a course or courses, the matter shall be referred to the CO for resolution.
5.5 Course Cancellation
The Government shall notify the Contractor in writing of any course cancellation(s) in accordance with the
Contractor’s cancellation policy, or 15 calendar days prior to the course start date, whichever is closest to the scheduled start date. In the case of an emergency (i.e. death, injury, illness, law enforcement mission/operational essential task, or an emergency which requires the scheduled course to be cancelled in the best interest of the Government), the Government shall not be liable for payment.
5.6 Unsatisfactory Academic Performance
Students whose academic performance does not meet the standards established for the course shall continue in the course and will be reported within 24 hours to the COR. The student shall remain in the course until disposition instructions are received from the COR. If a student has not met required proficiency standards after completion of the training, the Contractor shall promptly notify the COR.
5.7 Government Furnished Property
No Government furnished property shall be provided or utilized in support of this contract.
6 Deliverables

7 Quality Assurance
In accordance with the Federal Acquisition Regulation, clauses 37.6, 46.4, 52.212-4, Contract Terms and
Conditions – Commercial Items, (Jan 2017), the Government will evaluate the Contractor’s performance under the contract.
