Performance Work Statement

Aerial and Static Displays at 2025 Joint Base Andrews Air Show & Open House

1.0 Vision Statement

The 2025 Joint Base Andrews (JBA) Open House is scheduled to occur September 12-14, 2025. This event in the National Capital Region will feature aerial demonstrations and static displays of significant military aircraft in United States Air Force (USAF) history. In support of this effort, the government seeks to secure the services of contractor-operated, historically-significant aircraft to perform and/or be displayed for event attendees during the JBA Air Show & Open House. The government seeks ‘warbirds’ IAW AFMAN 10-1004 Attachment 6, to accomplish one aerial performance with narration per aircraft per day of the JBA Open House, and/or static display during Open House hours when not engaged in flying activities.

2.0 Scope

The intent of this requirement is to award multiple warbirds or warbird team performance contracts. The intent is to also have multiple static warbird displays, which may be awarded as standalone contract requirements, or may be satisfied by warbird aircraft who also complete a performance.

The contractor shall provide the necessary tools, equipment, labor, material, expertise, and management required to operate and/or display the aircraft in support of the 2025 Joint Base Andrews Air Show and Open house, that addresses, meets, and fulfills the statement stated above in section 1.0 of the Performance Work Statement.

2.1 Background

A warbird is defined as a privately-owned vintage military aircraft (or likeness thereof) that has been used in a military conflict or which is of significance in the history of military aviation. Warbirds could be a U.S. military aircraft or that of a foreign government. The narration during the show should clearly note the aircraft’s military significance. Warbirds will be painted in a military paint scheme. These aircraft display Air Force and military history and increase awareness of the Air Force’s role in national security.

Aerial and static displays show attendees the capabilities of the aircraft.

3 General Requirements The 2025 JBA Air Show & Open House is scheduled to occur September 12-14, 2025. Contractors, aircraft, and support vehicles are expected to arrive at JBA (ICAO KADW) on or before September 12, 2025 and will depart no later than September 15, 2025 at 1800 Eastern Time.

The contractor will provide aerial demonstrations during each day that will include, but is not limited to:

flybys, formations, aerobatic performances, and heritage flights. If unable or not contracted to perform/fly, the contractor can provide a static display. It is desired that aircraft contracted to perform/fly in the Air Show also become a static display during non-flying portions of the show, if possible. If circumstances arise, special exceptions can be made to the arrival and departure times once approved by the Air Operations Officer.

3.1 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor is on-site and ready to perform on the day of the event but cannot due to circumstances outside of the Contractor's control, the Contractor will be paid 100% of the performance fee. If the Contractor fails to perform for any reason other than those stated above, the Contractor shall not be entitled to compensation of any type; to include 100% of the performance fee or a percentage thereof that is commensurate with the amount of non-performance.
