About this file

This is a Performance Work Statement for the Spacesaver Eclipse Mobile System Upgrade at Wright-Patterson Air Force Base, dated 11 May 2026. The 88th Logistics Readiness Squadron Precision Measurement Equipment Laboratory (PMEL) requires a comprehensive electronic and mechanical upgrade to existing high-density mobile scheduling shelving systems located in Building 30884. The current system, over 20 years old with obsolete electronics, handles 41,157 Test Measurement and Diagnostic Equipment items for 719 customers and experiences faulty actuators, manual override issues, degraded carriage motors, and safety kickplate malfunctions.

The contractor must provide turn-key installation including procurement, delivery, and all labor to modernize the shelving systems. Minimum technical requirements include installation of modern touchscreen controls, wireless or Bluetooth automatic movement capabilities, replacement carriage motors to restore optimal speed, universal photo-sweep or electronic safety sweep conversion for safety kickplate resolution, and maintenance of structural capacity for items up to 100 pounds with a fully functional manual override mechanism. Performance requirements mandate certification of installation technicians specializing in high-density mobile shelving, post-installation testing verifying all components meet safety standards, operator training at no additional cost, and a standard warranty. Work shall be performed 7:00 a.m. to 3:00 p.m., excluding federal holidays and weekends, with start date no later than ten business days after the Period of Performance begins. Delivery location is WPAFB, Building 884, 5060 Pearson Road, with Point of Contact Chris Guhl. Commercial vehicles larger than pick-up trucks require inspection at Commercial Vehicle Delivery Gate (CVDG) prior to base entry, with specific exemptions and resealing procedures outlined for multi-destination deliveries.

PERFORMANCE WORK STATEMENT

Spacesaver Eclipse Mobile System Upgrade

11 May 2026

1.0. BACKGROUND: The 88th LRS/LGRMCD Precision Measurement Equipment Laboratory (PMEL) requires an electronic and mechanical upgrade to the existing mobile scheduling shelving systems within Wright-Patterson Air Force Base (WPAFB), Building 30884. The scheduling shelves are used daily by schedulers for production control to accept and deliver equipment to customers, as well as by technicians to retrieve equipment needing calibration.

These shelves are used to accept and return 41,157 Test Measurement and Diagnostic Equipment (TMDE) to support 719 different customers, not including support assigned via lateral support through the Repair Network Integration (RNI). The equipment stored varies in shape and size, with weights ranging from less than a pound to close to 100 pounds.

The current shelving system is over 20 years old and utilizes obsolete electronics.

Continuous daily and high-volume use makes reliable electronic capability critical.

Currently, the shelves experience faulty actuators, manual override issues, and safety kickplate malfunctions. Additionally, the carriage motors are degrading, which has significantly decreased the operating speed of the shelves. Obtaining an electronic and mechanical upgrade will restore full operational capability, speed, and safety to the existing shelving infrastructure.

2.0. SCOPE: The scope of this contract encompasses the procurement, delivery, and turn-key installation of a comprehensive electronic and mechanical upgrade for the existing high-density mobile scheduling shelving systems utilized by the PMEL at Wright-Patterson Air Force Base (WPAFB). The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to modernize the incoming and outgoing mobile shelves. The required upgrade shall restore optimal operational speed and reliability to the PMEL facility's scheduling shelves by integrating modern touchscreen controls, wireless automated movement capabilities, replacement carriage motors, and updated electronic safety sweep conversions.

3.0. MINIMUM TECHNICAL REQUIREMENTS: The Contractor shall meet the following

Technical Requirements:

3.1. The Contractor shall provide all requisite materials to upgrade the existing incoming and outgoing mobile shelving systems

3.2. The system upgrade shall include the installation of modern touchscreen controls.

3.3. The system upgrade shall include wireless or Bluetooth automatic movement capabilities.

3.4. The Contractor shall provide and install new motors for all carriages to restore optimal movement speed and replace the degrading components.

3.5. The system upgrade shall include a universal photo-sweep or electronic safety sweep conversion to address and resolve current mechanical safety kickplate issues.

3.6. The upgraded system shall maintain the structural capacity to safely store and maneuver equipment of varying shapes and sizes, accommodating individual item weights up to 100 pounds.

3.7. The upgraded system shall feature a fully functional manual override mechanism to ensure access in the event of a power or electronic failure.

4.0. MIMIMUM PERFORMANCE REQUIREMENTS: The Contractor shall meet the following Performance Requirements:

4.1. The Contractor shall provide a turn-key installation, which shall include freight, local delivery, and the installation of all upgraded materials.

4.2. All installation services shall be performed by certified technicians specializing in high-density mobile shelving systems to ensure seamless integration with the existing carriages.

4.3. The Contractor shall provide a fully functional upgraded shelving system upon the completion of delivery and setup.

4.4. The Contractor shall perform post-installation testing to verify that all carriage motors, touchscreen controls, automated movement features, and safety sweep mechanisms are functioning in accordance with all applicable safety standards.

4.5. The Contractor shall provide training on the operation of the new control systems and safety features at no additional cost after setup is complete.

4.6. The Contractor shall supply a standard warranty for the provided parts and labor.

5.0. MISCELLANEOUS:

5.1. Building 884 has an available loading dock.

5.2. Contractor will have to be escorted at all times by PMEL personnel.

5.3. Contractor shall begin work no later than ten (10) business days after the beginning of the Period of Performance unless directed by the Contracting Officer to begin later.

5.4. Contractor shall perform all installation services, post-installation testing, and training during the hours of 7:00 a.m. through 3:00 p.m. until work is completed, excluding Federal holidays and weekends.

9.2.This inspection will be conducted at Gate 26A located off State Route 235. The following are exemptions to vehicles utilizing the CVDG:

9.2.1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG.

9.2.1.1. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.

9.2.1.2. This shall be accomplished 24 hours prior to requested entry time.

If entry is requested on Monday, this list must be submitted by Friday at 1630 hours.
