1. DESCRIPTION OF SERVICES:
The contractor shall provide all management, tools, supplies, equipment, and labor necessary to repair and provide one time service of onsite Eaton Uninterruptible Power Supply (UPS).
1.1 PERIOD OF PERFORMANCE:
Performance period for this contract will be no more than a onetime service. This PWS does not require an ongoing contract, but only the time at site for one time repair of inoperable UPS system.
1.2 SPECIFIC REQUIREMENTS:
1 . New Batteries
a. Removal and EPA approved disposal of old batteries.
b. Installation of 120 sealed VRLA batteries, utilizing proper torque values (where applicable) and verification of new batteries for Eaton Power Xpert UPS (Model:
9395)
2. Visually inspect conditions and appearance of the following:
a. Connection terminals inter cell/battery connectors, cables and associated hardware.
b. Cell/battery covers, containers, and post seals.
c. Battery racks or cabinets and associated components and hardware.
d. Cell/battery jar or cover, noting any excessive distortion.
3. Perform cleaning of all accessible surfaces as required.
4. Reporting of Battery Update Visit:
a. The technician(s) will issue the customer a verbal report summarizing the work that was performed, condition of the battery and identifying any critical issues before leaving the customer's site.
b. A Field Activity Report containing applicable notes and observations will be sent to the customer within 5 business days.
5. Visual inspections
a. Inspect all printed circuit board connections for cleanliness, swab contacts if necessary.
b. Inspect all power connections for signs of overheating
c. Inspect all subassemblies, bridges and legs for signs of component defects or stress
d. Inspect all DC capacitors for signs of leakage
e. Inspect all AC capacitors for signs of leakage
f. Inspect and inventory all customer-owned spare parts
g. Inspect for, and perform as required, any open engineering changes
6. Internal Operating Parameters
a. DC Ground Detection Offset (if applicable)
2.2 Removing objects from refuse for personal use is unauthorized. Contractor Personnel may request items through unit designee. Violations are grounds for termination.
2.3 At no time, without authorization, will a Contractor Personnel purchase any items from the local economy for any US Personnel.
2.4 Standards of Conduct: Contractor Personnel must adhere to standards of conduct as established by the Installation Commander.
2.5 Security Requirements: Contractor shall adhere to current installation security policies.
2.6 The contractor shall provide an interpreter if English is not the primary language of the workers. The interpreter shall be on site at all times.
2.7 RECORDS: The contractor shall be responsible for creating, maintaining, and disposing of only those government required records that are specifically cited in this PWS or required by the provisions of a mandatory directive listed in Technical Exhibit 5, Applicable Publications and Forms (Make sure this Tech Ex is filled out). If requested by the Government, the contractor shall provide the original record or a reproducible copy of any such record within five working days of receipt of the request.
2.8 No orientation period will be required as this is a onetime repair.
2.9 SPECIAL QUALIFICATIONS: The contractor will provide skilled and qualified personnel to complete the UPS repair task.
2.10 HEALTH/SAFETY: Contractor shall be responsible for compliance with OSHA and AKOSH standards. The Contractor shall maintain a clean and debris free site at all times. The Contractor shall keep driveways and entrances into and around the work site clear at all times. The Contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated. Contractor staging areas will be identified by the facility manager and site director. The contractor shall follow all EPA regulation in regards to the disposal of VLRA Sealed Batteries.
3 SERVICES SUMMARY:
The contractor will provide the personnel and expertise in repairing the inoperable UPS system in BLDG 765.
The Contractor will remove and replace 120 sealed VRLA (model 9395-275-275-CA) batteries.
The contractor will provide a onetime preventive maintenance of the UPS located in
BLDG 765.
Performance Objective PWS Para
Remove and replace 120 1.2.1 a/b VRLA Sealed Batteries
Perform onetime PM of 1.2.2-.8 UPS system
Performance Threshold Remove and Dispose of batteries in accordance with EPA rules and regulations.
Provide skilled personnel to perform onetime PM
4 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: The US Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency.
