PERFORMANCE WORK STATEMENT
NONPERSONAL SERVICES CONTRACT
LUKE AFB AZ
PROTESTANT RELIGIOUS EDUCATION (RE) COORDINATOR
03 June 2022
1. CONTRACT POSITION TITLE: Protestant Religious Education Coordinator
2. SCOPE OF RESPONSIBILITIES. The Protestant Religious Education (RE) Coordinator, herein referred to as Contractor, serves as the advisor, direct resource, and coordinator of RE for the Luke Air Force Base (AFB) Chaplain Corps Protestant Program. The Contractor shall assist the senior ranking Protestant Chaplain, or their designee, in performing services to meet the spiritual needs of all active-duty personnel, their families, and other authorized personnel. The performance period is from 1 October 2022 to 30 September 2023 (Renewable through 30 September 2024).
3. EDUCATION AND EXPERIENCE QUALIFICATIONS. The Contractor must:
3.1. Furnish a resume including academic and work-related references and shall have at least four years of experience as a religious education coordinator or teacher.
3.2. Ability to develop the RE programs’ short and long-term growth plans. The ability to work in a pluralistic environment is necessary. Managerial experience, secretarial skills, and computer proficiency preferred.
3.3. Have prior experience working with children, adolescents, young adults, and adults.
3.4. Obtain, within 90 days of this contract, Red Cross First Aid Training, CPR Training, and Infant CPR Training at no cost to the Contractor. Contractor must provide a copy of their Red Cross Card to the Superintendent of Religious Affairs.
3.5. Be at least 21 years of age.
3.6. Demonstrate strong knowledge of Protestant faith, practice, and traditions.
3.7. Demonstrate the ability to maintain healthy, functional interpersonal relationships with coworkers, chapel staff, and parishioners via resume references.
3.8. Be qualified to perform the required services with minimal direction.
3.9. Applicant is subject to a Child Care National Agency Check and Inquiry (CNACI). Mandatory disqualifying criteria include any conviction of a sexual offense, a drug felony, a violent crime, or a criminal offense involving a child or children.
4. GENERAL RESPONSIBILITIES. The RE coordinator will:
4.1. Be an active participant in the Luke AFB Protestant Chapel program. Candidates for this position must be able to work with chaplains from diverse Protestant denominations.
4.2. Must be able to maintain a neat, clean, and well-groomed professional appearance and conduct themselves in a businesslike and professional manner.
4.3. Ensure security, cleanliness, and original configuration of all facilities utilized in conjunction with religious education programs.
4.4. Assist in developing, scheduling, and implementing annual Protestant Religious Education programs and activities for all ages. These activities include but are not limited to Sunday School, Children’s Church, Bible Studies, Mid-Week Family Night (Awana), Vacation Bible School (VBS), Protestant Youth of the Chapel (PYOC), Protestant Women of the Chapel (PWOC), Protestant Men of the Chapel (PMOC), Young Spouses Bible Study/Fellowship, socials, and other programs as directed by the senior ranking Protestant Chaplain or their designee.
4.5. Participate in at least one continuing education or professional development event each year when Chapel Tithing and Offering Funds (CTOF) or appropriated funds are available.
4.6. Comply with mandatory training requirements for all contractors and be responsible for maintaining current training records. Training includes, but is not limited to, Internet-based training, First Aid and CPR recertification requirements, and others.
4.7. Possess the qualities of integrity, professionalism, and positive work ethics concerning chapel personnel and volunteers.
4.8. Participate in staff training, meetings, and team-building activities that will help facilitate continuity among staff members and chapel programs.
4.9. Submit After-Action Reports (AAR) on religious education special events and programs upon request.
4.10. Assist in preparing major command (MAJCOM) and Wing-directed inspections in RE-related areas.
4.11. Contractor's work period shall be 20 hours per week, including weekends. Contractor will coordinate with the senior ranking Protestant Chaplain or designee on the hours of operation within the office. The Contractor will be required to post office hours of operation.
4.12. Have basic working skills with computer programs: Microsoft Word, Excel, and PowerPoint.
4.13. Ensure physical security is maintained and all issued keys are not lost, misplaced, or unlawfully duplicated.
4.14. The Contractor shall obtain and ensure maintenance of all pass and identification items required for contract performance.
4.15. Submit monthly invoices by the 5th of the following month within Wide Area Work Flow (WAWF) and an internal timesheet validated by the senior ranking Protestant Chaplain for the WAWF acceptor’s review.
5. SPECIFIC RESPONSIBILITIES. The RE coordinator will:
5.1. Participate in parish planning, Protestant Parish Advisory Council (PAC) as the RE representative, and other meetings involving Protestant ministries as requested.
5.2. Assist in developing an annual CTOF budget and core Religious Education curriculum as directed by the senior ranking Protestant Chaplain or their designee. In addition, the RE coordinator is responsible for executing RE budget requirements.
5.3. Coordinate with Protestant program leaders to produce an annual calendar of events for all Protestant RE programs, working collaboratively with Protestant parish leaders, if appropriate. Annual calendar of events is due to the senior ranking Protestant Chaplain by 01 September.
5.4. Recruit volunteers to ensure a successful RE program. Provide for their training to ensure compliance with Air Force Directives, for example, literature, training, forms, and supplies.
5.4.1. Provide orientation for new volunteer staff members in facilities, funding, religious education policies, and available resources.
5.4.2. Organize classes; recruit volunteer teachers, substitutes, and other necessary staff; train teachers and provide required workshops.
5.4.3. Organize annual volunteer teacher training/refresher events each year. Plan a yearly volunteer appreciation luncheon/dinner to recognize volunteer staff.
5.5. Assist Protestant chaplains in planning and coordinating seasonal RE events and other activities and events: Fall Festival, Advent/Christmas, Easter/Lent, RE Kickoff, Back-to-School Bash, and others as required.
5.6. Coordinate and oversee all publicity needs for the RE program, including advertisement flyers on social media, worship service bulletins, and multimedia power-point slides.
5.7. Maintain statistical data on attendance, classes, and volunteers. Data from the prior month is due to the senior ranking Protestant Chaplain by the 1st day of each month.
5.8. Ensure all volunteers working with youth below the age of 18 receive a background check as directed by Department of Defense Instruction DODI 1402.5, Criminal History Background Checks.
5.9. Be responsible for ensuring all money is handled correctly in accordance with Air Force Instructions and Chapel Operating Instructions.
5.10. Plan, coordinate and submit accurate facility and other support requests for all program events and activities with appropriate chapel staff on time.
5.11. Contractor is responsible for continuous contract performance throughout the contract period. If a replacement becomes necessary, candidates must meet all Protestant RE Coordinator Qualifications. The government reserves the right to refuse any replacement candidate who does not meet all required qualifications. The Contractor shall submit a résumé and references for each candidate.
6. LOCATION, HOURS & UNITS OF WORK: Rates will be on a per-unit basis. A unit is defined as a minimum of one-hour blocks of teaching, coordinating, lesson planning, training, office hours, or other approved activities. The number of units performed may not exceed 1,040 for the year.
6.1. Telework or remote working from locations other than the Luke AFB Chapel is not authorized unless the senior ranking Protestant Chaplain gives prior consent.
7. THE WING CHAPLAIN.
7.1. Review the contract annually to consider exercise option.
7.2. Provides CTOF or Appropriated Funds for at least one training event relating specifically to RE when funding is available. (Subject to TDY travel rules for nonpersonal; contractor training IAW AFI 52-105).
7.3. Ensures the rate of payment for the services is described in the Performance Work Statement (PWS) is in 12 monthly installments.
7.4. Provides office space to perform services described in this PWS.
