About this file
This document is a Performance Work Statement (PWS) for an Emergency Parachute Training System PARASIM System Upgrade project at Ellsworth Air Force Base in South Dakota.
The PWS outlines the requirements for upgrading the existing PARASIM system to Version 8, which includes new software features, training scenarios, and instructor options. It also requires the integration of customized real-world terrain and modeling of the GR-7000 parachute and seat kit/raft into the simulation. The period of performance is up to 360 days to accommodate the long lead times for the custom components and Ellsworth-specific modifications.
The related federal contract opportunity is a Sources Sought announcement to assess market capabilities for providing the PARASIM system upgrade. Interested vendors are invited to submit capability statements by July 11, 2024. This is not a solicitation, and no contract will be awarded from this notice. The Department of the Air Force's Air Combat Command is the procuring agency.

PARASIM System Update

PROJECT LOCATION:
All work shall be performed in building 7450, SERE Training building. The building is located on Kenny Rd, Ellsworth AFB, SD 57706 across from the old ALS building.
PERFORMANCE PERIOD:
Work can be completed at any time during the scheduled work week; days and hours of operations must be as follows; Monday - Friday from 0800-1600hrs. The period of performance is up to 360 days after order due to the time required for these specific customizations required for the B-1 and Ellsworth AFB. This timeframe is needed due to the long lead-time of these custom components that are not in stock and the Ellsworth specific customizations (scene, parachute, seatkit/equipment) involved in the simulation models. The 360-day timeframe is required to complete a successful shipment, delivery/logistics on base, installation/setup, calibration, testing, and “Train-the-Trainer” instruction course.
DESCRIPTION OF SERVICES:
PARASIM® Upgrade to Version 8 PARASIM® V8 System Upgrade. Includes: Simulation computer with PARASIM® V8 software preinstalled and configured, high-performance graphics card, interface card, 2 monitors, keyboard, mouse, and joystick. Upgrades include new software features, training scenarios, and instructor options on the existing PARASIM® system. Requires:
Existing PARASIM® Simulation Software Authorization Key returned on exchange basis for the new software license.
PARASIM® Customized Real-World Terrain-Bailout PARASIM® Customized Real-World Terrain within CONUS Scene Rendering. Key terrain features such as structures, buildings, trees, or any other obstacles to be provided by the customer to integrate into PARASIM®. This custom terrain will be based on imagery (photos/videos) and other information from a knowledgeable emergency egress or SERE instructor that is familiar with the preferred Ellsworth bailout terrain area.
PARASIM® GR-7000 PARACHUTE MODEL
Adds the GR-7000 canopy model to the PARASIM® library. Enables pilots to rehearse canopy control with real world canopy flight dynamics in various canopy control and emergency procedures and training scenarios. Customer to confirm the GR-7000 canopy flight data, rudimentary plan, and profiles of the parachute dimensions to include gore counts/sizes, color pattern, venting, and overall flight characteristics of this canopy for PARASIM® integration.
PARASIM® Seat Kit modeling and simulation modeling Requires the end user to furnish imagery of the front/side/top profile of the seat kit/raft and dimensions of the bridle/tether from the pilot to the seat kit/raft within 60 days of award of contract. This customized modeling effort will replicate the seat kit and deployment sequence. The development effort ensures that the first-person view of the seat kit is visible immediately after activation and then moves out of the aircrew member's view due to the forward drive of the parachute. The seat kit will be activated by the instructor via a "mouse-click" on the GUI activation button (triggering the software) once they observe the pilot releasing the seat kit in training. Requires the end user to provide imagery and data of the seat kit's appearance and dimensions to ensure accurate simulation modeling.
