PERFORMANCE WORK STATEMENT
FOR
INSPECTION AND TESTING OF FIRE SERVICE GROUND LADDERS
AND AERIAL FIRE APPARATUS
LITTLE ROCK AFB, ARKANSAS 72099
18 July 2024
PERFORMANCE WORK STATEMENT (PWS)
For Inspection and Testing of Fire Service Ground Ladders and Aerial Fire Apparatus at Little Rock AFB (LRAFB), AR
1.0 DESCRIPTION OF SERVICES
1.1. Background. The Performance Work Statement (PWS) is supporting LRAFB Fire & Emergency Services for inspection and testing of fire service ground ladders and aerial fire apparatus. LRAFB Facilities are equipped with NFPA compliant ground ladders for use in emergency situations. Ground ladders and aerial apparatus must be inspected and maintained in accordance with regulatory standards including 29 CFR 1910.157 and the National Fire Protection Association’s Standard. LRAFB Fire Department performs periodic inspections in accordance with the regulatory standards but are not qualified to perform the required maintenance and inspection services outlined in this PWS.
2.0 SCOPE. The contractor provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform Annual National Fire Protection Association (NFPA) inspection, maintenance, performance and service testing Services, as defined in this PWS. Services to performed only by certified, competent, and qualified personnel.
3.0 REQUIREMENTS.
3.1. Scheduling and Coordination. The Contractor shall coordinate with the Fire Department to coordinate a mutually acceptable date and time to complete the work prescribed in this PWS. Should additional assistance be needed, the contractor may contact the personnel listed in section 16. Please see paragraph 5.1 for mobilization and demobilization to the work site.
3.2. Inspections. Inspect and perform service testing on approximately 222 feet of ground ladders in accordance with all chapters of NFPA 1932 Standard on Use, Maintenance, and Service Testing of In-Service Fire Department Ground Ladders (Current Edition), and one “Snozzle” type ARFF aerial apparatus in accordance with all chapters of NFPA 1910 Standard for The Inspection, Maintenance, Refurbishment, Testing, And Retirement Of In-Service Emergency Vehicles And Marine Firefighting Vessels (Current Edition). Contractors must bid a basic aerial apparatus (snozzle) inspection and a separate bid option for the 5-year NDTI of the aerial apparatus.
3.3. Corrective Maintenance and Repair: Repairs that are needed to be made to ground ladders to include lubrication of ladders and hinge points, replacing rungs, rung guards, heat sensor, halyards, hooks, locks, pawls, and feet will be paid via Government Purchase Card. The contractor shall replace ground ladder identification labels, classification symbols, all product inspection stickers/plates/decals and other required information labeling if the originals are damaged or missing. Labeling shall be in accordance with the national fire codes and manufacturer's specifications. At no time will the contractor place any labels with their logos on government owned equipment other than labels for annual servicing or identification numbering.
3.4. Record Keeping and Documentation. The contractor shall submit a complete report of all maintenance, inspections and servicing accomplished when ground ladders are aerial apparatus are returned to service to the government. This must include types, manufacturers, serial numbers, and lengths of all ladders tested. The reports shall be submitted to the Government representative responsible for this contract. The reports shall include a record of repairs and all replacement parts used. All records, documents, and associated papers provided by the Government or generated during the period of this contract become government property and will be returned to the government upon contract termination or completion. A copy of this service record shall be included in the service report and sent via emailed to the Fire Department and the Contracting Officer Representative (COR), the same day as invoicing in Wide Area Work Flow (WAWF).
4.0. REPORTING. The contractor shall provide comprehensive reports of all inspections and service/repairs performed IAW 3.4.
5.0. PERFORMING SERVICE. Performance shall be at Fire Department, Building 239. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. Teleworking is/is not authorized.
5.1 Mobilization and De-Mobilization: The intent is for all work to be accomplished in one trip to Little Rock AFB. Therefore, one mobilization and de-mobilization should be in the base bid. An additional mobilization and de-mobilization maybe paid via Government Purchase Card in the event a second trip is required to complete work in this PWS. This option may only be executed if the delay is caused by the Government. An example would be the aerial apparatus is out of service and unable to be inspected on the originally scheduled date.
6.0. EMERGENCY SERVICES. No emergency services are required under this PWS.
7.0. PARTS. The contractor shall provide all parts required to accomplish all necessary inspections and repairs identified in Paragraph 3.3 IAW NFPA standards and Manufacturer’s instructions. Only new standard parts shall be used. The parts that have been replaced shall remain the property of the government unless an appropriate allowance is obtained for such defective parts.
8.0. ENVIRONMENTAL PROTECTION. The contractor shall ensure that the purchase, use, handling, storage, and disposal of all toxic, hazardous and special materials and wastes are in accordance with federal, state and local environmental protection regulations.
9.0 PERFROMANCE OBJECTIVES/SERVICE SUMMARY.
The Service Summary is a list of performance objectives and performance thresholds that represents the minimum acceptable level of performance. The performance objectives and thresholds shall be regularly verified by the fire department. Each performance objective represents a significant task as identified by the Government at the time of contract award. These performance objectives and performance thresholds represent only the significant task of this contract and do not excuse the Contractor from performance of other responsibilities identified in this PWS and Technical Exhibits (TE). Additionally, performance objectives may be added or deleted and performance thresholds raised or lowered during the course of the contract by a modification to the contract.

10.0 GENERAL INFORMATION:
10.1. Hours of Operation: 0730-1630, Monday through Friday.
The contractor is not required to provide service on the following days:

10.2 Unforeseeable Delays and Inspections: Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.
11.0 HAZARDOUS WASTE/MATERIALS:
11.1. Hazardous Waste. All hazardous waste generated from contract activities shall be disposed of according to all federal and state regulations. The contractor shall make correct waste determinations for each waste stream. The contractor shall ensure proper waste packing, labeling, hazardous waste manifesting, and transport from accumulation site to ultimate disposal. Ensure the waste goes to a properly permitted treatment/disposal facility and that all manifests and any other required documentation are available to the Little Rock AFB (LRAFB) Environmental Flight before submittal of invoice. Pay all costs associated with hazardous waste management and disposal. Any and all fines/penalties assessed by state, local or federal agencies for hazardous waste laws violated shall be paid by the contractor. Contact the LRAFB Environmental Flight immediately at (501)-987-7700 upon hazardous waste generation.
11.1.2. Hazardous Materials. In the accomplishment of this contract, non-flammable, environmentally friendly, biodegradable products IAW AFMAN 32-7020, found in -TE-2 must be used. Submit AF Form 3952; “Chemical/ Hazardous Material Request Authorization” and the manufacturer’s “Material Safety Data Sheet (MSDS)”, to the base HAZMART, Building 1570, for all chemical used on LRAFB within two (2) weeks of contract award and within two (2) weeks after any new chemicals are purchased for use under this contract. No chemicals shall be used on LRAFB prior to obtaining this approval. No chemicals shall be stored on LRAFB. The contractor shall contain, handle, and cleanup all spills from this operation. Cost to dispose of spilled material and any other waste items resulting from a spill is the responsibility of the contractor. All spills, leaks and inadvertent release of hazardous materials shall immediately be reported to the Fire Department COR at 987-6529; or, 987-3010.
12.0 CONTRACTOR QUALIFICATION/EXPERIENCE: For the life of the contract, a trained and certified person(s) who have undergone the factory training and certification for the specific type and brand of fire ground ladders and aerial apparatus being able to reliably perform inspections; or certification by an organization acceptable to the authority having jurisdiction; or registration, license or certification by the state or local authority having jurisdiction; and IAW NFPA. Provide certificate(s) upon request. The certified person(s) shall have available the appropriate manufacture’s service manual(s), the proper types of tools and manufacturer’s recommended replacement parts or parts specifically listed for use in the applicable system.
12.1. Contractor Employees. Do not employ persons for work on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security or operational mission of the installation and its population.
12.1.1. Present a neat appearance and be easily recognized as Contractor employees. Identification of all employees shall be accomplished by wearing badges and by Contractor-provided distinctive clothing bearing the name of the Contractor. A Government-issued identification badge shall be worn visibly at all times.
13. Security Requirements for Little Rock AFB (LRAFB): Comply with all LRAFB security requirements imposed by the installation commander at all times while on the premises to include not using cell phones while operating a vehicle on base. Obtain necessary badge(s) required for access to
13.1. Badge Request. Request, on company stationery including address, telephone number, and contract number a list of employees, with the full legal name, social security number, date of birth and place of birth requiring access to Little Rock AFB. Each contractor employee must obtain the necessary badge within the 10 day period. When a badge is requested for a new employee an updated employee list must be sent to the Contracting Office.
13.1.1. Contractor employees shall apply for individual identification badges at the LRAFB Visitor’s Control Center; Building 1508, upon employment after access letter is on file with security forces. Badges are processed Monday through Friday from 6:00 a.m. to 2:30 p.m. Appointments are necessary. Upon completion or termination of the contract or termination of a contractor employee, surrender identification badge(s), to the contract officer representative (COR) who in-turn shall surrender the badge(s) to the Security Forces the following workday.
13.1.2. Vehicle Requirements Proper state vehicle registration, proof of insurance and a valid driver’s license are required to drive on Little Rock AFB. All commercial vehicles must enter through the Main Gate. The Main Gate (Vandenberg Blvd) is on the south side of the base in the city of Jacksonville, the primary search area for all commercial delivery vehicles.
14. HOURS OF OPERATION. Monday- Friday, 0730-1630
15. SECURITY REQUIREMENTS. Contractor shall require access to Little Rock AFB (LRAFB) Fire Department, Building 239, and adjacent parking areas.
16. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY. Contractor will not be given access to Little Rock AFB under Force Protection Condition Delta (Real world) unless the contractor is escorted at all times. This is a SFS requirement, not a fire department directive.
