About this file
This document is a Performance Work Statement (PWS) for a commercial motor vehicle simulator to support commercial driver training at Altus Air Force Base, Oklahoma. The vendor must provide the simulator, assemble it on-site, and provide training to four key personnel. Key requirements include a manual transmission, trainee-launchable scenarios with detailed reporting, a digital dashboard, and a modular design with a motion platform. The vendor must comply with Altus AFB security, antiterrorism, and environmental requirements. The related federal contract opportunity, Solicitation Number FA441924Q0031, seeks to procure the simulator that meets the salient characteristics outlined in the PWS. This is a brand name or equal requirement, and the preferred product is the L3 Harris TranSim commercial driving simulator.

PERFORMANCE WORK STATEMENT
1. SCOPE: The vendor provides the requested simulator, shipped to 97 LRS, Altus AFB. The vendor will provide contractors to assemble the simulator on site and provide training on the use of the software to four key personnel on site. The vendor will maintain a full-service warranty on the simulator for one year from installation date, and must be available for scheduling within one week of having required parts on hand.
2. PERIOD OR PERFORMANCE: The period should be no longer than one work week (Mon-Fri), to allow for installation and training to happen during one visit and not require multiple visits requiring passes/ escorts.
3. SALIENT CHARACTERISTICS:
• Manual Transmission: This is key to the simulator usage, as it will significantly decrease wear and tear on our sole manual tractor for members who are new to manual transmissions with double clutching. This will have an impact for new trainees as well as members PCSing in from bases that do not have manual trucks.
• Trainee launchable scenarios with tracking: This will allow the trainees to utilize the simulator without a trainer requirement, allowing for manpower to be used in other areas. Detailed reports (shifting, accidents, speeding, etc) will give the trainer the best information on where to focus with the trainee.
• Digital Dashboard: This will allow for the most accurate depiction of different vehicle platforms.
The dash will need to change based on the vehicle type/make that the trainee is working with to provide to most turnover to the physical vehicle being trained on.
• Interchangeable Seat Base: This will allow for changing the seat out for vehicle platforms that do not use the standard commercial air seat, giving the trainee the most accurate “in-cab” feel.
• Scenario Builder: This will allow for trainers to build scenarios that the manufacturer did not put together, allowing for more specific training, rather than blanket scenarios for all commercial applications.
• Modular Design: This will allow for upgrades or repairs without replacing the entire unit. It will also aide in movement and storage when the unit is not in use.
• Motion Platform: This will give the trainee a more accurate “in-cab” feel, giving feedback on how the trainee shifts, accelerates, etc..
• Triple monitor setup with overhead shroud: This will allow the trainee to feel like they are in the truck, rather than sitting behind a computer screen, resulting in a more immersive training experience.
• Capability to run on a single 110AC, 20 amp circuit breaker: This ensures no facility modifications are required to run the simulator.
4. SPECIAL REQUIREMENTS: The contractor will assign employees who possess certification to handle all required material handling, transportation, loading, unloading and product installation tasks to meet OSHA and base safety requirements. The contractor will ensure product meets required safety standards at the time the project is finished and accepted by the customer.
5. SECURITY REQUIREMENTS: The contractors will comply at all times with base security requirements to include base pass requirements and personnel security clearance.
6. ANTITERRORISM CLAUSE: Altus Air Force Base has an Antiterrorism program that is responsible for securing and protecting the base and its personnel from terrorist attacks. All contractor personnel and sub-contractors are required to obey all orders from Security Forces and adhere to all security measures implemented during Force Protection Conditions (FPCON’s) and Random Antiterrorism Measures (RAM’s). Security Forces members may conduct inspections of your company as well as your sub-contractors while operating on the installation. Unescorted entry into any area marked as a “CONTROLLED AREA” or “RESTRICTED AREA” is strictly prohibited.
Compliance with Unified Facilities Criteria (UFC) 4-010-01, DoD Minimum Antiterrorism Standards for Buildings, is required for all applicable construction projects.
Altus Air Force Base is currently in FPCON Bravo, meaning an increased and more predictable threat of terrorist activity exists. All contractor personnel and sub-contractors are expected to report any suspicious persons, activities, packages, or items you see while conducting work on Altus Air Force Base to base Security Forces. Suspicious activities could include personnel conducting surveillance, unauthorized personnel requesting access, or information probing pertaining to security operations or assets on the installation.
In the event of an emergency, there are multiple mass warning notification systems on Altus Air Force Base (AtHoc, weather radios, telephone notification, and giant voice system).
Any contractor personnel or sub-contractor that obtains a Common Access Card (CAC) MUST complete Anterrorism Level I training within 30 days of receiving your CAC (htps://jko.jten.mil/courses/AT-level1/launch.html) Altus AFB has an Anterrorism binder available for review at the Visitor Control Center, building 428. If there are any quesons in regards to Anterrorism, contact 580-481-7350.
