Performance Work Statement

Online Collegiate Recruiting Network

I. INTRODUCTION

The Judge Advocate General’s Corps (JAGC) is comprised of officers, enlisted, and civilians who are responsible for providing legal advice and services throughout the Department of the Navy (DON) in the areas of military justice, operational and international law, administrative law, legal assistance, environmental law, claims, investigations, and litigation. In order to meet its mission, the JAGC has to be in the position to recruit and retain a talented and diverse cadre of officers, enlisted, and civilians to execute its mission.

II. SCOPE

An intentional and targeted approach to recruiting is necessary for the JAGC to attract and retain diverse and talented naval officers in a competitive market. The JAGC is seeking to procure access to an online collegiate and law school recruiting network to modernize the JAGC’s current recruiting strategy. This network should include the ability for the JAGC to market directly to students using the online network, as well as means to positively identify potential high-quality applicants based on resumes and data uploaded by students. Based on this service, the JAGC seeks to both actively and passively reach more, higher-quality students, especially those who otherwise may not have heard about the JAGC or considered applying for a job, regarding both military and civilian employment opportunities.

III. REQUIREMENTS

1. The contractor shall provide the Navy JAGC with various active and passive recruiting services utilizing their database of students and relationships with university career services centers. The contractor will work closely with the Government Point of Contract (GPOC) and OJAG Code 61 on the provision of these services to the JAGC and any questions arising from the implementation of the JAGC recruiting effort. Such services provided by the contractor to the JAGC shall include:

a. The ability to post and promote civilian and military JAGC job openings to their full network, or a selection thereof, of students and schools subscribed to the contractor’s proprietary network.

(1) The Contractors database must reach high-quality law schools which partner with their career development services. At minimum the Contractor shall provide access to 100 or more collegiate institutions, including but not limited to:

i. Duke University School of Law

ii. Notre Dame School of Law

iii. George Washington Law

iv. University of Washington Law

v. Villanova Law

b. Access to additional branding and messaging avenues on the JAGC employer profile page for each partnered school.

c. Identification of students, based on metrics and algorithms developed by the contractor, who may be high quality applicants to posted JAGC positions.

(1) These identified students may then be invited to apply to the JAGC posting by the contractor or identified to the JAGC by the contractor.

d. The ability for the JAGC to personally search the contractor’s database of student resumes for students with characteristics well suited to JAGC positions.

(1) The JAGC shall then be able to initiate contact with such identified students via email or other source of communication, using contact information or means provided by the contractor’s network.

e. Analytics regarding the reach and appeal of JAGC job and recruitment postings broken down by:

(1) Engagement and response by students, both in general and by demographics

(2) Engagement and response by specific schools to JAGC postings

(3) Comparison of engagement and response regarding posts made by similar organizations
