Project Title Seed Storage Cooler Refrigeration Upgrade
General Information
1.0 Background and Purpose
The current seed storage cooler at the Integrated Cropping Systems Research location in Brookings, SD is over 18 years old. The existing refrigeration equipment, controls, and refrigerant have reached the end of their expected service life and must be upgraded to meet current environmental standards. The cooler box itself is in good condition and does not require replacement.
The Contractor shall demolish and remove all existing mechanical equipment serving the seed storage cooler. The Contractor shall capture all existing R‑12 refrigerant and dispose of it in accordance with applicable EPA regulations.
The Contractor shall provide all labor, equipment, supplies, materials, and coordination necessary for the demolition of the existing refrigeration equipment and the installation of the new refrigeration equipment.
2.0 Definitions
None.
Contractor Requirements
3.0 Technical Requirements / Tasks
The existing cooler box measures approximately 17 ft (L) × 15 ft 6 in (W) × 10 ft (H). The upgraded refrigeration system shall maintain the following environmental conditions within the cooler:
· Temperature: 32–41 °F (0–5 °C), maintained within ±3 °F of setpoint.
· Relative Humidity: 40% RH, maintained within ±5% RH of setpoint.
· The system shall include integrated temperature and humidity controls capable of continuous monitoring and adjustment.
3.1 Removal of Existing Equipment
The Contractor shall:
· Disconnect, isolate, and cap all existing electrical, HVAC, plumbing, and control connections serving the cooler.
· Remove and properly dispose of all existing refrigeration components, including but not limited to evaporator coils, condensing unit, refrigerant piping, humidification equipment, and associated controls.
· Recover and dispose of all refrigerant in accordance with EPA regulations, providing documentation upon request.
3.2 Installation of New Refrigeration System
The Contractor shall furnish and install a complete, operational refrigeration system meeting the following requirements:
Controls
· Provide commercial‑grade control systems suitable for low‑temperature storage applications.
· Controls shall be KE2 Therm or Government‑approved equivalent.
· Controls shall provide:
· Temperature and humidity control
· System status visualization
· Alarm annunciation
· Remote monitoring and adjustment capability
Refrigeration Equipment
· Install a new indoor condensing unit and evaporator coil sized appropriately to maintain required temperature and humidity conditions.
· Provide and install all refrigeration piping, insulation, wiring, and accessories required for a complete system.
· Refrigerant shall comply with current EPA and industry standards at the time of installation.
Monitoring and Alerts
· The control system shall continuously monitor temperature, humidity, and system performance.
· If conditions fall outside specified ranges, the system shall automatically send alerts to designated Government and/or Contractor contacts.
· Alerts shall be configurable and accessible through the remote monitoring interface.
3.3 Cooler Box Preparation
The Contractor shall:
· Prepare the existing cooler box for installation of new controls and sensors.
· Seal, repair, or remove any unused penetrations to maintain thermal integrity and prevent moisture intrusion.
· Ensure all penetrations for new piping, wiring, or sensors are properly sealed and insulated.
Accomplishment of the results contained in this PWS requires work at 2923 Medary Ave, Brookings, SD 57006.
Specific skill requirements: refrigerant usage license or permit.
4.0 Deliverable / Schedule
Submittals on replacement refrigeration equipment shall be made to the Government to show the Contractor’s Quality Assurance that the new equipment meets specifications and requirements for a turnkey installation and operation. Government has up to two weeks to review the Quality Assurance Complete Submittal, and the Contractor has one week for responses to the Government’s review comments.

5.0 Government Furnished
Normal workdays are Monday through Friday except U.S. Federal Holidays. Workers typically work eight hours per day, 40 hours per week. Core hours of work are from 0730 to 1630 daily. All employees are expected to be available during core hours. If there are any weather or security closures, the contractor will ensure that all buildings are secure to prevent human intrusion prior to leaving the site.
Access to the seed storage cooler area shall be coordinated with the Location Monitor, Craig McCuin 605-693-5203.
6.0 Travel
Not applicable.
7.0 Contractor’s Key Personnel
