PERFORMANCE WORK
STATEMENT (PWS)
Biohazard Cleaning, Sanitizing and/or Disinfecting
FORT WAINWRIGHT, ALASKA
23 FEB 2023
PART 1
GENERAL INFORMATION
1. GENERAL: This is a non-personal services contract to provide commercial cleaning, sanitizing, and/or disinfecting services against biological hazards (including both liquid and solid biohazards). The government shall not exercise any supervision or control over the contractor’s employees. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the government.
1.1 Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform cleaning, sanitizing, and/or disinfecting services as defined in this Performance Work Statement (PWS). The contractor shall perform to the standards in this contract.
The contractor shall provide three (3) levels of cleaning, sanitizing and/or disinfecting against biohazards:
Preventive – The contractor shall respond and provide preventive cleaning and sanitizing services to a specified area. The contractor shall follow all protective measures in compliance with the Occupational Safety and Health Administratrion
(OSHA).
Suspected – The contractor shall respond and provide cleaning, sanitizing, and/or disinfecting services to the affected area. The contractor shall follow all protective measures in compliance with the Center for Disease Control and Prevention (CDC), and the Occupational Safety and Health Administratrion (OSHA).
Confirmed – The contractor shall respond and provide cleaning, sanitizing, and disinfecting services to the affected area. The contractor shall use the HIGHEST level of protective measures in compliance with the Center for Disease Control and Prevention (CDC), and the Occupational Safety and Health Administratrion (OSHA).
1.2 Objective: The objective is to provide cleaning, sanitizing, and/or disinfecting services against biohazards on Fort Wainwright, Alaska.
1.3 Scope: The contractor shall provide cleaning, sanitizing, and/or disinfecting services against biological hazards (including both liquid and solid biohazards) to work/living spaces in Fort Wainwright, Alaska. The work under this contract includes, but is not limited to, administrative offices, bedrooms, common areas (dayrooms, fitness rooms, storage rooms, classrooms, laundry rooms, restrooms, hallways, etc.) and floors (carpet, hardwood, tile, refinished, etc.).
1.4 Period of Performance: The period of performance (POP) shall be for one base year and (4) option years. FAR clause 52.217-8 will be added to the contract and exercised as needed. The period of performance is as follows:

1.5 Hours of Operation: The contractor shall be available to provide services Monday thru Sunday at government request.
1.5.1 . Federal Observed Holidays: The contractor shall not be required to perform services on any of the recognized federal holidays. When a federal holiday occurs on a Saturday, federal employees are normally granted the previous Friday as the holiday observance. When a federal holiday occurs on a Sunday, federal employees are normally granted the following Monday as the holiday observance. The contractor shall work on the days the government is scheduled to work. Below is the list of recognized federal holidays

1.6 Key Personnel: The following personnel are considered key personnel by the government: Contract Manager and Alternate Contract Manager. The contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The name of this person and an alternate who has the authority to act in the principal’s absence shall be designated and provided in writing to the Contracting Officer (KO) and Contracting Officer’s Representative (COR) at contract award. The Contract Manager and/or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contractor shall provide a list of all personnel providing services under this contract to the KO and COR at contract award.
1.7 Identification of Contractor Employees: All contractor personnel are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor shall provide each employee with an identification (ID) badge. Personnel shall wear the ID badge at all times when performing work under this contract. ID badges shall be worn in a conspicuous place except when safety or health reasons prohibit such placement.
1.8 Contractor Personnel Conduct: Contractor personnel’s conduct shall not reflect discredit upon the government. The contractor shall ensure that personnel present a professional appearance. The contractor’s employees shall observe and comply with all local policies and procedures concerning fire, safety, environmental protection, sanitation, security, and possession of firearms or other lethal or illegal weapons or substance. The contractor is responsible for ensuring that any contractor employee providing services under this contract, conduct themselves and perform services in a professional, safe, and responsible manner. The contractor shall remove from the job site any employee for reasons of misconduct or security. In accordance with DOD Directive 5500.7-R, "Joint Ethics Regulation", contractor employees must avoid improperly influencing government personnel in the execution of their duties under the contract. Particular attention shall be paid to the restrictions governing gifts, gratuities, and the nondisclosure of sensitive or classified information. The contractor shall ensure employee conduct complies with restrictions in the Procurement Integrity Act governing release of acquisition-related information or actions or discussions which may prejudice future competitions. The contractor shall ensure no contractor employees conduct political related activities or events on Army Facilities.
1.9 Security Requirements: Prior to physically starting work, the contractor shall furnish the COR, KO, and the affected facility POC with a list of all contractor/subcontractor personnel who will require access to the facility during the course of the work. This list shall be signed by an authorized representative of the contractor, and shall contain the following information: full name of employee(s), date of birth, identification number correlating to the employee’s photo identification (e.g., driver’s license number, employee number, etc.,) and corporate points of contact who shall be further responsible for identifying employees, subcontractors, vendors and delivery personnel. This list shall be updated and resubmitted as often as necessary for it to be current. Depending on current events, personnel shall be required to show photo identification (cross checked against the required roster) prior to gaining access to a facility.
1.9.1 AT Level 1 Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I Awareness Training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the KO (if a COR is not assigned) within 5 calendar days after completion of training by all employees and subcontractor personnel. 1.9.2 Access and General Protection/Security Policy and Procedures: Contractor and all associated subcontractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.
Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the government may require changes in contractor security matters or processes.
1.9.3.Contractor Access to Government Installations and/or Training Areas: The contractor shall comply with requirements of electronic or web-based systems for vehicle and personnel passes in order to gain unfettered access to government installations and/or training areas and the contractor shall bear any and all costs incurred. Any identification provided by the installation shall be surrendered to the Provost Marshall Office, Directorate of Emergency Services or Security Office upon completion or termination of the contract or 24 hours upon termination of an individual's employment. The contractor shall ensure personnel and company vehicles are identifiable with name tags and signs. Contractor employees are subject to investigative background checks.
1.9.4 iWATCH Training: The contractor and all associated subcontractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR or to the KO (if a COR is not assigned), no later than 5 calendar days after training completion.
1.9.5 OPSEC Training: Per AR 530-1, Operations Security, contractor employees shall practice OPSEC to protect classified, critical, and sensitive information for government contracts. The Requiring Activity OPSEC Officer has imposed that all contractor employees, to include subcontractor employees requiring 90-day access or more, shall complete initial and annual thereafter OPSEC awareness training (OPSEC Level 1).
This annual training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee to the COR or to the KO (if a COR is not assigned), within 5 calendar days after completion of training. 1.9.6 Threat Awareness Reporting Program: Per AR 381-12 Threat Awareness and Reporting Program (TARP), contractor employees must receive annual TARP training by a CI agent or other trainer as specified in 2-4b.
1.9.7 Physical Security: The contractor shall safeguard all government equipment, information, and property provided for contractor use.
1.10 Emergency Services: The contractor shall have competent personnel trained and capable of dealing with minor personnel injuries. The contractor or their employees shall immediately notify their supervisor of any accident requiring emergency medical treatment. The contractor will, in turn, notify the KO and COR Immediate. Not later than two (2) hours after the incident.
Emergency medical treatment and services for contractor personnel is the responsibility of the contractor. When calling 9-1-1, the contractor must specify where they are calling from in order to receive prompt response.
1.11 Safety: Contractor activities shall be conducted in a safe manner that minimizes accidents and exposures as well as impacts on Army operations and members of the public. Contractors shall comply with applicable Federal, State, and Local codes, standards, and guidelines, including safety and occupational health requirements, as well as any additional specific requirement contained in this PWS.
1.12 Invoicing: All contractor invoices shall be submitted via Wide Area Work Flow (WAWF) using contract line item numbers (CLINs) as the primary identification of services billed. Contractor-generated identification numbers shall not be accepted.
The contractor shall be required to establish account(s), access method(s), log-in(s), and necessary training in order to submit invoices through WAWF. Invoices not submitted via WAWF shall not be accepted or paid.
1.13 Biohazard Cleaning: For non-emergency, the COR will notify the contractor and the KO as soon as a biohazard cleaning requirement is known, but no less than 24 hours prior to the event. Completion schedule shall be determined for each incident through the COR. For emergency requirement, the contractor shall respond and begin emergency work within two (2) hours of notification during normal duty hours, and within four (4) hours during non-duty hours. Notification may be verbal. Work will be performed to standards of OSHA Code of Federal Regulations, 29 CFR 1910.1030 (a thru i and Appendix A). This applies to any facility on the installation which may require a bio-hazard cleaning response. Work may include extraction of bio-hazard liquids and removal of solid bio-hazard material from interior areas and exterior areas or surfaces.
PART 2
SPECIFIC TASKS
2. SERVICES: The contractor shall provide cleaning, sanitizing, and/or disinfecting services against biological hazards (including both liquid and solid biohazards)to work/living spaces in Fort Wainwright, Alaska. The work under this contract includes, but is not limited to, administrative offices, bedrooms, common areas (dayrooms, fitness rooms, storage rooms, classrooms, laundry rooms, restrooms, hallways, etc.) and floors (carpet, hardwood, tile, refinished, etc.).
The contractor shall perform services in compliance with the Center for Disease Control and Prevention (CDC), Occupational Safety and Health Administration (OSHA), U.S.
Environmental Protection Agency (EPA), and Federal, State and Local guidelines/standards against biological hazards (including both liquid and solid biohazards).
The services are to be provided under three circumstances: (1) to prevent any exposure to the applicable biohazard; (2) when there has been a suspected exposure to the applicable biohazard; and/or (3) when there has been a confirmed exposure to the applicable biohazard.
The contractor shall visit https://cdc.gov to find current guidelines for cleaning and disinfecting biohazards.
The contractor staff should as a minimum wear disposable gloves and gowns for all tasks in the cleaning process, including handling trash. Additional Personal Protective Equipment (PPE) may be required based on the cleaning/sanitize/disinfectant process being used.
The services under this contract shall be on a case by case basis and coordinated through the Contracting Officer’s Representative (COR). The COR shall notify the contractor and the Contracting Officer (KO) as soon as a requirement to clean, sanitize, and/or disinfect is known but, no less than twenty-four (24) hours after notification.
These services are significantly different than normal services as these will required areas to be thoroughly cleaned, sanitized, and/or disinfected.
2.1 Clean, Sanitize, and Disinfect: The contractor shall clean, sanitize, and/or disinfect all surfaces: hard (non-porous) surfaces, soft (porous) surfaces, electronics, mirrors, sinks, toilets, urinals, lavatories, showers, shower mats, dispensers, plumbing fixtures, benches, partitions, doors, walls, entry doors, door handles, room furnishings, window sills, ventilation grates, metal guards, and other such surfaces. All surfaces shall be cleaned, sanitized, and/or disinfected utilizing EPA approved products for use against applicable biohazard, including bloodborne pathogens, as required. All surfaces shall be free from water and scale deposits, soil, streaks and other removable matter. Walls and grout shall be free of all film, spots and detergent buildup.

2.2 Remove Trash: All trash containers shall be emptied and trash disposed of in accordance with CDC guidelines. The contractor shall clean, sanitize, and/or disinfect receptacles utilizing EPA approved products for use against applicable biohazard, including bloodborne pathogens, as required, ensuring that no spillage of fluid or trash remain behind. Trash receptacles shall be left clean, appropriately sized liners replaced, free of foreign matter, free of odors and returned to their initial location. The contractor shall provide appropriately sized liners for trash receptacles.
2.3 Clean Floor Surfaces: The contractor shall disinfect all “hard floor” surfaces utilizing EPA approved products for use against applicable biohazard, including bloodborne pathogens, as required. Displaced furnishings shall be tilted or moved to access the floor surface to sweep, mopped and/or vacuum underneath those items.
Moved items shall be returned to their original position after cleaning. Baseboards, corners and wall/floor edges shall also be clean. The contractor shall use EPA approved products for use against applicable biohazard, including bloodborne pathogens, as required.
2.4 Wet Mop: Contractor shall damp or wet mop non-carpeted floors to include entrances, vestibules, lobbies, stairways, landings and risers. Contractor shall mop underneath easily removable items. The floor shall have a uniform appearance with no streaks, swirl marks, detergent residue or any evidence of soil, stains, film debris or standing water. There shall be no splash marks or mop streaks on furniture, walls, baseboards, trash receptacles or mop strands remaining in the area. The contractor shall use EPA approved products for use against applicable biohazard, including bloodborne pathogens, as required.
2.5 Doors: Contractor shall clean, sanitize, and/or disinfect door handles, frames and doors utilizing EPA approved products for use against applicable biohazard, including bloodborne pathogens, as required.
2.6 Sinks: Contractor shall clean, sanitize, and/or disinfect sink basins above/below, all sink fixtures above/below utilizing EPA approved products for use against applicable biohazard, including bloodborne pathogens, as required.
2.7 Tubs/Showers: Contractor shall clean, sanitize, and/or disinfect tubs/showers inside and all exterior portions, shower heads, and all attachments utilizing EPA approved products for use against applicable biohazard, including bloodborne pathogens, as required.
2.8 Toilets: Contractor shall clean, sanitize, and/or disinfect toilets utilizing EPA approved products for use against applicable biohazard, including bloodborne pathogens, as required. Contractor shall clean toilet bowls, water tanks, toilet seats and attached featuring utilizing EPA approved products for use against any applicable biohazard, including bloodborne pathogens, as required.
2.9 Room Furnishings: Contractor shall clean, sanitize, and/or disinfect all room furnishings utilizing EPA approved products for use against any applicable biohazard, including bloodborne pathogens, as required to include all flat surfaces, rails, legs, handles, drawer fronts, bed posts and/or frames and moveable items. Furnishings displaced shall be return to their original position.
2.10 Walls: Contractor shall clean, sanitize, and/or disinfect all walls. Walls shall be free of dust, lint, cobwebs, litter, and any other foreign matter. Contractor shall use EPA approved products for use against any applicable biohazard, including bloodborne pathogens, as required that shall not discolor nor render damage to existing wall coverings.
2.11 Clean Interior Window Frames: Contractor shall clean, sanitize, and/or disinfect all window frames, casings, and sills. Contractor shall remove all traces of film, dirt, smudges, water and any other foreign matter. Clean window blinds to remove all traces of dirt, dust, lint and/or stains utilizing EPA approved products for use against any applicable biohazard, including bloodborne pathogens, as required. Contractor shall make every effort to prevent damage when cleaning blinds. Notify the government when condition of the blinds is likely to cause damage.
2.12. Electronics: Contractor shall follow manufacturer’s instruction for cleaning, sanitizing and dinfecting electronics. Contractor shall, if no guidance is available, use alcohol-based wipes or sprays containing at least 70% alcohol. Dry surface thoroughly.
2.13 Facility Floors: Contractor shall provide cleaning, sanitizing and/or disinfecting services to entire facility floors. Contractor will clean, sanitize, and/or disinfect utilizing EPA approved products for use against any applicable biohazard, including bloodborne pathogens, as required on all floors (rooms, stairwells, kitchen areas, dayrooms, etc.).
2.14 Ventilation Grates: Contractor shall clean, sanitize, and/or disinfect all return and supply ventilation grates. Return ventilation grates and immediate area shall be cleaned, sanitized, and/or disinfected, to include removal of return ventilation grate, removal of all debris and surface cleaning on return ventilation grate, including debris removal and wiping down, of immediate interior duct area (up to 2 feet) inside. Supply ventilation grates and immediate area shall be cleaned, sanitized, and/or disinfected, to include removal of all debris and surface cleaning on supply ventilation grate.

APPENDIX 1
GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
Services: The government will not provide services.
Facilities: The government will not provide facilities.
Equipment: The government will not provide equipment.
Materials: The government will not provide materials.
Utilities: The government will furnish water and electricity from existing fixtures and outlets at no cost to the contractor. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning equipment and tools.
No other government furnished items will be provided for use by the contractor in the performance of this contract.
APPENDIX 2
CONTRACTOR FURNISHED ITEMS AND SERVICES
General: The contractor shall furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform work under this contract.
Communication System: The contractor shall furnish and maintain, at his/her expense, a toll-free telephone answering service for use in the performance of this contract. The contractor’s selected type of communication system shall be monitored by the contractor 24 hours a day, 7 days a week.
Employee’s Transportation: The contractor shall furnish transportation for employees to and from the work site.
Materials and Supplies: The contractor shall furnish all materials, tools and supplies required to meet requirements under this PWS.
Equipment: The contractor shall provide all equipment and tools required to meet requirements under this PWS.

PWS.

DEFINITIONS
Biological Hazard (Biohazard) – Biological substance that poses a threat to the health of living organisms, primarily humans.
Clean – To remove unwanted substances, such as dirt, marks, or mess, especially by washing, wiping, or brushing.
Cleaning – Is the process of removing visible debris, dirt and dust, and organizing a space.
Disinfect – To completely destroy all microscopic organisms (germs, bacteria, viruses, fungi).
Disinfectant – Chemical used to disinfect.
Disinfecting – Is killing microscopic organisms (germs, bacteria, viruses, fungi) on surfaces or objects by using a disinfectant. Disinfecting does not necessarily remove visible dirt and debris from a surface and is much more effective if basic cleaning is done first.
Disinfection – Achieved by using EPA approved chemicals that kill microscopic organisms (germs, bacteria, viruses, fungi) and prevent them from spreading.
Sanitization – Is reducing a contamination or bacteria to a safe level.
Sanitize – To reduce the number of microscopic organisms (germs, bacteria, viruses, fungi) to a safe level.
Sanitizer – Chemical use to sanitize.
Sanitizing – Reduce, not kill, the number and growth of microscopic organisms (germs, bacteria, viruses, fungi). Sanitizing is best for surfaces that don’t typically come into contact with seriously dangerous microscopic organisms.
